MUNICIPAL OFFICERS MEETING

JANUARY 2, 2007

Mayor Nutting called the meeting to order at 7:03 p.m.

Roll Call: Phillippe Dumont, John McCurry, Jr., Matthew Hight, Susan Deschambault, Albert Grover, Rick Laverriere, Michael Ready, Kenneth Farley, George Lamontagne

The Council honored the Flag by reciting the Pledge of Allegiance.

Adjustment to the Agenda:

Ø  Add Game of Chance Application: York County Veterans Alliance

Liquor Licenses:

Ø  King’s Garden Chinese Restaurant

Ø  Applebee’s Neighborhood Grill & Bar

Motion by Councilor Farley, seconded by Councilor Ready to grant the liquor license to King’s Garden Chinese Restaurant.

Vote: Unanimous.

Motion by Councilor Lamontagne, seconded by Councilor McCurry to grant the liquor license to Applebee’s Neighborhood Grill & Bar.

Vote: Unanimous.

Game of Chance Application:

Ø  York County Veterans Alliance

Motion by Councilor McCurry, seconded by Councilor Farley to grant the Game of Chance application to the York County Veterans Alliance.

Vote: Unanimous.

Presentation: 2006 Audit Report..Greg Chabot, Runyon Kersteen Ouellette

Outside accountant, Greg Chabot from Runyon Kersteen Ouellette auditing firm gave a presentation of the City’s 2006 Audit and answered questions from the Council.

Public Addressing the Council..(5 minute limit per speaker)

Numerous citizens addressed their concerns about the proposed MERC Contract and Settlement Agreements and discouraged the City Council from voting to renew the MERC Contract.

{The Council heard comments from 7:30 p.m. to 9:30 p.m.}

Motion by Councilor Farley, seconded by Councilor McCurry to adjourn.

Vote: Unanimous. Time: 9:30 p.m.

2006.109) Amendment/Ch 30, Art III-Emergency Response to Intrusion Alarms, Hold-up Alarms & Fire Alarms

Motion by Councilor Ready, seconded by Councilor Laverriere to grant the second reading of the order.

2007.1  IN BOARD OF CITY COUNCIL..JANUARY 2, 2007

BE IT ORDERED, that the City Council hereby authorizes the City Manager to sign an easement deed conveying to Michael P. Falcone, his heirs, and assigns, the right to install and maintain “utility services”, including a private pressure sewer pipe in and under the City way know as Maddox Pond Road. The easement, so conveyed, shall run between lot 11-1 and lot 10 as depicted on City Tax Map 64. (Copy of easement deed attached)

The Capital Projects Committee approved this item by a 4-0 vote on December 14, 2006

BE IT ORDAINED, by the City Council of the City of Biddeford that the Code of Ordinances, Chapter 42, Motor Vehicles and Traffic, Article IV Specific Street Regulations, Section 42-90 No Parking be amended by adding the following:

Yates Street, even numbered side, from the intersection with Mile Stretch Road, thence westerly for a distance of 600± feet.

BE IT ORDAINED, by the City Council of the City of Biddeford that the Code of Ordinances, Chapter 42, Motor Vehicles and Traffic, Article IV Specific Street Regulations, Section 42-90 No Parking be amended by adding the following:

Motion by Councilor McCurry, seconded by Councilor Lamontagne to adjourn.

Vote: 5/4; Councilors Lamontagne, McCurry, Ready, Deschambault and Farley in favor.
