Joe Fahy requested that, because of the increasing demands on all, the Area meetings conclude within two hours, thus enabling members and officials to attend other meetings when necessary and carry out other duties. The members unanimously agreed to this.

Paul Monahan advised the Members / Officials of their obligations under Part 15 of the Local Government Act 2001 as set out in the Ethical Framework circulated with the Agenda.

1.0Confirmation of Minutes of the following meeting

On the proposal of Cllr. Fitzgerald seconded by Cllr Murphy, the members confirmed the minutes of both meetings.

2.0Matters arising from the minutes

Cllr. O’Connor said he has been requesting a footpath at KilmessanSchoolfor several months. Cllr. McGowan requested an update following the presentation by Dunboyne College of Further Education onthe college’s development plans at the November meeting. Joe Fahysaid the C.D.P. was generally supportive of the proposal and he expected the college to submit a planning application in due course, which would be considered on its merits.

3.0Expressions of Sympathy and Congratulations

The members expressed sympathy with the family of the late Peter O’Toole,former council staff member.

The members extended congratulations to the following:

  • Dunshaughlin Harvest Festival Committee on the provision of a Christmas tree at Dunshaughlin Courthouse and also the Area Office’s role in the matter
  • Ashbourne Retail Association on its Shop Local campaign. A general discussion then ensued on the increasing use of signage to promote local events, the issue of litter fines for unauthorised signs, and the removal of signs by the Council.Cllr. Fitzgerald requested that common sense prevail when dealing with signs. He also requested that the signage at industrial estates be improved. Cllr. Killian queried why some illegal signage on the N2 is still in place. Joe Fahyadvised that the Council had in the past removed illegal signage on the N2; that anyone wishing to put up signs temporary or otherwise should consult with the Council in advance, and that the issue of signage wasdiscussed in detail at the December Full Council meeting.

5.0To receive a report on the proposed Extinguishment of the Public Right of Way on road no L-62143-0 Ardrums Great, Agher, Rathmolyon, Co. Meath

Paul Monahan circulated a report and map on this matter and read the report to the meeting.

The members raised a number of queries, which were answered by the officials present. On the proposal of Cllr. Murphy seconded by Cllr. O’Connor the members agreed to commence the statutory process to consider the extinguishment of the public right of way on the L-62143-0 Ardrums Great, Agher, Co. Meath. Cllr. Killian expressed reservations on the matter.

6.0To receive a Report on Matters raised at the November 2012 Area meeting

The members received, noted a report on this issue, and raised the following queries:

  • Cllrs Bonner, Killian, and McGowan requested clarification on whether the Ratoath IRR is on the winter gritting route. The Area would update the members on this.
  • Cllr. McGowan requested that the Council, as a matter of urgency, commences the process to complete all outstanding works in Ashwood Estate, Ashbourne.
  • Cllrs. Fitzgerald requested that a single light be provided on an existing pole to the rear of Culmullin Hall; lack of gritting on the following routes - Kilmessan village; Blackhall to Maynooth, Jenkinstown to Maynooth, and Trim to Kilcock RR; whether the developers of Kilmessan Green were conditioned to provide a footpath
  • Cllrs. Leonard and Murphy requested that works be carried out to Dunboyne graveyard to alleviate flooding and improve parking area
  • Cllr.O’Connor requested clarification on ownership of the landsgiving rise to flooding issues at Manor Court, Dunshaughlin; additional signage for Dunshaughlin on M3 Motorway; provision of a light at Culmullin Hall.
  • Cllr. Bonner requested the provision of public lighting at the shopping area in Garden City; road markings opposite Tesco Junction at Frederick St/Bachelors Walk, and a drop off space and better access for disabled visitors to Ashbourne Library.
  • Cllr. Killian requested an update on Ratoath welcome signage; that the Council write to the NRA requesting the provision of signage on the M3 indicating B&B facilities are available in Dunshaughlin; light at Culmullin; report on Corballis junction; number of Derelict Site Notices issued on the hoarding in the centre of Ratoath
  • Cllr. Leonard requested that the Council revisit the drainage issues at Dunboyne cemetery and get adjoining landowners to improve drainage in the area and, if this does not alleviate the situation, to immediately seek another site for the cemetery; he complimented the staff on works done to date despite the reduced resources.

  • List of footpaths for which the Council has applied to the NTA for funding
  • Report on Ashbourne Part 8 for February 2013 meeting

  • Potholes at junction of the Jamestown / Fairyhouse Road
  • Provision of yellow lines on Fairyhouse Road, Ratoath at BMX track
  • Provision of a safety barrier at pedestrian entrance to St Pauls School, Ratoath
  • Report on measures to alleviate traffic issues at Swans pub, Curragha
  • Can the Area offer help in the proposed clean up at KilbrideCemetery?
  • Provision of a footpath and lighting at Baltrasna, Ashbourne

Cllr. O’Connor

  • Obstacles on Rathbeggan Lane were removed but subsequently replaced
  • Pedestrian crossings in the vicinity of local schools are operational on a 24 hour basis
  • Provision of map of showing works carried out on bus stop at Ardlea, Dunshaughlin
  • There are 2 very large signs past water tower on old N3 which could be a hazard to traffic as there is no hard shoulder
  • Update on right of way at Rathbeggan cemetery
  • As 27% of the population of Meath reside in Dunshaughlin Area, this Area should be proportionately funded

Cllr. Bonnar

  • Arkle art feature due to be erected in March and accommodation works need to be completed prior to this
  • Repairs to bridge on the Milltown Road
  • Provision of signage to alert motorists not to drive on the grass at the rear of the school on the Milltown Road
  • Replacement of manholes at Bourne Avenue, Ashbourne
  • Footpaths at Garden City need repair
  • Congratulated outdoor staff on work achieved to date

Cllr. Leonard

  • Provision of stone for car park and repairs to potholes at Kilbride cemetery. The local committee is willing to carry out the works if the Council provides the materials
  • Two dangerous trees near Lucan/Clonee Junction on the R149
  • Provision of a railing at Dunboyne playground
  • Provision of a school Warden at RathbegganSchool
  • Update on Ardlea bus stop

8.0Correspondence/Items raised
