Project Rational
The “Improved Primary Education through better Water Sanitation and Hygiene (WASH) facilities, and knowledge and practice in 16 primary schools at Kampong Thom Province of Cambodia” project was the second funding phase implementing under a shared cost approach between UNICEF and Muslim Aid Cambodia (MAC). The expansion of the intervention to 16 primary schools was to build its strength that has been successfully completed in 2015 in five primary schools in Kompong Thom province. The project intervention scales up on improving WASH facilities to 16 primary schools were implementing in in three districts of Kompong Thom province, Kg. Svay, Baray and Santok districts. Assessment was carried out to map out the needs for improvement of WASH facilities and positive change in behaviour of school children in 16 primary schools. Participatory and consultative approaches had been employed to the assessment process. Monitoring and Evaluation Programme Officer in collaboration with school staff, local authorities, school students and community people conducted assessments of the condition of physical WASH facilities, hygiene issue among school students and other areas of sanitation and hygiene problems that encountered by these 16 primary schools.
The proposal had been developed and submitted after confirmation of final results of the assessment. A joint funding source of UNICEF and MAC had been agreed to initiate the project. With the aims to promote level of ownership and sustainable impacts of the project, selected schools and communities were required to be part of project formulation and implementation process, resources sharing and mobilization. School support committee (SSC) was the main drivers to support schools to mobilize resources from community members. The resources collected by the SSC will add up to school budgets to improve WASH facilities. SSC and school staff, and other relevant actors were involved in the project intervention phases starting from assessment to planning, implementing and monitoring. It is project mandatory to engage these groups in all project implementation stages.
Project Progress
Output 1: WASH facilities in 16 school are functioning with good operation and maintenance procedure/plan through rehabilitating, constructing and activating school support committee school based management modality documented
After training on procurement procedures successfully provided to school directors and SSC, the actual bidding and procurement of WASH facilities had been carried at the each school. The fixing and improvement of latrines and other WASH facilities had been successfully implemented in all 16 schools, initiated and managedby the schools director and SSC under technical assistance from MAC team. The fixing and construction were done with local mansion and procurement was made at the local markets. To ensure transparency and prevention of fraudulent that may occur related to purchasing, quotation was made with different mansions and suppliers at the local. MAC team was part of procurement and quotation committee members.
The installation of group hand-washing was made with low costs design through WASHalot hand washing model. MAC cooperated with Donbosco to supply the WASHalot pipe hand washing. All of each school was already installed the WASHalot and was being ready to use in the new coming study year. During the October 2016, installation and construction of Water Tank structure was completely installed in 14[1] schools. Announcement, bidding and procurement of water tank structures were made at the local town. All schools and DoE called for interest from suppliers to submit the bidding application and supply construction water tanks structures. Schools directors, selected SSC members, DoE, and Provincial Department of Rural Development (PDRD) official were also part of committees.
During reporting period, one water well, on-going construction process during the first Quarter, was completed in Krasaing primary school. Water Quality testing had been carried out to this water well. By the end of the Quarterly II, MAC completed installation of five water wells in 05 [L1]primary schools[2] under project locations.
After assessment of needs of each school for hygiene materials, the project had cooperated with IDE’s Hydrologic project for the supplies of 83 Super Tonsai water filters, and 40 rubbish bins were purchased from local hand-made suppliers. The distribution of these hygiene materials was made to each school. Detail list of distribution of theses rubbish bins and water filters are available in the attached appendices.
In collaboration and support from PDRD, all 16 schools directors received Training of Training (ToT) on the Operation and Maintenance, and Monitoring and Evaluation of WASH facilities. The training provided them necessary skills with operation of the WASH facilities and how these materials are properly maintained. Monitoring training section offered directors knowledge and information how they take monitoring to the uses and managements of WASH facilities. The training also provided them monitoring tracking record, progress and challenges. Those information collections will be used to inform Hygiene promotion and implementation and managements. They also communicated with project for better learning and supports. After training, those participants set out training plan with their school teachers and SSC members. During the October 2016, there were XX[L2] teachers and XX[L3] SSC members received training on O&M and M&E from school directors. During the training each school had developed maintenance schedule for the rest of the year.
Output 2: Improved WASH education and knowledge of school students, school staff and school support committees through WASH education trainings, hygiene education session and WASH campaigns for schools
During the quarterly II, project had designed the Hygiene Information Communication through signboard which project information will be installed at each school. Out of project information, funding sources, project partners and project timeframe, at least three key messages (clean environment, cleaned hand through washing hands, Keep good hygiene, for good health) had been appeared on the signboard. It attempts to communicate with community people and passengers, who come across the schools, and with schools students and teachers. MAC plans to print 16 signboards and being installed in 16 schools in the next reporting period. MAC had received hygiene posters from UNICEF office, and printed some other important hygiene posters. In the first week of November 2016, all those posters will be installed and stick at each schools.
For the preparation and readiness of the practices of hygiene for students in the coming school year, the project had purchased XXX[L4] soaps. The project will distribute those soaps in the First week of November 2016.
Output 3: Effective and efficient programme management
Programme Manager and M&E Officer conducted frequent visits and monitoring activities to project sites. Couple monitoring exercises had been made with relevant groups to gather the learning and information. The objectives of the monitoring visits were to learn the progress of the project and key challenges to inform implementation management. Monthly progress report, Quarterly report, and phone call updates from project team to programme manager and M&E Officer was made regularly. Project team was also made filed monitoring to the construction of group hand washing station, water tank structures, fixing latrine and other WASH facilities. The monitoring was made to measure and monitor the performance of constructors and mansions regarding construction and fixing timeline and quality. In those monitoring visits, the project team had involved school directors and SSC in the process.
Finance and Procurement team extended their full management, support, and control from Head Office in Phnom Penh over the financial implementation, internal control, and procurement works. Spending documents were submitted to Finance Unit in Phnom Penh for review, and vendors and recipients confirmations were conducted to verify the spending and validate correctness of the documents.
M&E Officer disseminated the baseline survey findings on WASH and Hygiene issues in 16 schools to directors, DoE and PDRD. The presentation mentioned on key finding issues and proposed recommendation for improvement WASH facilities and Hygiene practices in each schools. After this sharing, the school directors had to disseminate with xxx[L5] teachers in 16 schools.

There should be a risk of delay project implementation due to flooding raining causes.
