Session 1: PACKAGE SERVICES (John Medeiros, MTAC Industry Leader)
DISCUSSION TOPIC
Addressing
SHA conversion –July 31 deadline to migrate to SHA 256, 5% have completed coding and 46% haven’t started conversion (no activity), SingleSource ACS will be free when eligible under Full-Service 95%. Not free when you don’t meet volume threshold, do not have unique IMb, etc.
R777 – Being expanded to support internal process to associate customer street address to PO Box address on packages when customer doesn’t get street delivery. Secondary need to get address data into database due to use of DPV in non-mailing functions. Estimated of 1.4M PO Box addresses in US need to be updated.
Future initiative: Internet change of address (COA) – engage w customers to collect accurate COA information, take advantage of .com platform. Currently we send to field employees and it is time consuming.
Items of consideration for addressing: increase frequency of product updates (will take more coordination internally), consider additional attributes for industry (non-delivery day, throwback)
Leverage Informed Delivery (ID) for COA? Utilize COA to ask people to apply for ID
UAA Mail Study – not doing one, re-scoped to look at impact of FPARS on forwarding costs, better leverage internal data to pull together a data driven overview
NCOA link for education pilot – school processes COA (permanent) not students at universities, school doesn’t perform consistently, try to modify data to add to NCOA link system, would not go into CFS, through NCOA can see how many will need to get modified
Geo-fencing – more precise info of where our facilities are physically located, need to know the boundaries associated w that facility, then we can track traffic in and out of that plot of land
Question about UAA reason code diff for ACS and PTR for packages – MDD (packages) has limited options compared to letters and flats program, started discussions w delivery for effective screens where carriers can provide info and leverage w package forwarding
New residences/ locations does not have mapping to delivery point – discuss whether these should be excluded from counts considered for IMpb noncompliance fee? Look at processes to look-back at data, start w sizing the issue
“What 3 words” – address scheme to address the unaddressable, for remote locations like sub-Saharawith no street address, assigns physical plots of land 3 words and transfers to that geographic coordinate. Not something USPS will leverage.
Surface Visibility
174 sites with SV capability last peak, increased to 439 sites this year, provided coverage in all peak annexes (64) this past year, scan events went up 95%, deployed long range scanners for longer reach with power equipment drivers, scanners with cellular capability deployed to PVS (postal) drivers extending visibility to freight houses, DMU, and mailer facilities, leveraging GPS breadcrumb data from cellular devices for tracking and service diagnostics.
IMpb Compliance
Lowered threshold for barcode and shipping service file, deferred quality metrics to July, merge current categories into new categories, discontinue barcode format and version of shipping service file, 12 metrics, moving forward start looking at merged quality metrics 93.06% (address quality) lower than current, shipping service file lower, missing secondary info is highest % at 2.37%
Question about why receiving manifest file late will impact delivery – affects payment, can’t do dynamic routing, and will cause some visibility issues, post federal register notice with all changes agreed to with work groups to comment, by 10th of March is target date for federal register

Session 2: FIRST-CLASS MAIL (Michael Tate, MTAC Industry Leader)

Stability: IMb tracing will be monitored during transition period, current system: IMb tracing in one system and container data in another (PostalOne)and timeliness is not great, IV is one system w/o latency, diff options depending on business needs, new visibility events (bundles) previously visibility ended on APPs machine but now have visibility down to the carrier, now will get a logical delivery event
What scan events available? “Logical delivery event” scan event 517
Iv.usps.com – queries and feeds, manage data delegations, address book, mail tracking help
Gaps in tray visibility? All facilities that have tray sorts are designed to transmit data, full cross dock – need offline discussion on complicated scenarios involving multiple mailer issues (mail trays and multiple mailers in one tray) with accurate CSAs
Rear view data or forward looking? IV shows yesterday’s data, its diagnostics, automated run plan generator - align bodies to meet plan, shows how you’re tracking to plan recommended, alerts if not making run plan
OIG audit – based on legacy processes, automated process has ability to present content, NOC will show facilities not meeting run plan, current compliance is all rearview and goal to make real time
What’s available for mailer to see? Engaging in discussion w Pritha’s group, may be opportunity to leverage content in a more visible way, need modernized view
Only looking for anomalies to present in that dashboard format, should work harmoniously so there is enough time to correct issues, 2.5B transactions daily

Did you layout a timeline to vendors for SHA conversion? They were notified and have been talking about this for 2 years
Single source ACS fulfillment option:Pending Federal Noticecharges will be applied whenmailers don’t meet certain requirements: full-service volume threshold not met, IMb on mailpiece not unique, IMb w/o Full-service ACS or one code ACS STID, mail owner identification in eDoc not accurate, IMb can’t be matched to eDoc

- More discussion around R777, may be setting up a situation where you have data integrity issue, look at other ways to address

Rectified issue – IMb tracing will be monitored during transition period, IV pilot begins this week, looking at legacy IMb tracing and we have production system up and have pilot mailers online
Current: Legacy comes from confirm and container and tray data through PostalOne! – additional scan data w IV and bundle visibility, real game changer – out for delivery “logical delivery event” (see carrier going through route and they enter zip+4 it will generate transaction (op code 517), see mail in operation/DPS there is high degree of probability mail went out w carrier it will generate event, all zip+4 is geo-fenced, can use line of travel to make assumptions of delivery
Will bundle data show up in IV in same format, bundle visibility events – op code 516 (out for delivery), 13 pilot mailers in IV release 1
iv.usps.com: delegation – can add an end date or leave open ended, connected to the Gateway? Once activated would sign-up through BCG
How long has this data been available to the field? This data visualization started out last January

Manual sortation – one of the gaps is the manual bullpen, working with ops on leveraging process and technology in other nesting relationships, scan top piece of mail on bundle and throw into containers and know based off the sortation will know where mail is going, then do a close-out, all material is in those containers and then moving through network can track those containers, starting out with full-service

Traditional ACS Reconciliation for full-service periodicals: full-service will not be charged except when asking for manual address corrections, only want traditional ACS
Pending federal notice: PS form 3579, full-service not required to pay for manual notices unless requested, if IMb can’t be read, a manual notice may be generated, if you don’t want 3579 address management will be in communication w local post office
EAMA Trailer Visibility: collect data from mailing partners, mobile APP can download to smartphone and scan containers to trailer, long haul volume

IMb tracing latency – we are aware and addressed w IT partners
13 mailers in IV pilot, IV gives one stop shop for data, additional visibility – bundle
iv.usps.com (pilot phase right now), time stamping? Based upon each event (container and tray different times), tutorials? Not yet but will do informational webinars and user guide, poll industry for what information they want, envision 2-3 min informational blurbs
Logical delivery event – scan between DPS and delivery scan? No, assumption DPS mail is delivered that day
New approach w operations – mail processing service performance, ops can leverage to drive service performance, all of the data is interactive
BundleVisibility – containers scanned, if curtailed will be scanned as such, and will receive logical delivery event, pilot mailer visibility increased from 45% to 82%, 516 event code “out for delivery, 517 “logical delivery”
Richmond VA proof of concept manual bullpen (periodicals and news) - assign placards to this operation, will scan a piece from tub/bundle that they will work mail into containers, when done with process will close-out operation, can now track as loaded on truck and moving through network, “logical nesting”

Mobile APP –have mailers scan mail to a trailer to understand content and have drivers scan trailer barcodes and when leaving unit break geo-fence to trigger possession of mail and on the road, addresses pain point for drop ship: see when drop shipment enters facility, pulled to dock, unloaded etc. for visibility
Getting more mail in measurement for marketing mail: look at top three DSCF- no start the clock, invalid entry point for entry discount, non-unique IMb
