Municipal Standards Officer

TheCity of Toronto’s Municipal Licensing & Standards Division has thirteen (13) opportunities available for experienced security and law enforcement professionals with knowledge of applicable laws and bylaws, and skills in dispute management and conflict resolution.

As a Municipal Standards Officer 1, you will carry out the legislated and legal requirements of a Provincial Offences Officer and/or Municipal Law Enforcement Officer. This will include interpreting and applying a broad range of City of Toronto Municipal Code chapters, City bylaws and provincial statutes, in anindependent, neutral and impartial manner that ensures the integrity of law enforcement activities. Inconducting proactive and reactive inspections and investigations of industrial, commercial, institutional and residential properties and mobile business vehicles to meet organizational standards and legislative requirements, your focus will be on ensuring compliance with the Municipal Code in areas such as fences; property maintenance; graffiti; noise; waste collection, litter and dumping; adequate heat; abandoned appliances; and vital services.

RESPONSIBILITIES

Your primary responsibilities as a Municipal Standards Officer will be varied. Specifically, you will:

  • Conduct inspections and investigations of licensed businesses and permit holders in accordance with organizational standards and legislative requirements, to determine compliance, including those related to sign, café and marketing permits.
  • Conduct inspections and investigations into complaints related to zoning matters, pursuant to the Planning Act, including review of all related documentation.
  • Initiate and conduct joint inspections and/or investigations with other City divisions, law enforcement agencies, other municipalities, and provincial and/or federal governmental organizations.
  • Maintain City records in the appropriate data management systems, and the required confidentiality related to the investigation process.
  • Issue Notices of Violation, Orders, Part I and Part III processes of the Provincial Offences Act for non-compliance of the Toronto Municipal Code, City of Toronto Act, Planning Act, Building Code Act and other City bylaws.
  • Employ appropriate investigative techniques to gather and analyze evidence, and develop and implement investigative plans, including: conducting interviews of complainants, offenders, witnesses and others having relevant information; conducting surveillance; and seizing, collecting, documenting and properly storing all evidence, including photographic and video evidence.
  • Monitor remedial work of contractors to ensure compliance with contractual terms, provide contractors with written confirmation of work performed, including seizure of vehicles, equipment, signs, merchandise and goods, waste and other things that are in contravention of the bylaws,and coordinate the recording, storage and release of such seizures in accordance with bylaw requirements and procedures.
  • Prepare correspondence and reports for management, Committees, the Licensing Tribunal and briefs for prosecution.
  • Attend court and other quasi-judicial bodies,such as Committees of Council, Property Standards Committee, Licensing Tribunal and the provincial Residential Tenancy Tribunal,to provide evidence.
  • Communicate orally and in writing with various stakeholders to meet the needs of diverse audiences.
  • Apply a customer service approach in interactions with others and, when problem-solving and addressing bylaw infractions, utilize alternate dispute resolution and/or mediation techniques.
  • Represent the Municipal Licensing and Standards Division at various meetings with the public, elected officials, other divisions and external organizations.
  • Interact with the public, other law enforcement agencies, property owners, tenants, solicitors, City and other government officials and agencies.

KEY QUALIFICATIONS

Your application for the role ofMunicipal Standards Officer 1 must describe your qualifications as they relate to:

  • Experience in a municipal or other regulatory enforcement environment, interpreting and applying bylaws and regulations, conducting investigations and taking appropriate enforcement actions required to obtain and ensure compliance, or a combination of other relevant experience.
  • Experience in researching, analyzing and preparing documentation to address complicated issues.
  • Post-secondary education in Security/Law Enforcement, Criminology or another discipline pertinent to the job function, or an equivalent combination of education and experience.
  • Experience in dealing with the public in dispute management or conflict resolution situations.
  • Possession of, and ability to maintain, a valid Province of Ontario Class G driver’s licence, and ability to qualify for the City’s equipment operating permits and requirements.

You must also have:

  • Excellent interpersonal skills to deal with the public, Council members and staff in other service areas.
  • Ability to use a computer and a variety of software applications such as MS Office and case management systems.
  • Ability to write in a clear, concise and legible manner.
  • Ability to organize fieldwork, exercise initiative and independent judgment, and work with minimal supervision.
  • Thorough knowledge and understanding of the bylaws and legislative requirements relating to the Division’s core functions.
  • Ability to read and interpret related documents, e.g.,engineering plans, architectural and landscape drawings, and legal documents.
  • Ability to work rotating shifts (days, afternoons, nights, weekends and holidays) independently, in an outdoor environment that can include extreme weather conditions.
  • Use of a properly insured vehicle, and ability to maintain same.
  • Ability to lift objects (weighing up to 20 kg) into the box of a pick-up truck.
  • Experience in, or knowledge of, presenting evidence in court or other discovery proceedings, an asset.

Wage Range: $36.85 - $40.37 per hour
