Respected Shri. Anant Geeteji,
We, the National confederation of Officers Association of CPSEs gratefully remember your intervention and support in appointing the Third PRC and getting its recommendations on time.
Sir, we came to know that the report was scrutinized by a Committee of Secretaries and they in principle have approved the PRC recommendations without any additional inputs.
In this regard we would like to draw your kind attention to our earlier letter dated 10.03.2017 wherein we have expressed our serious concern on the affordability clause recommended by the Third PRC.
Sir, as you understand better, if the same affordability clause is approved by the cabinet, out of 244+ CPSEs, only very few PSEs will be able to implement revision. Majority will be deprived of a long awaited pay revision after such a long periodicity of ten years.
Our humble request to you is that all executives working in CPSEs shall be given at least revised Basic pay, DA, HRA and retirement benefits.Wherever required, those PSEs with marginal profit or no profitmay be Financially supported from the National investment Fund, for implementation of revised wages.
In this context, we would like to bring to your kind notice that when the salary was recently revised for the central public sector banks in financial sector, all banks were allowed pay revision without considering profit and loss.
Further, the Committee of Secretarieshas negated the recommendation of keeping the 10 Lakhs (out of enhanced amount of 20 lakhs) of Gratuity out of 30% earmarked for superannuation benefits. As this will have serious impact on superannuation benefit, this shall be accepted as per 3rd PRC recommendation.
Sir, we seriously and sincerely wish to have your kind intervention on these matters and hopefully believe that your potential support will help, when the subject item is considered by the cabinet.
