Terms of Reference (ToR) for ConductingFoundation Exploration Assessment & Preparation of reportforSaline Embankmentsat Diwar Island & Poinguinim, in the state of Goa

1.Project Background

Recognizing that Indian coasts are highly vulnerable to tropical cyclones and consequent recurrent loss of life and property, the Government of India (GoI) has considered the hazard risk mitigation approach through short term and long term measures, which lays greater emphasis on prevention, preparedness and mitigation.The National Cyclone Risk Mitigation Project (NCRMP) has been drawn up with a view to address the cyclone risks in the country, with World Bank’s (WB) assistance. This project is being implemented in cyclone prone coastal states and Union Territories of India.

The NCRMP is a flagship program and the first Bank funded project in India exclusively focusing on ex-ante disaster risk mitigation. It is being implemented by the National Disaster Management Authority (NDMA) with support from the Ministry of Home Affairs (MHA), Government of India, focusing on cyclone prone coastal States and Union Territories. The main objectives of the project are to: (a) minimize risk and vulnerabilities due to cyclones; (b) to strengthen the structural and non-structural cyclone mitigation efforts and; (c) to build capabilities and capacities of people for cyclone risk mitigation in harmony with the conservation of coastal ecosystems.

The implementation of NCRMP (Phase I) is well underway in high vulnerability coastal states of Andhra Pradesh and Odisha.Considering the vulnerability to cyclones and its associated events, Goa has been chosen as one of the states for coverage under the National Cyclone Risk Mitigation Project, Phase II. The interventions proposed in Goa include construction of multi-purpose cyclone shelters,construction/strengthening of saline embankments and underground cabling of high tension and low tension electrical lines, to provide the state a resilient infrastructure that can withstand natural disasters like cyclones.

  1. Objectives of the Assignment

The overall objective of carrying out the Foundation Exploration Assessment andPreparation of Report for Saline Embankmentsis to help state’s implementation agency in preparing design of the gabion structure with earthen bund proposed for improvement to saline embankments in Goa. Preparation of relevant/comprehensive report of soil classification at the proposed sites and their integration into the Detailed Project Reports (DPRs).

To provide these services, the SPIU wishes to engage consultants who have qualified engineers with in-depth knowledge and experience in conducting foundation exploration. The consultants/ firms should have sufficient machinery & man-power to complete the foundation exploration work within the stipulated time limit.

The duration of this consultancy assignment is expected to be for a period of 2 (two) months.

  1. Scope of Work

The main tasks envisaged under this consultancy service include:

FIELD TESTS

  1. Drilling 27 Nos of exploratory bore holes of depth 10-15m of 100 mm /NX size in all types of soil to establish bed rock profile the bearing capacity of soil/rock
  2. Drilling in rock
  3. Conducting standard penetration test
  4. Collecting undisturbed soil samples
  5. Collecting disturbed soil samples

LABORATORY TESTS

  1. Natural moisture content
  2. Field Density
  3. Grain size analysis (GSA) by sieve analysis
  4. Specific gravity
  5. Atterbergs, limits (LL,PL,PI)
  6. Triaxial (UU) test / Box shear Test
  7. Consolidation test
  8. Rock crushing test
  9. Chemical analysis of soil samples to determine pH, chloride & sulphate contents
  10. Chemical analysis of water samples to determine pH, chloride & sulphate contents

REPORT

  1. Provide core boxes with arranged soil samples
  2. Preparation and submission of report (in triplicate)

  1. Report Preparation

The Foundation Exploration Report/s shall be focused with presentation of supporting data and analysis in a separate volume, if needed. It should include an Executive summary concisely discussing significant findings and recommended actions. The suggested report structure is outlined below:

  4. Approach and Methodology Used
  5. Annexures containing additional data, analysis, maps, drawings etc.
  1. Outputs/Deliverables

The following are the expected outputs/deliverables from this assignment:

The consultant is expected to provide the following outputs:

1)Inception Report, which should include approach and methodology for the assignment and detailed work plan including time schedules.

  1. Inputs and logistic support to be provided by the Client

The client will provide all ready and available information as requested by the consultant. Further, the client will provide all necessary and reasonable support to the consultant to collect secondary data by issuing authorization letters. The client will designate an officer to act as the main liaison officer for the assignment and participate as/if possible. The client will not provide any other logistic support.

  1. Duration of Services

The total duration for the assignment is 2 months from the date of agreement. The consulting firm should submit the work plan and the timelines as per the standard format for timely completion of the assignment.

Annexure 1: Details about Works proposed under NCRMP II in Goa

The component B of NCRMP II includes creation of ‘Cyclone Risk Mitigation Infrastructure’. In case of Goa, this component includes Saline Embankments. Given below is some key information about works proposed, including their number, location and length (as relevant).

  1. Saline Embankments

The Water Resources Department, Government of Goa is responsible for these works which are as below.

  1. Improvement To The Existing Earthern Saline Bund With Random Rubble Gabion Wall On Mandovi River Bank From Ch 0.0 Km To Ch 8.260 Km At Malar, And Naroa Villages Of Diwar Island In Bardez Taluka

The Saline Bunds surrounding the Divar Island, the whole reach of Km 0.00 to Km 8.26 Km is situated in Tiswadi Taluka of North Goa District.

Present Saline Bunds along the island is fully/ partially damaged due to erosion of Mandovi River and Poor maintenance. They were constructed at Different periods of time and left there to sustain on its own.

  1. Improvement To The Saline Bund In Poinguinim And Loliem Village Of CanaconaTaluka

Improvement to Saline Bund also known as Protective Bund is essential to protect fields from ingress of salt water due to high tide and floods. Now the complete solution to such cases in all the Coastal States of India is taken up under National Cyclone Risk Mitigation Project (NCRMP), the World Bank Funded Project.

In the present instance, the Bund on both the banks of Galgibagriver at Poinguinim is taken up for improvement under the Project. The right bank of the river Galgibag is in the Poinguinim village Panchayat and the left bank of the river is in Loliem village Panchayat of Canacona taluka.

Canacona taluka is the first taluka from South of Goa and is around 70 kms away from Panaji the Capital City of Goa. Educationally, economically and socially it is developing taluka. Geographically this taluka receive very high rainfall and witnessed flash floods due to cloud burst and severe damage to roads, embankments, crops, life and property in 2009. Every year we witness many landslides. River Galgibag is one of the two main rivers in Canacona taluka flowing westward and joins to Arabian Sea. On both sides of the river people engage in farming mainly paddy.
