MINUTES OF THE MOUNTSORREL PLANNING AND HIGHWAYS COMMITTEE MEETING HELD ON MONDAY3 JULY 2017 IN THE PARISH ROOM, LEICESTER ROAD, MOUNTSORREL COMMENCING AT 7.00PM.

Residents of the village gave details regarding various concerns.

16.PLANNING

P/17/1264/2 – G S Developments (Leicester) Ltd, Former 2 Granite Way – Erection of nine

dwellings and a new office building.

The committee unanimously agreed to object to this application on the following grounds:

Over-development / Lack of drainage / Commercial premises (offices) are to be accessed

through Waitrose car park – how practical is this and what agreement, if any, has been

reached / Parking is over-subscribed / Insufficient parking for the number of houses

(bedrooms) / Potential issue re future parking e.g. for visitors and deliveries / This is a main entrance to the village and the proposed buildings are therefore of insufficiently high quality / Removing the trees is unsatisfactory.

A revised scheme is required that will solve all of the above issues.

The committee unanimously agreed not to object to this application.

 P/17/1166/2 – William Davis Ltd, Land off Mountsorrel Lane, Rothley – Variation of conditions

2, 3 & 5 of planning permission P/16/1529/2 (Approved drawings, Surface water drainage &

Sustainable surface water drainage).

The committee unanimously agreed that there are additional concerns and that there is a

need for a discussion with the Planning Officer, Louise Winson, who should be invited to the next Planning & Highways committee meeting.

ACTION: Invite Louise Winson to P & H meeting on 07.08.2017

 P/17/1286/2 – Miss Jo Sutton, Lawson Villa, 132 Rothley Road – Change of use from

residential to offices (Use Class B1).

The committee unanimously agreed to object to the application to turn the premises into offices in what is a residential area.for the following reasons:

Overdevelopment / Lack of parking (there are double yellow lines on the road outside the property therefore on-street parking outside the property would not be permitted) / Parking at the side of the property would necessitate reversing on to a busy and narrow road which is near to the junction with Boundary Road.

 P/17/1258/2 – John Wait, The Green House, 19 Loughborough Road – Discharge of

Condition 2 of P/16/2674/2 details of method for the blocking of doorways.

The committee upheld its previous objection of 05.12.2016 i.e. removal of condition 2 of the Listed Building Consent approval P/16/2674/2 could cause harm to the character and significance of the Grade II listed building, as the doorway openings could be blocked up in such a way which would harm the historic fabric of the building if the work is removed from the local planning authority's control. As such, the removal of condition 2 would be contrary to policy CS14 of the Charnwood Core Strategy, paragraphs 131-134 of the NationalPlanning Policy Framework, and paragraph 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990. The proposal to discharge condition 2 is incompatible with this being a Listed Building. The committee supports the recommendation of Charnwood Borough Council.

19.HIGHWAYS

19.1 Traffic in Mountsorrel – the Chairman read out an email from Tony Martin regarding the volume of traffic going through the village.

ACTION: Forward to Highways and advise Mr Martin of action taken

19.2 Cufflins Pit Lane –it was reported that the amount of dog waste in this area had increased significantly.

The committee unanimously agreed to ask CBC for the cost of emptying x 4 dog waste bins

on Cufflins Pit Lane and, if the cost if agreed, to request Tarmac to pay for the installation of the x 4 bins.

ACTION: Contact CBC

20.REPORT OF MATTERS FOR INFORMATION

20.1Neighbourhood Plan for Quorn . an email had been received from Quorn Parish

Council setting out the timetable for this.

ACTION: Acknowledge receipt of the email and confirm that this committee does not have any issues to raise

20.2 P/17/0503/2 – Land off Mountsorrel Lane, Rothley – the P & H committee on

02.05.2017 requested a joint meeting with Rothley Parish Council and the Planning Officer Louise Winson. Cllr Harris is attempting to arrange a meeting with the Chairman of Rothley PC Open Spaces committee. Meantime Louise Winson has been advised of the concerns of Mountsorrel PC P & H committee regarding the landscaping. A meeting has been requested with Louise Winson during the morning of 07.07.2017 – confirmation is awaited.

20.346 – 50 Market Place – complaint re replacement uPVC windows – CBC has

contacted the owner to advise that they consider the works to be a breach of planning control.

20.4 Complaint re Halstead Road development/Meynell lorries – Stephen Jelley of

Jelsons has written to all drivers regarding the need to be courteous at all times.

20.5Overgrown vegetation Speedwell Road and Kingfisher Road at junctions with

Loughborough Road – Highways confirmed on 12.05.2017 that this would be looked into within 14 days of then. LCC has raised the committee’s concerns again on 14.06.2017 and will endeavour to sort the matter out a.s.a.p.

20.6Advance notice of Temporary Traffic Regulation Order on 05.08.2017 between

11.30 and 18.00 for a Charity Truck Pull. Roads affected are Loughborough Road, Market Place, Leicester Road, The Green, Rothley Road, Mountsorrel Lane.

20.7Concern regarding waiting time for appointments at Alpine House surgery – CBC

has been contacted regarding S.106 monies; the practice manager at the surgery has phoned to acknowledge the concerns and to encourage patients to contact the surgery direct regarding such issues.

ACTION: Email the Surgery to confirm that the committee would prefer the current system regarding advising telephone callers of the number of their place in the queue to remain in place

20.8P/16/1229/2 – application by Black Hawk to erect 8 dwellings on Wishbone Lane. A

lot of correspondence has been received from the Residents’ Committee of that estate regarding concerns over the (lack of) provision of parking for the new houses. A meeting has therefore been arranged between the P & H committee and the Planning Officer, Andrew Thompson, on Friday 07.07.2017 @ 10.00.
