In January 2007there were 121 private schools participating in the MPCP, with a total enrollment of 17,410 studentsor16,746.1 full-time equivalent (FTE) in the program.* In the 2006-07 school year, the MPCP state aid for a student enrolled full-time in the MPCP is $6,501 or the private school’s operating and debt service cost per student, whichever is less. The operating and debt service cost per student at the school is determined by an independent auditor in a report due to the DPI by September 1 after the school year. The school’s costs per student determined in that audit will be compared to the MPCP state aid amount and, if less, the school will owe the difference back to the state.

Starting with the 2003-04 school year, the MPCP state aid payment increase over the prior year’s payment is the amount of the percent change in the general school aids appropriations from the prior school year to the current school year. If the percent change is a negative number, the per pupil payment amount would not change from the prior year. The 2006-07 MPCP state aid amount is the 2005-06 amount of $6,351per student increased by $150 to equal $6,501 per FTE student. In prior years, the MPCP state aid amount increased over the prior year’s amount by the statewide per pupil increase allowed under the revenue limits imposed upon public school districts.

Beginning in the 2001-02 school year, the amount needed to fund the MPCP is funded 45% from a reduction in state general aid to MPS and 55% from state general purpose revenue. The program is estimated to cost $110,517,000million in 2006-07 for an estimated 17,000 FTE students. MPS can replace the reduction in state aid with an increase in its property tax levy. The table below shows the MPCP enrollment by grade level for the 3rd Friday in September 2006and 2nd Friday in January count dates.
