September 2, 2013

The Tripoli City Council held a regular council meeting on Monday, September 2, 2013 at 7:00 p.m. in City Hall with Mayor Ranard presiding. Also present were: V. Susan Cline, Marcia Parsons, and Kristie Leistikow.

Mayor Ranard called the meeting to order with roll call. All council members were present except for Sievers and Homeister.

Motion Kirchhoff second Ott to approve the agenda. AA MC.

Mayor Ranard asked for any public comments. None were received.

Motion Ott second Woods to approve the consent agenda consisting of the following: minutes from August 19, 2013. AA MC.

Kristie Leistikow addressed the council on people riding bikes on the sidewalk in front of the post office and in the business district. Council will have Denis paint “no bicycle traffic” on the sidewalk by Pfile Insurance, look into a mirror for the pole by the post office, and have Chief Banks talk to the children at school.

Mayor Ranard updated the council on a developer who would like to build some condos in Tripoli.

Update on nuisances: none of the owners have signed the letter agreeing to take their homes down. The search warrant for one of the properties will be completed this next week.

Motion Kirchhoff second Ott to approve the 2nd reading of Ordinance 3-2013 adding provisions pertaining to removal of an officer’s communication or control devise. RCV: Ayes – all, Nays – none, Absent - 2. MC.

Motion Kirchhoff second Ott second Homeister to approve the 2nd reading of Ordinance 4-2013 amending provisions pertaining to lien exemption. RCV: Ayes – all, Nays – none, Absent - 2. MC.

Motion Kirchhoff second Woods to approve the engineering agreement with Fox Engineering with the new limits for liability coverage. AA MC.

Motion Kirchhoff second Ott to approve the amendment to the water supply and treatment study. AA MC. Fox Engineering will submit this to the IDNR.

Update on bike trail: Welcome center is complete except for the fireplace. The bridge abutments are done and the bridge will be set sometime this week.

Mayor Ranard, Randy Kirchhoff, Kip Ladage and Randy Pfile met with representatives from Sumner and Waverly regarding the ambulance service.

The yard waste site has not received final approval from all 3 divisions, so the city will wait to hear back.

Discussion on parking on front lawns, and parking on hard surfaces only. Mayor Ranard feels that this item needs to have further discussion. This item will be placed on a future agenda.
