SCOPE OF PRACTICE:
In Illinois chiropractors are licensed under the Illinois Medical Practices Act which also includes Medical Doctors and Osteopaths. Illinois does not define chiropractic by statute except to state that Chiropractors are physicians licensed “to treat human ailments without the use of drugs and without the use of operative surgery”.

APPLICATION ACCOMPANYING DOCUMENTS:
1. Fully completed application: The application may be typed or printed but only in black ink.
2. Copy of diploma from chiropractic school.
3. Official transcript of chiropractic education with school seal affixed.
4. Official transcript of 2-year pre-requisite course from all colleges, directly from that school, with school seal affixed.
5. Copy of marriage certificate if applicable to substantiate any name change.
6. Work history since graduation from your chiropractic college to present.
7. Proof of the successful completion of Parts I, II, and III must be forwarded directly to the Department from the NBCE. In requesting the NBCE to provide the required transcript of scores for Parts I, II, and III, please submit the written request to NBCE with the following words written or typed on the transcript request letter or form: “I authorize the National Board to release all historical score (pass/fail) information to the state of Illinois.” This is specified by the Illinois application form.
8. Certification of Licensure if applicable.
9. After the application has been received, processing time takes 4-6 weeks after the reception of all documentation, transcripts, etc by the Board Office. Note: 1/599: After the application processing has occurred the applicant will be sent a two page addendum on child support topics to be filled out and returned to the IDPR. Once the IDPR receives this information the license will be processed. NOTE: Warning on “Exam-doctor Status.” “Exam-doctor status does not exist in Illinois. Post graduate, prior to licensure D.C.’s even those licensed in other states may not take histories, perform x-rays, take blood pressure or temperatures,, on in fact have any contact with patients. Even filling out insurance forms may not be performed if it involves any patient contact. In the past year 25 supervising D.C.’s and their “exam-doctors” have gotten into trouble with the Illinois Medical Licensing Board for this offense. The Board can and will prevent a D.C. from receiving a license for this offense.”
ELIGIBILITY: The following are criteria of eligibility:
1. Must be in good moral character and have not engaged in any conduct or activities which would constitute grounds for discipline under Section 22 of the Act; Note, under personal history information on the application form, an applicant will disclose a certified copy of all court records, (other than minor traffic violations); a copy of all police reports; a copy of any probation report and verification of completion of probation; a copy of any and all court proceedings.
2. Must be a U.S. Citizen or lawfully admitted alien.
3. Must have graduated from a CCE accredited chiropractic college; 11/2000, Information from application form page 2: “An applicant who is a matriculant, in a chiropractic college after September 1, 1969, must have completed a 2 year course of instruction in a liberal arts college, followed by a course of instruction in a chiropractic college in the treatment of human ailments, such course as a pre-requisite to graduation there from, having been not less than 132 weeks in duration and shall have been completed within a period not less than 35 months, and such college of liberal arts and chiropractic college must have been approved by the Department. An applicant who is a graduate of a U.S. Chiropractic college after 8/1981, must graduate from a college fully accredited by the Commission on Accreditation of the Council on Chiropractic Education or its successor at time of graduation. Such graduates shall be considered to have met the minimum requirements which shall be in addition to those requirements set forth in the Rules and Regulations promulgated by the Department. The standards of education for an applicant who is a graduate of a chiropractic college in another country must be equivalent to the standards of education as set forth for chiropractic colleges located in the United States.”
4. Must have successfully passed National Boards Parts I, II and III required for license in Illinois.
5. Note following limitation: In the 1993, Rules for the Administration of the Medical Practice Act of 1967, the following qualification is shown on pages 10-11: Under letter b: “b”, Examinations for licensure to practice chiropractic:
· Examinations for licensure to practice chiropractic shall be conducted in the English language and shall consist of the examination administered by the National Boards of Chiropractic Examiners shall consist of Part I, Part II, and Part III.
· To be successful, “examinees must receive a score of at least 75 on all three parts of NBCE Parts I, II and II.” (Rules for the Administration of the Medical Practice Act, 1996.)
· Any applicant for licensure as a chiropractic physician who has been unsuccessful in 5 examinations conducted in this State or any other jurisdiction shall be deemed ineligible for further examination until the Department is in receipt of proof (i.e. certificate of completion of training, transcript) that the applicant has completed, subsequent to his/her fifth failure, a course of study of 980 classroom hours (one academic year) in an accredited chiropractic program.”
NATIONAL BOARD REQUIREMENTS:
Parts I, II and III of National Board are required. The passing score of Part II is 375 or above. Part IV is under Board consideration. Please note in requesting an official transcript of scores from the NBCE for Illinois licensure application, one must write or type the following words on the request letter or form: “I authorize the National Board to release all historical score information (pass/fail history) to the state of Illinois.
EXAMINATION:
There is not state examination in Illinois.
CONTINUING EDUCATION:
Effective date of amendment June 1, 1996:Summary and Purpose of Amendment: Public Act 89-702 re-authorizes the Department to promulgate rules for continuing medical education (CME) for persons licensed under the Act for 50 hours of CME per year, these proposed rules implement this provision. For the July 31, 1999 renewal, licensees will be required to complete 50 hours of CME taken on or after July 1, 1997. Beginning with the July 31, 2002 renewal and every renewal thereafter, licensees will be required to complete 50 hours of CME per year for a total of 150 hours per pre-renewal period. Each licensee is responsible for maintaining records of completion of continuing education and shall be prepared to produce the records when requested by the Department.

The license renewal fee (tri-annually) is $300 for a resident license; and $600 for a non-resident license.

ENDORSEMENTS:
Completed application; of good moral character and have not engaged in any conduct or activities which would constitute grounds for discipline under Section 22 of the Act. Parts I, II and the WCCE (the Board may, in its discretion make a recommendation to the Director for the waiver of the WCCE). Eligibility is determined on an individual basis. Requirements for licensure must be substantially equivalent to requirements in force in this state at the date of the applicant’s license. The state in which the applicant holds current licensure must reciprocate with Illinois. The SPEC exam may be required if applicant has not passed all required parts of NBCE, or at Board discretion.
CHIROPRACTIC ASSISTANTS/TECHNOLOGIST:
There are no current or planned regulations, registration, or certification procedure.
CHIROPRACTIC RADIOGRAHIC TECHNICIANS:
Chiropractic assistants taking x-rays in the state of Illinois must pass a state issued exam given by the Department of Nuclear Safety. A chiropractic assistant must be accredited either in 1 of 2 categories:
1. Full Medical or Chiropractic Radiography; this would be the people who were taking x-rays prior to regulation and were taking x-rays prior to regulation and were grandfathered in or those who have passed the ACRRT exam, following appropriate schooling and have been certified by the IDNS. Continuing education requirements – 12 hours per year.
2. Limited Diagnostic Radiography, this involves the assistant to become a student-in-training, learns at a clinic and must pass a general x-ray exam and a specialty area(s) exam (spine, chest, extremities, or skull/sinuses) are the options. Continuing education requirements – 6 hours per year.
