MINUTES OF THEPARISH COUNCIL MEETING HELD ON WEDNESDAY, 29th NOVEMBER 2017 AT 7.30 P.M ATMOSS & FENWICK VILLAGE HALL.

PRESENT:Councillor F. Bond, in the chair.

Councillors:Mrs. V. Cheetham, Mrs. E.L. Dobbin,S. Fowle, J. Hall, and the Clerk, Mrs. P. Harrison.

ALSO PRESENT:Members of the public.

Public Participation.

A number of highwatys issues were raised – see Item 7.

1TO RECEIVE APOLOGIES FOR ABSENCE AND ACCEPT REASONS

FOR ABSENCE. RESOLVED the following be approved:

Cllr. J. Walters – see apologies register for reasons.

2.TO RECEIVE DECLARATIONS OF ANY INTERESTS. None made.

3.TO CONFIRM THEMINUTES OF THE PARISH COUNCIL MEETING, HELD ON 27.9.2017 -circulated prior to meeting and RESOLVED they be signed As a true record.

4.TO CONSIDER ACCOUNTS & FINANCIAL MATTERS.

Payments for approval at meeting:

HMRC – 3rd Qtr PAYE 85.40

P. Harrison – refund, paint costs, Fenwick telephone box 70.56

YLCA – grant funding, website set up2245.00

(a)Grant funding application for website set up – funding approved.

Clerk reported that the application, in the sum of £2785.00 had been submitted. However, £540.00 of the £1560.00 setup staffing costs claimed had been deducted from the claim since staffing costs can only be granted once the website goes live (in this case from 1.10.2017). The Clerk agreed to claim the amended sum,

(b)To receive bank reconciliation to 1.11.2017 – RESOLVED that Minute copy signed.

5.TO CONSIDER ALL ITEMS OF CORRESPONDENCE –none received.

6.TO CONSIDER PLANNING MATTERS – none received.

7.TO CONSIDER HIGHWAYS MATTERS:

(a)Proposed diversion, Public Footpaths No5, 6 & 7. Cllr. Walters not in attendance. No further feedback received from other parties. Noted.

(b)Speeding traffic and other highways issues – police invited to meeting – unable to attend. Advised the Clerk to reiterate appropriate contact numbers for non-urgent and urgent matters (101 and 999, respectively). Noted.

The following matters had been raised in public participation:

Trumfleet Lane, Moss – potholes marked up but not repaired ( between Lowlands Farm and Moss Rd).

Pinfold Lane, Moss (eastern end)– potholes.

Braithwaite Hall – The Willows, Kirkhouse Green – water repairs required.

Brick Kiln Lane, Moss with junction of Trumfleet Lane, - ponding.

Hobbledehoy Bridge, Moss Rd, Moss – road flooding following dyke clearance and resultant debris left on vergeside. Dist. Cllr. Mrs. Beech kindly agreed to address this issue.

Potholes in Kirk Bramwith particularly near church.

8.TO CONFIRM THE DATE OF THE NEXT PARISH COUNCIL MEETING AS WEDNESDAY, 31st JANUARY 2018 AT 7.30 P.M. AT MOSS & FENWICK VILLAGE HALL. Confirmed.

There being nothing further to discuss, the Chairman declared the meeting closed at 7.45 p.m.
