An introduction to NGV’s DisabilityActionPlan2012-2015
ThevisionoftheNationalGalleryofVictoriais “Creating an inspiring future: Enriching our understanding of art and life”.TheNGVisthecustodianoftheStateCollection,ownedbythe peopleofVictoria,and wethereforewelcomeeveryVictorianandresidentsfromotherpartsof Australia-andtheworld-toexperiencewhattheNGVhastooffer.
TheDisabilityActionPlan2012-2015is animportantdocumentasit demonstrateshowwe valueaccessforall,andgivesusthe necessaryfocustoensurethatwearebeinginclusiveofartists,visitors,employees,volunteers andcontractorswithdisabilities.
TheNGViscommittedtoensuringallmembersof thecommunityhavetheopportunityto experiencetheNGVCollection,itsexhibitionsandfacilities.
TheNGV’sDisabilityActionPlanalignswiththeDisabilityDiscriminationAct1992
(Commonwealth)andtheDisabilityAct2006(Victoria).
ThisDisabilityActionPlanaimstocontributetothe continuousimprovementofNGVfacilitiesand serviceswithinthecontextofstrategicandoperationalplans.
TheNationalGalleryofVictoriacomprisestwo mainpublicvenues:TheIanPotterCentre:NGV AustraliaatFederationSquare,thehomeofAustralianartcollection;andNGVInternationalon StKildaRoad,whichdisplaysartworksfromallovertheworld.TheNGVpresentsadiverserangeofvisual artsexhibitions,programsandactivitiesthroughouttheyear.TheNGValsooffersvisitorsdining andvenuehirefacilitiesas wellastheNGVShop.
ThePlanacknowledgesthereareaccesschallengesinherentinNGVbuildings,andoutlines actionstoaddressa widerangeofopportunitiestoenhanceaccesstoNGVfacilitiesandservices.
TheNGViscommittedtocontinuousimprovement.TheDisabilityActionPlan(DAP)ProjectTeam willreviewthisDisabilityActionPlan,monitoractionsandensurethatitremainsrelevantto communitystandards.
Thiswillofteninvolveconsultingmembersofthecommunitywithdisabilitiesandwithartsand disabilitypeakorganisationsinordertoensurethattheDisabilityActionPlanretainsitsflexibility andresponsiveness.

Background
TheDAPhasbeendevelopedbytheNGV’sDisabilityActionPlanProjectTeam,which includesNGVstafffrommanyareasoftheGallery.TheProjectTeamseeksadvicefromartsand disabilitypeakorganisationstoinformitsactivities.
TheDisabilityActionPlanProjectTeamischairedbytheNGV’sDeputy Director, Andrew Clark.
TheDAPProjectTeamhasrepresentationfroma broad range of NGVdepartments includingFrontofHouse, AssetsFacilities,Curatorial,ExhibitionManagement,ExhibitionDesign,Education, Public Programs,HumanResources,Marketing,and Multimedia.
DefinitionofDisability
“Disability”forthepurposesofthisActionPlanencompassesthesameareasastheDisability
DiscriminationAct1992(DDA).
Theterm“disability”referstoanypermanentortemporarycondition,whichaffectsaperson’s
bodilyormentalfunction.
In2009,4millionpeopleinAustralia(18.5%ofthepopulation)hadadisability,whichrestricted theireverydayactivitiesandhadlasted,orwasexpectedtolast,forsixmonthsormore.
Aspeoplegrowolderthereisanincreasedtendencytodevelopconditionsthatcausedisability. Justoverhalf(52%)ofpeopleaged60yearsormorehada disabilityin2009.*
TheDDAappliesacrossAustralia.Itspurposesincludetheelimination,asfaraspossible,of discriminationagainstpeoplewithdisabilitiesinarangeofareas,includingemployment, education,accesstopremises,clubsandsportandtheprovisionofgoods,facilitiesandservices.
TheDDAmakesitunlawfultodiscriminatebecauseofdisabilitieswhichpeople:
- Havenow,orwhichpreviouslyexistedbutnolongerexist
- Mayacquireinthefuture
- Areimputedtoa person
TheDDAalsoprotectsapersonwitha disabilityagainstdiscriminationwhen:
- Theyareaccompaniedbyanassistant,interpreterorreader
- Theyareaccompaniedbyananimaltrainedtoalleviatethedisability(e.g.guidedog)
- Theyuseequipmentoraids(e.g.hearingaids)
TheDDAalsomakesitunlawfultodiscriminateagainstapersonbecauseofadisabilityoftheir associates,suchasrelatives,partners,carers,orbusiness,sportingorrecreationalassociates.
TheDisabilityAct2006(Victoria)providestheframeworkfora whole-of-governmentapproachto enablepeoplewithadisabilitytoactivelyparticipateincommunitylife.
Section38(1)oftheActspecifiesthataDisabilityActionPlanispreparedforthepurposesof: (a) reducingbarrierstopersonswithadisabilityaccessinggoods,servicesandfacilities; (b) reducingbarrierstopersonswithadisabilityobtainingandmaintainingemployment;
(c)promotinginclusionandparticipationinthe communityofpersonswithadisability;and
(d)achievingtangiblechangesinattitudesandpracticeswhichdiscriminateagainst personswithadisability.

Desired OutcomesofthisDisabilityActionPlan
Outcome1:TheNGVwillprovideabroadrangeofaccessopportunitiesforpeoplewith disabilities.
Outcome2:TheNGVwillprovideinclusiveemploymentopportunitiesforpeoplewith disabilities.
Outcome3:PersonsemployedattheNGVwillbeknowledgeableabouttheaccess requirementsofpeoplewithdisabilities.
Outcome4:TheNGVwillactivelypromotetheimplementationoftheDAP-throughmonitoring, reportingandevaluation.
Planning andReporting
TheNGVwillreviseitsDAPinthelightofanynewresearchundertaken byrelevantpeak-body organisations andwillre-register itsPlanwiththeAustralianHumanRightsCommission accordingly.
MembersoftheDAPProjectTeamwillcommunicateandconsultwithNGVcolleaguesfromtheir ownorrelatedteamsas wellas withmanyNGVstakeholdergroupsandpeakorganisationsin ordertoachievetheactionsintheDAPthatarerelevanttotheirareaofoperationintheGallery.
TheNGVDAPwillbereviewedbytheDAPProjectTeamandtheNGV’sExecutiveManagement
Teamona quarterlybasistoensurethetimelycompletionofactions.
