CONSTRUCTION RULES

RULES INTERPRETATION

1.If it doesn’t say you can, you can’t.

ALL INTERPRETATIONS OF AND EXCEPTIONS TO THESE RULES ARE SUBJECT TO THE DISCRETION OF THE BOARD AND HEAD TECH. IF YOU SHOULD HAVE ANY QUESTIONS AS TO THE LEGALITY OF ANY VEHICLE, EQUIPMENT AND/OR MODIFICATION OR IF YOU WISH TO ASK FOR AN EXCEPTION TO ANY RULE FOR A CERTAIN VEHICLE OR ITEM, CONTACT A BOARD MEMBER BEFORE BEGINNING ANY WORK.

COMPETING MODELS

1. Competition will be open to American and Foreign vehicles, 104” stock wheelbase or less, originally available with a four cylinder engine. No all-wheel-drive, four-wheel drive or four-wheel steering.

2. Year, make and model to be approved by the Outlaw Compact Auto Racing Association before being raced.

3. No turbochargers, superchargers, or rotary engines allowed.

4. No convertibles or roadsters allowed.

WEIGHTS

1. Minimum weight, including driver…

a. Front engine, front wheel drive: 2000 lb

b. Small engine / fuel injected cars under 1800cc 2200 lb / over 1800cc 2300lb

c. Front engine, solid axle, rear wheel drive: 2100 lb

d. Front engine, front wheel drive: 2000 lb

e. Front engine, independent rear suspension: 2400 lb

f. Volkswagen with air-cooled engine: 2000 lb

g. Trucks: 2350 lb

2. In fairness of competition, the board may adjust minimum weights on specific cars.

3. Maximum left-side weight, 56%.

ENGINES

1.Only standard production four-cylinder engine for make allowed (Ford to Ford, VW to VW, Honda to Honda, etc). Unless approved by board and head tech prior to showing at the track.

2. OEM block only. Modifications allowed.

3. Internal parts – modifications allowed, aftermarket allowed.

4. Maximum 2600cc overall displacement.

CYLINDER HEADS

1. Cylinder head must be OEM for make of car. No racing heads allowed (i.e. Yates, Ford Motorsports, Cosworth, etc) NO Aluminum heads for ford 2.3/2.5

2. Porting and polishing allowed only on two- and three-valve per cylinder heads only. No porting or polishing allowed on four-valve heads or fuel injected engines.

3. Four-valve heads to be used on correct cc motor as per factory.

4. Any aftermarket or OEM valve-train component allowed.

INTAKE MANIFOLDS

1. Modifications, aftermarket and adapters allowed.

CARBURETORS

1. Any single two-barrel carburetor allowed – 500cfm maximum. 1 11/16” or 1.6875 measured under the butterfly.

2. Choke horn may be removed.

3. Air cleaners are mandatory at all times.

4. Must have at least two return springs.

5. Air-cooled Volkswagen may use any dual-carb setup with up to 48mm bores.

FUEL INJECTION

1. Fuel injection allowed

2. Must be for stock make and model of engine. No swapping of injection system from other families. Must be stock OEM, including throttle body, fuel rails, injectors, sensors and wiring for that specific engine. Computers must be make-to-make; may have provisions for adjustability. No aftermarket ECU.

3. ECU must be mounted in an easily accessible and visible place.

4. ECU must be inspected and sealed by tech before being allowed to race and will be inspected for seal at each event.

5. All fuel injection components are to be proven legal by the car owner.

6. ECU on any fuel-injected car may be claimed for $150 by the club or any club member participating in that event.

ELECTRICAL SYSTEM

1. Must have working starter at all times.

2. Crank-triggered ignitions allowed

3. Battery must be mounted securely in an approved battery box, subject to tech.

4. All batteries must be mounted behind driver and as far to the left as possible.

5. Battery not permitted in the fuel cell area, subject to tech.

6. Alternator optional.

7. No in-car adjustable ignition timing within reach of the driver.

8. No magnetos.

9. Aftermarket distributors allowed, MSD boxes allowed.

COOLING SYSTEMS

1. Cars must have an approved catch or overflow tank, cannot be mounted in the driver’s compartment.

2. No antifreeze or ethylene glycol coolants allowed water only. Water-Wetter allowed.

LUBRICATION

1. No dry sump systems.

TRANSMISSION

1. OEM standard for make, adapters allowed.

2. Must have working first and reverse gears.

3. Scatter shield mandatory steel or approved blanket/belt, subject to tech.

4. Starter mounting position must remain same as stock.

5. Front wheel drive vehicles may not use posi-traction or limited-slip differential.

REAR WHEEL DRIVE – DRIVESHAFTS

1. Aluminum or steel, no carbon fiber

2. Must have two straps or chains fastened to floor of vehicle to keep driveshaft from becoming dislodged.

3. Must be painted white.

FRAMES

1. Original frame rails required; no lightening, may be reinforced. Stock frame from centerline of front wheels to centerline of rear wheels, subject to tech. See rule 7 for more details.

2. Firewall of a minimum of 20 gauge steel is required between the driver’s compartment and the fuel cell

3. Original front fender wells and strut towers may be removed.

4. Stock unaltered firewall must remain in original location.

5. Stock original floor pan must be intact from front fire wall to rear fire wall and from rocker panel location to rocker panel location. Must be attached to stock firewall as per factory.

6. Severely rusted floors may replaced using steel of like thickness to patch those areas only.

7. CONTACT OUTLAW BOARD IF YOU HAVE ANY QUESTIONS OR A FLOORPAN THAT IS NON-CONFORMING TO THESE RULES IN ANY WAY. NON-CONFORMING FLOORS MUST BE AND SHOULD BE APPROVED PRIOR TO FINAL CONSTRUCTION. NO FULL TUBE CHASSIS, ANY QUESTIONS IN REGARD TO RULE 1. NEEDS TO BE ADDRESSED BEFORE THE BEGINNING OF SEASON.

SUSPENSION

1. Must be per manufacturer DESIGN (strut to strut, coil to coil, leaf to leaf, etc).

2. Reinforcing allowed. May be slotted vertical only.

3. May be lowered.

4. Coil-Over shocks allowed.

5. Springs optional; must be per manufacturer type (i.e. leaf, coil, torsion bar, etc).

6. Weight jacks, screw jacks and adjustable sleeves allowed.

7. Sway bars optional; one piece bars only.

8. Spindles and/or steering knuckles must be OEM or direct replacement, aftermarket allowed.

9. Control arms – modifications allowed, aftermarket allowed. No fabricating control arm locations. No truck arms allowed.

10. Stock suspension mounts may be slotted in vertical direction, adjustable and/or heavy duty but must remain in stock location.

11. Shocks and/or struts may be Aluminum or Steel bodied, no external reservoir. Must be similar to OEM.May be adjustable. Optional $200 per shock and/or strut claim by the club, or current paid member, person making claim must provide a replacement to make the car a roller still.

12. Shock and/or strut mounts may be extended for travel. May not protrude thru body.

13. Adjustable camber/caster plates allowed.

14. Panhard bar allowed; may be adjustable.

15. Wheelbase must be within 1” +/- of stock.

REAR ENDS

No quickchangerearends.

No Aluminum housing or axle tubes.

No aluminum 3rd member.

STEERING

1. Steering racks or boxes must be stock OEM.

2. Steering racks or boxes may not be moved or repositioned from stock OEM location.

BODIES

1. All cars must have complete bodies, trunk/deck lids, hoods, fenders, etc.

2. No car will be allowed to run more than one week without fenders lost in previous competition.

3. All bodies must be installed on frame as per manufacturer and in stock location. Any questions must be asked prior to the racetrack.

a. Bodies may be changed to a different model with prior approval of the Outlaw Compact Board. Cars must be identifiable as model being represented. No dirt-style bodies allowed.

b. Any other fiberglass body parts must be approved by the board/tech before being allowed.

4. Front fenders can be Steel, Aluminum, or Fiberglass.

5. Door panels may be steel or aluminum but must be stock appearing and securely fastened.

6. Complete hood is required; may be lightened. Hood can be Fiberglass or Aluminum, no carbon fiber

7. Front hoods must use hood pins. Rear lids/trunks, if operable, must use hood pins.

8. Side skirts allowed. Side skirts are between the front and rear wheels. Rear spoilers allowed; must be securely fastened to back only (see A below). No air dam style mounting this includes sides and middle of spoiler.

- Rear spoilers cannot be wider than the width of the mounting surface and cannot impair rear vision. No dirt-style wings allowed.

a. Maximum height as measured from deck/mounting point at a right angle to the top of the spoiler will be 6”. The maximum spoiler material is 8”. Single plane aluminum or clear poly carbonate (no Plexiglas), or

b. Stock for make and model of car.

c. Replacement in stock configuration for make and model of car.

9. Sunroofs must be removed and covered with minimum 20 gauge steel. No aluminum.

BUMPERS

1. Aftermarket allowed. Bumper covers can be Fiberglass or Aluminum, no carbon fiber

2. Cannot extend outside of body lines.

3. Side Nerf bars allowed.

a. Maximum 1.5” O.D. tubing or 1” x 2” rectangular tubing.

b. Ends must be plugged and smooth – no jagged or rough edges.

c. Must not extend past outer edge of tires.

GLASS

1. Windshields are mandatory – must be mounted in original position and within windshield cavity.

2. Glass windshield must be securely mounted with four safety clips – two top and two bottoms. If polycarbonate is used, windshield must be riveted in a safe manner, subject to tech.

3. Mirrors must be mounted within the body lines of car.

4. Quarter and back windows may be replaced with polycarbonate (Lexan), no glass or acrylic.

a. No Speedway style wing windows, no door windows. For looks the back side windows may be used and small quarter windows. Quarter windows are to be no larger than 10” and in triangle shape.

5. All front glass must be removed except windshield.

ROLLCAGES

1. Full roll cage constructed of minimum 1.5” steel seamless tubing, minimum .095” wall thickness, and no water pipe.

2. Minimum three crash bars on driver’s side, two on passenger’s side.

3. One windshield bar constructed of 1.5” roll bar material running from top of cage to cowl area is recommended.

4. Minimum .025” diameter inspection hole in driver’s side vertical support required.

5. All cars must have window net on driver’s side; must be securely fastened, subject to tech.

6. All main cage and driver’s side door bars must be gusseted.

7. Roll cage installation and workmanship are subject to tech.

8. All cars must have .125” thick steel plate welded onto or between drivers’ side door bars

SEATS

1. Aluminum racing seats mandatory; no homemade seats allowed.

2. Approved headrest mandatory.

3. Must be securely fastened to roll cage with two bolts at top and four bolts at bottom, subject to tech.

4. Padded rib protection and seat leg extensions are recommended.

SAFETY BELTS

1. Quick-release lap belt no less than three inched wide is mandatory. Both ends of the belt must be fastened to the roll cage with high quality bolts, minimum .375” diameter.

2. Shoulder harness no less than three inches wide is mandatory and must be mounted from behind the drivers seat. Where the harness crossed the cage it must pass thru a steel guide welded to the cage that will prevent the harness from sliding side-to-side. Harness inertia reels are not allowed.

3. Center ‘crotch’ belt at least two inches wide must be securely mounted to the lower seat frame.

4. Where the belt passes thru the seat, a grommet must be installed or edges rolled and/or padded to prevent the belt from being cut or frayed.

5. All belts and harness must connect at the lap belt with an approved quick-release buckle, subject to tech.

6. Belts and window nets must have a manufacturer’s date of no more than 4 years old, subject to tech.

FUEL SYSTEMS

1. Gasoline only! No methanol or exotic fuels of any kind.

2. Fuel cell mandatory and must be mounted in the trunk area in a safe and secure manner, as close to the firewall as possible, subject to tech approval.

3. Electric fuel pumps allowed. If mounted in the rear area, pump must be protected by a skid plate, subject to tech. Oil pressure override recommended.

4. No aluminum fuel tanks or cells.

5. Maximum fuel capacity 12 U.S. gallons.

6. Fuel vent lines and/or filler necks must be equipped with check valve.

7. Extra tanks, cells or lines, concealed or otherwise are prohibited.

8. Steel firewall of no less than 20 gauge steel must be located between the fuel cell and driver

9. When fuel line runs thru drivers’ compartment it must be enclosed in steel.

10. No glass or plastic fuel filters allowed

BRAKES

1. All cars must have four wheel brakes in operating condition. Tilton style dual master cylinder with brake bias allowed one proportioning valve per car.

WHEELS AND TIRES

1.The wheel width has an eight inch maximum.

2. One-piece steel or tech approved aluminum wheels only.

3. No wheel spacers between wheel and hub.

4. Tires used will be Hoosier brand, model numbers to follow. South Sound Speedway 13” American Racers also will be allowed.

PERSONAL SAFETY EQUIPMENT

Protective Clothing:

-Driver must wear an approved fire suit and approved helmet at all times while on the track. Helmet must be at a minimum DOT approved and it is recommended to be Snell SA2000 rated. Multi-layer suit, fire resistant gloves, socks, shoes, underwear, etc. are all highly recommended. Helmet should be worn in accordance with the directions provided by the helmet supplier/manufacturer. Any modifications to the helmet for any purpose should not detract from its effectiveness.

-It is strongly recommended that during race conditions, any person who steps into the car servicing area be protected by fire resistant clothing and/or equipment that effectively covers the body.

Other Safety Devices:

-It is mandatory that each car be equipped with a fully charged fire extinguisher.

Also recommended that each car be equipped with a built-in, fully charged Halon 1211 or equivalent fire extinguisher system equipped with a visible, operating pressure gauge; must not be dry powder or liquid type. All fire extinguisher equipment must be securely mounted – no duct tape or wire.

-All entrants should have in their pit area as part of their safety equipment a fully-charged 10 or 13 pound capacity dry chemical Halon or equivalent extinguisher with a visible operating gauge and current inspection certificate.

-Passengers will not be permitted in or on racecars at any time.

-It is strongly recommended that during race conditions, any crew member who steps into the car servicing are also wear an approved full face helmet and fire-resistant head sock.

Head and Neck Restraint System/Device:

-It is strongly recommended that at all times during an event (practice, qualifying, and competition), drivers connect their helmet to a NASCAR approved head and neck restraint mounting instructions and must be configured, maintained and used in accordance with the manufacturer’s instructions.

General:

-Each competitor is soley responsible for the effectiveness of the personal safety equipment used during an event. The Outlaw Compact Auto Racing club, official, or directors and officers are not responsible for the effectiveness of any safety equipment.

-Each competitor is expected to investigate and educate himself/herself fully to the availability and effectiveness of personal safety equipment.

*It is the responsibility of the driver and crew member, not the Outlaw Compacts, to insure that he/she maintains, wears, and properly uses protective clothing and/or equipment. These safety rules are intended to be used as minimum guidelines and in no way guarantee or imply any degree of safety against bodily injury or death.*

APPEARANCE AND IDENTIFICATION

-All cars must be brightly painted with identification of contrasting colors. All dark colored cars must have a contrasting band painted across the front and rear to enable them to be seen by other drivers.

-Numbers must be minimum 16” in height with 3” stroke of both sides of top of car. The top number to be read from right side of car.

-Number edges must be definite.

-Minimum 5” tall number must be displayed at upper right corner of windshield, subject to tech.

-No offensive lettering or decals allowed, as determined by the OCAR Board and Officials.

-Any Series Sponsors decal must be displayed as directed by the OCAR Board. Any failure or conflict to do so may result in forfeit of any additional bonuses provided by that sponsor.
