MTAC 122 Meeting Minutes From 2/5/09

1.  Mailers raised the question “Are pallet placards required on the outside of shrinkwrap?“ Sharon Daniel (USPS) stated “USPS is delaying the requirement to affix pallet placards on the outside of the shrinkwrap from May 2009 until November 2009. USPS incorporated the change in the Feb. 10th final rule, so it will show up in the DMM on May 11th.”

2.  Need to move question 10 to the issues list (PHIL) – “Mixing Postnet pieces with Full Service Pieces, is there going to be any issues if a tray is made consisting completely of postnet pieces?” Customers raised more questions like do they use IMR or PDR to document mail preparation?

3.  Reword question 11 to be clearer.

4.  Need to discuss question 20 with Jim Harding regarding USPS plan to phase out “1” inch sack labels from use in preparing mail.

a.  Should USPS still be handing out “1” sack labels?

b.  Can mailers exchange “1” inch sack labels for “2” inch sack labels?

c.  Do CDLS require a “2” inch sack label?

d.  Do we need to make changes to the DMM.

e.  If mailer doesn’t prepare FS mailings -> does the mailer need to use “1” or “2” inch sack labels?

f.  What are the impacts to the MTS (operations equipment)?

5.  Need to move question 21 to task group I for further discussion – need to communicate to Rich B.

a.  If I have a standard letter mailing with Intelligent Mail Barcodes using the 702 service type, what happens if some of those mail pieces are required to mail at the single piece rate? Do I need to modify the IMB service type for those mail pieces to 700 for first class mail?

6.  Reword question 27 ->

a.  Original question stated “The OEL is not required and should not be used for automation letters. The Barcode Identifier must match the OEL printed on the mailpiece.”

b.  Change to: “The OEL is not required and should not be used for automation letters. If mailers print an Imb on an automate letter mailpc -> the mailer can use "00" regardless of weather or not an OEL is printed on the mailpc.”

7.  Need to discuss MTAC 122 Change Request for clarification of Postal Wizard.

8.  Mailers would like more clarification on Auto markings on tags for mix auto and non-auto mailings.

9.  Task Group IV – need to send the proposed solution to the group. If no further issues are raised on the proposed solution -> Task Group IV will be closed at the next meeting.

10.  Task Group XI – The proposed solution has been sent to the group. If no further issues are raised on the proposed solution(s) -> Task Group XI will be closed at the next meeting.

11.  Task Group II – need to send the proposed ACS surcharge solution to the group. Task Group II need to review the proposed solution with the group.

12.  Task Group X – Phil is creating a new issue where the primary party can’t identify and send information to the 2nd party.

a.  P1 assumes the business entity who submits mail.dat is the mail preparer – even if the mail owner submits the mail.dat.

13.  Need to update the Federal Register and RIBBS site to state “Mailers can use the 24-digit tray label starting in April but USPS won’t use the 24-digit tray label for FS until May, 2009.”

14.  Need to address co-pal issues. Joe Bailey has issues regarding co-pal.

15.  Need to address mixed class comail issues. P1 currently isn’t supporting the mix class comailing pilot.

16.  Mailers are concerned about D22 – when P1 goes down. Mailer can send FS edocs to P1 but P1 is down. What docs will USPS require mailers to bring when they submit FS mailings? If hard docs -> will mailers still receive FS rates/visibility. When P1 comes up -> what’s the process for mailers to submit edocs to P1 and receive ACS and visibility scans back from USPS?

a.  Need to move the D22 problem to the issue list (PHIL).
