Who we are

PEAS (Promoting Equality in African Schools) isa UK-based charity/social enterprise hybrid with a mission to ‘expand access to sustainably delivered, quality secondary education across Africa’. PEAS establish and operate low-cost secondary schools in Uganda and Zambia in areas where access to quality secondary education is limited due to cost and geographical barriers. Since opening its first schools in 2008, the PEAS network has grown to 26 schools, educating over 11,000 students (24 of these schools are in Uganda, and two are in Zambia).

PEAS want every learner in a PEAS school to ‘survive and thrive’ by giving them the knowledge and skills to lead a fulfilling and socially responsible life. In order to achieve this, PEAS interventions are built upon 3 pillars of education: Access, Quality and Sustainability.

Here at PEAS we believe that rigorous ME&R is an essential component of any organisation’s efforts to make an impact. We believe that we have already developed a strong basis for high quality M&E and we are now looking for an exceptional and ambitious ME&R Manager to work closely with our global and in-country teamsto build upon that foundation to develop world class ME&R processes that drive our decisions, actions and impact.

Purpose and Responsibilities of the role:

Strategic

-Develop PEAS into a data-driven organisation

-Lead the further development, strengthening and implementation of PEAS M&E strategy across the organisation

-Lead compilation, analysis and consolidation of cross-country data to drive strategic decision making at all levels (global, country, school)

-Contribute/feed into global and country strategic planning, particularly on target-setting and M&E related aspects

-Report termly and annual progress to the SMT and feed into Trustee and Board reports as necessary

-Produce overall learning and reporting that will inform course corrections where necessary

-Act as secretary to the Board of Trustees, the UK SMT and the UK-in country SMT, taking minutes and noting down Key Action Points

CoreM&E

-Act as the focal point for all PEAS M&E information and work, disseminating M&E information and lessons learnt across the organisation, including to schools

-Lead the development of M&E frameworks, including log frames, indicators, milestones and target-setting, for relevant projects, grants and fundraising proposals, particularly for large institutional grants

-Further strengthen, develop and implement procedures and systems for project tracking, including reporting against progress towards set outputs/objectives and lead the cycle of analysis for improvement

-Provide leadership and guidance to the M&E departments on developing and reviewing tools and processes for gathering routine M&E data

-Lead the development of a network-wide student database, taking Child Protection and data security into account, including through the development of an electronic database (School Tool)

-Oversee and ensure quality control on all M&E data, statistics and information

Capacity building/management

-Set vision and direction for the M&E department

-Lead the team of M&E staff and volunteers/interns as necessary, including through dotted line-management of M&E Officers/staff in-country

-Design and provide necessary support and training to both UK and in-country teams (including non-M&E staff, school staff and SMT member) to build understanding of M&E and promote usage

Fundraising and communication (support to other departments)

-Document good practices and lessons learnt

-Support in filling out M&E related sections of fundraising proposals and reports

-Liaise with the fundraising and communications department over data needs, ensuring accurately and timely data, including for annual reports and fundraising materials

-Ensure data is presented in an easy format for usage by fundraisers and the communications team

-Help identify opportunities to disseminate findings and promote PEAS’ M&E and general workand develop research and learning products for internal and external dissemination (e.g. research reports, briefs, presentations, etc.)

External evaluations

-Lead and manage all PEAS on-going external evaluations

-Commission external evaluations as required by donors and internal needs

-Ensure evaluations are carried out smoothly, and that reports are disseminated across the organisation, with key lessons and recommendations noted and acted upon

Person Specification

Essential

  • A 2:1 or 1st Class Bachelor’s degree or Master’s degree preferably in international development, education, gender, social work, public health, or other related field
  • 3-5 years of experience with demonstrated results conducting research or monitoring and evaluation, including qualitative and quantitative data collection and analysis;
  • Experience with coordinating research dissemination, including writing evaluation reports and briefs, organising dissemination events, and presenting findings;
  • Proven ability to work with diverse and large teams, fostering a positive working environment with local and international stakeholders;
  • Experience of working with researchers and/or academic institutions;
  • Proven ability to manage a complex and varied work load with multiple competing deadlines
  • Willingness and ability to manage up to 10 weeks of international travel per year to Uganda, Zambia and other African countries
  • ExcellentEnglish communication skills, both oral and written;
  • Excellent IT skills (i.e. Word, Outlook, Excel).

Desirable

  • Experience coordinating multi-country research or monitoring and evaluation;
  • Experience working with DFID and/or other international donors;
  • Knowledge of data analysis software programs (e.g. STATA, SPSS, Atlas-ti) and able to produce analysis and graphic representation of results;
