Colonel Charles (Charlie) R. Tupper is the former Commander of the 439thAeromedical Evacuation Squadron (AES), United States Air Force Reserve, Westover ARB, Chicopee, MA. Retired from Active Duty on 1 January 2003, Colonel Tupper is one of a very few officers to be selected to return to duty in the Air Force Reserve after retirement, he retired from the USAFR on 1 October 2009

He first entered the Air Force in April 1970 and served as a flying crew chief on the Boeing KC-135A Stratotanker where he was deployed to Southeast Asia during Operations LINEBACKER I and II. He also deployed in support of Operation NICKEL GRASS during the “Yom Kipper War” of October 1973.

ColTupper received a direct commission in the Air Force Nurse Corps in 1979. Colonel Tupper is a Chief Flight Nurse with over 2400 hours in the C-9, C-17, C130, KC-135, C-141 and Boeing 767 Aeromedical Evacuation aircraft. Over 30 combat hours were accrued over Southeast Asia in 1972 and over 50 combat hours accrued in OIF/OEF on AE missions. From August 1990 – March 1991, Colonel Tupper served was the sole flight nurse assigned as a team leader at the Command Surgeon’s Desk in the HQ MAC during Operation DESERT SHIELD/STORM. He was deployed as OIC for the AE Operations Team at Ramstein AB GE for Operation IRAQI FREEDOM/ENDURING FREEDOM and flew 5 combat AE missions.

Colonel Tupper is married to the former Susan E. Hudnall of Columbia, SC. They have three children; John, David and Ashton. The family resides on Edisto Island SC. In his civilian capacity, he works at the Ralph H. Johnson, Jr., Department of Veterans Affairs Medical Center in Charleston.

MSgt GARDNER: Good afternoon Ladies and Gentlemen. On behalf of theinstructors and the corps of cadets, I would like to welcome you to today’s review. I am MSgt MIKEGARDNER and I will be your narrator for today’s event. Our reviewing officer for today’s parade is retired Colonel Charles Rand tupper.We are honored with his presence and thank him for his years of service and commitment to our nation. While the marching units are forming for the ceremony, I will briefly describe the historical background associated with some of the activities you will observe today. The tradition of parading troops can be traced back to the earliest times of military organizations. Roman legions would parade before Caesar upon their triumphal return from battle. In later years the parade became a working formation where work assignments were made, and awards and decorations were presented. Modern day ceremonies are conducted to render honors, preserve traditions and foster esprit de corps. The ceremony you will see today, with the exception of the a pass in review, is a continuation of a 200 year old tradition and does not differ greatly from the parade sequences outlined in Baron Von Steubon’s Blue Book and practiced by American Revolutionary war soldiers. The location of the colors at the center of the formation represents their presence in a place of honor in all military activities. I would like to remind you that during the playing of the National Anthem proper respect are rendered to the flag by standing and placing YOUR right hand over the heart.

Group commanders should permit time between the preparatory command and the command of execution so the squadron/flight commanders can echo the preparatory command. Squadron CCs relay preparatory commands given by Group Commanders by looking over their right shoulders, eg. Parade (Parade)...Rest. When group commanders are giving “PRESENT, ARMS” and “ORDER, ARMS”, allow enough time after the squadron commander echoes the command so the guidon bearer can bring the guidon up or down as appropriate. [e.g. PRESENT (PRESENT)…wait for guidon to go up…ARMS].

GUIDESWhen ordered: the guide moves to the final line at double time, halts, and executes a right face. The “A” Flight guide aligns on the Adjutant. Each guide in turn will halt, face to the right and cover behind the guide in front of them. They remain in this position until given further command by the adjutant.

FLIGHT CCsAfter the guide is moving to the final line, in turn, command“ FORWARD MARCH” (Flight CC marches backwards) and at the appropriate spot commands “FLIGHT HALT.” Halt the flight so the chest of the fourth element leader is almost touching the shoulder of the guide. The give the command: “DRESS RIGHT DRESS” “READY FRONT.” After giving these commands execute and about face.

The officers of the corps are now marching to the center of the field where they will report to the WING Commander. This tradition is from the American Revolutionary war period when officers came forward to receive their orders of the day from their commander
