TIMELINE AND RESUME SUMMARY

February 2007 – Present: Professor: Bohai University and Law School: China (Teaching)

I teach at Bohai University and Law School in China. I am also writing a book entitled “Legal English for China.” The book introduces students to the parts of the US legal system most relevant to China. It is written for students with a limited amount of English and uses current events for classroom study.

August 2006 – February 2007: Private Practice & Teaching Counselor, New Choices (Law)

I maintained a private practice. I also taught young adults with mental disabilities

March 2006 – August 2006: Chief Of Operations: Korean J.D Program (Teaching/Law)

I was an “American Law” Professor at Kaist’s LLM program in Seoul, South Korea and guest lectured at Seoul National University. We were attempting to bring the first ABA approved JD program to South Korea with $25 million USD in overall funding from LG Telecom, Samsung and Hyundai.

I maintained a private civil practice in Telecommunications, Energy, Utility and Municipal Law.

March 2004 – April 2005: Senior General Counsel: Iowa Association of Municipal Utilities (Law)

I was the sole in-house counsel representing 550 cities and 750,000 rate payers in Iowa. My field of practice was Telecommunications, Energy Law, Water, Cable and Broadband Services. I also advised lobbyists on writing legislation, rules and regulations. I represented our members in state and federal courts as well as administrative agencies.

October 2000-March 2004 - Assistant Attorney General: State of South Dakota (Law)

I was appointed by the Attorney General’s Office as a regulatoryand compliance attorney. My fields were Telecommunications, Energy Law, Water, Consumer Protection, Deregulation and Competition Law. I also served as General Counsel to the state’s One Call Board and Grain Elevator Division. I oversaw bonds, letters of credit and the inventory of grain elevators to protect farmers.

March 1999-October 2000 – Deputy Public Defender, Pennington Co. (Law)

I was a Criminal Defense Attorney for the state of South Dakota. I was a trial attorney in felony, misdemeanor, juvenile and mental illness proceedings. I gained experience with jury trials.

August 1999 - October 2000: Business Law Professor: WDTI (Teaching/Law)

I was an adjunct professor teaching accredited undergraduate courses in Business Law.

August 1997–March 1999: Director Of Criminal Justice: Huron University (Teaching/Law)

I provided legal advice for Colorado Technical Institute in its buyout of Huron University. My initial job was to ensure that the university sale went through in compliance with state and federal accreditation standards. I then became a full-time professor and was eventually promoted to the position of Director of the Criminal Justice Program.

January 1997-March 1999 – Private Practice (Law)

I maintained a private practice with a focus on Criminal Defense, Family Law, Probate and Real Estate.

TEACHING EXPERIENCE

February 2007 – Present:BOHAI UNIVERSITY AND LAW SCHOOL: CHINA

  • Job Description: I am currently a foreign expert at beautiful Bohai University and Law School in Jinzhou, China. I teach an average of 350 students per term. All of students are English Majors with advanced English skills.
  • Achievements:
  • I am writing a book entitled “Legal English for China.” The book is based on actual case law and is motivated by current events surrounding product safety and product liability between the US and China. The book provides a basic format for understanding the parts of American law most relevant to China. It introduces the students to the basic vocabulary of Legal English. Each chapter introduces an element of law and then progressively provides exercises to help the student apply the lessons in simple and practical situations. It challenges students not to just memorize, but think and apply basic legal reasoning. The book is written in plain language for non-native English readers

August 2006 – February 2007: TEACHING COUNSELOR, NEW CHOICES, INC.

  • Job Description: I supplemented my law practice by teaching and counseling for New Choices, Inc. I worked with young adults with mental handicaps. I also engaged in private practice by helping families establish guardianships for handicapped children. I helped families comply with state and federal regulations so they could receive financial aid for housing and education.
  • Achievements:
  • I successfully represented families with mentally handicapped children in District Court.
  • Reason for leaving: I left with notice to come to China to teach, learn Mandarin and seek new challenges and opportunities. I truly believe that China is the new land of opportunity.I am anxious to learn the language and become a part of the emergence of this great nation.

December 2005 - March 2006:ENGLISH TEACHER, PADODA ACADEMY: S. KOREA

  • Job Description: I taught adult students preparing to attend English Speaking Universities in Australia, New Zealand, Canada, the UK and the US. My students included international attorneys for Samsung, LG Telecom and Hyundai. I also taught Korean English Teachers and Judges and gave private lessons for individuals with highly advanced English.

August 1999 - October 2000: BUSINESS LAW PROFESSOR: WDTI

  • Job Description: I worked two jobs. During the day I was a Public Defender. At night I taught courses at Western Dakota Technical Institute (WDTI). I was allowed to choose my own texts and I lectured my course with a strong emphasis on Business Law and Corporation Law. I focused primarily on two subjects. First I taught students how to form different types of business organizations and corporations. Secondly I taught them about liability in business and corporate settings, piercing the corporate veil and how to protect assets and investments from litigation.
  • Achievements:
  • 2 papers submitted in my class placed in a state-wide competition. I traveled with my students to present their papers. They received a 4th and 2nd place Excellence Award.
  • 3rd place in multi-state “Mock Trials” competition

August 1997–March 1999: DIRECTOR OF CRIMINAL JUSTICE: HURON UNIVER.

  • Job Description: I worked two jobs. My primary job was law. As an attorney I helped Colorado Technical Institute buy out Huron University. Then I began teaching part-time to supplement my private practice.However, the University quickly promoted me to the position of Director of the Criminal Justice Department. A that point the University became my primary job and I practiced law part-time. My subjects included Environmental Law, Criminal Procedure, Laws of Evidence, Business Law, Corporation Law, and Criminal Law(a total of over 20 courses). I also taught international students in our graduate course in International Business Law. I selected all course materials, books and prepared all testing. Responsibilities also included student advising in Criminal Justice careers. Many of my students entered law enforcement.
  • Achievements:
  • When I was hired the University was being purchased by Colorado Technical Institute (CTI). CTI is a very well respected enterprise in the US. I was hired to teach and provide legal advice to CTI on maintaining accreditation with state and federal agencies.
  • We completed a multi-million buy out of the university and successfully received accreditation. This was accomplished without canceling any of our class schedules.
  • The school was purchased again by Si Tanka College and has since closed.

MARCH 2006 – AUGUST2006: CHIEF OF OPERATIONS: KOREAN J.D PROGRAM

  • Job Descriptions:In South Korea I served as the Chief Executive Officer for an enterprise attempting to bring the very first Law Doctorate program to South Korea. My position involved:
  • Securing American law school sponsorship.
  • Working with the American Bar Association to obtain accreditation.
  • Preparing Korean attorneys for the Law School Aptitude Test (LSAT)
  • Guest lecturing at Seoul National University & Kaist’s LLM program.
  • Nationally televised Mock Trial Judge for US military soldiers stationed in Seoul.
  • Achievements:
  • Helped secure $25 million in actual and committed financingfrom LG Telecom, Hyundai and Samsung.
  • Met with L.G. Telecom, Samsung and Hyundai attorneys on corporate objectives
  • Secured a tentative agreement with an accredited US law school to provide sponsorship and housing for Korean attorneys enrolled in the program
  • Reason for Leaving: Mr. Chul Ho Kim hired me and sponsored my work Visa. He failed to properly file my Visa and then misrepresented this fact to me and to our investors. I left the employment of Mr. Kim when he demanded that I continue my work without informing the investors and without a legal Visa.

March 2003 – April 2004: SENIOR GENERAL COUNSEL: IAMU

  • Job Description: IAMU (Iowa Association of Municipal Utilities) was created to advise and further the interest of municipals providing utility services. I was hired as a specialist in Regulatory Law and served as the General Counsel and the only in-house attorney. I advised and represented over 550 cities and 750,000 rate payers on behalf of the organization. There are many overlapping areas of state and federal laws, rules and regulations in this area. This overlap causes a great deal of gray area and is too specialized for many city attorneys. As an Assistant Attorney General I gained a strong working understanding of the role of the many federal agencies (such as the FCC, FTC and FERC). I used this experience for the organization. In addition I had many appearances and meetings with the Iowa Utility Board, the Office of the Consumer Advocate, the Attorney General’s office and the numerous subdivisions of these state bodies.

My primary areas of practice were:

  • Energy Law, including electricity, natural gas and renewable energy (primarily wind power generation and transmission).
  • Achievements:
  • I successfully defended the organization in dockets before the state utility commission against allegations of improper subsidization of telecommunication and cable services.

  • Worked with lobbyists on legislation during state congressional sessions.

October 2000-March 2004 - ASSISTANT ATTORNEY GENERAL:REGULATORY ATTORNEY, STATE OF SOUTH DAKOTA

  • Job Description: The Attorney General’s (AG’s) office assigned me to initiate and defend legal actions on behalf of the Public Utilities Commission in both Federal and Circuit Court. My position was very diverse and included the following experience:
  • Telecommunications, Water and Energy Law (Electricity & Natural Gas)
  • Oversaw every telecommunication interconnection contract in the state
  • Lead attorney in an electric rate case
  • Regulating rates for all electric and natural gas companies.
  • Coordinating consumer protection and consumer fraud activities within state government
  • General Counsel to the South Dakota One-Call Board(OCB) to protect buried facilities.
  • General Counsel to the Grain Transportation and Warehouse Division.
  • Supervising bonds and financing for grain elevator and sales to protect farmers.
  • Writing legislation, rules and regulations and advising lobbyists and state congressmen on proposed legislation

MARCH 1999-OCTOBER 2000 – DEPUTY PUBLIC DEFENDER, PENNINGTON CO.

  • Job Description: I was employed as a full-time criminal defense attorney with experience in juvenile, misdemeanor and felony trial practice My work included extensive client contact, numerous daily court appearances, preparation and research for all briefs, motions and all appellate work. I have prepared briefs to both the 7th Judicial Circuit Court and to the South Dakota Supreme Court. My average client workload varied from between 50-70 clients continuously.
