Property and Evidence Technician

SalaryRange: / 20 Basic ($15.06 to $19.22 per hour), FLSA Non-Exempt
Benefits: / Insurance:
The City of Coalinga provides health, vision, and dental insurance for City employees at no cost to the employee. Employees can choose between a Preferred Provider Organization (PPO) or Health Maintenance Organization (HMO) plan. Employees may also elect to enroll their spouses, registered domestic partners and/or dependents into the health plan, in which the City will pay 65% of the premium.
Employees receive a City-paid $50,000 life insurance policy.
Retirement:
As a non PERS City, the City of Coalinga, through ICMA, contributes 14% of the employees gross wages into a 401A account and will match an employee’s contribution by half (up to a maximum of 3%) into a 457 deferred compensation plan.
Paid Time Off:
Employees accrue 120 hours of vacation, 96 hours of holiday and 96 hours of sick leave annually.
Miscellaneous Benefits:
This position is included in the Coalinga Police Officer’s Association representation unit. Employees are required to either join the union or pay a service fee.
The City offers an Educational Achievement Compensation
Incentive, paid quarterly to eligible employees.
Basic Function: / Under general supervision of the Chief of Police, documents and processes crime scenes for evidence; performs a variety of tasks in a wide-range of situations in the law enforcement field work not requiring peace officer status; collects evidence in criminal investigations, prepares detailed reports, organizes and stores property and evidence; and performs other tasks relative to this position. This position specializes in latent fingerprint identification, development, collection and comparison.
Representative Duties: / Responds to crime scenes to document, process, and collect evidence at all hours on an on-call basis. Responds to calls for service; process a wide variety of crime scenes such as homicides, suicides, officer-involved shootings, domestic violence, elder abuse, child abuse, and suspicious, natural and accidental death scenes.
  • Processes evidence at the police station.
  • Transports evidence to court for criminal proceedings and to local and state laboratories for further analysis.
  • Prepares detailed reports; documents chain of custody caution for all property and evidence material.
  • Testifies in court.
  • Packages, catalogues, and stores property and evidence in a property and evidence room at the police department; responsible for maintenance and disposition activities of all property and evidence materials received by the department.
  • Provides assistance to other law enforcement agencies, attorneys, courts, and citizens in regards to property and evidence.
  • Performs property and evidence release functions for claimed property, court evidence, and materials that require disposal.
  • Inventories and maintains equipment used for processing crime scenes.
  • Performs other tasks as assigned.

Knowledge, Skills and
Abilities: / Knowledge of: Scientific methods, biology, and chemistry.
Skill and Ability to: Learn laws of evidence, laws of found property; interpret and implement numerous state laws relating to the retention and release of property in police custody; follow a prescribed routine and work as assigned; maintain confidentiality; and follow oral and written directions.
Education and Experience: / High school diploma or equivalent. A two or four year college degree
highly preferable; background in physical sciences and knowledge of
technical photography is desirable.
Prior experience in a similar position in crime scene processing or
property and evidence room management is preferable; demonstrated
interest in law enforcement and detailed work.
Valid State of California Drivers License, Class C; must be insurable
under the City’s insurance policy without the City incurring any
additional premiums or costs.
Must be a U.S. citizen or permanent resident alien who is eligible for
and has applied for citizenship; pass a thorough background
investigation with no disqualifying criminal history; a physical
examination with drug test; and a psychological evaluation.
