CALL TO ORDER – MONTHLY COUNCIL MEETING
A meeting of the Hector City Council was called to order on March 11th at 7:00 p.m. with the pledge of allegiance by Mayor Squibb. Members present: Mayor Steven Squibb, Council Members: Ralph Bergsma, Chuck Gentry, Janet Olson and Greg Radermacher. Staff present: City Administrator Barbara Hoyhtya, Police Chief Pat Callahan & Hugh Veit with Moore Engineering. Others present: Gary Bipes, Nate Blad, Jeff Eastman, Michael Gartner, Lowell Grimm, Renville County Commissioner Randy Kramer, Marty Lawson, Sara Maher, Bob Mehlhouse, Brenda Miller, Dolores Nelson, Frank Schafer and Jerome Schueller.

APPROVAL OF AGENDA
Council Member Bergsma motioned to approve the agenda with the following additions: remove 6C1. Pay Request – KHC, D1.a. Discussion on Part Time Officers job description, F4. Johnson Resignation and remove 5.06 from the consent agenda and move to 7.B.4. second by Council Member Radermacher. Bergsma, Gentry, Olson, Radermacher and Squibb voted in favor, none voted against. Motion carried.
Motion by Council Member Gentry to approve the consent agenda, with a second by Council Member Olson. Bergsma, Gentry, Olson, Radermacher and Squibb voted in favor, none voted against. Motion carried.
PETITIONS, REQUESTS AND COMMUNICATIONS
Nate Blad from RC Hospital and Clinics gave a presentation on the New Medical Center proposed in Olivia. This would be making an investment in the future of our health care for the next 20-30 years. There will be a community meeting on March 19, 2013 at the Hector Community Center from 4-7p.m.
Motion by Council Member Gentry to accept a payment of $150,000 tonight from Triple J Farms with the balance of $500,000 being paid in $100,000 increments from April 1 through August 1, 2013 with 2% interest added and a line of credit established by April 1, 2013, with a second by Council Member Olson. Bergsma, Gentry, Olson, Radermacher and Squibb voted in favor, none voted against. Motion carried.
REPORTS OF OFFICERS, BOARDS AND COMMITTEES
Airport – Motion by Council Member Bergsma to appoint Jerome Schueller, Larry Juul, Steve Karnik, and Dave Keintz to the Airport Advisory Committee, with a second by Council Member Radermacher. Bergsma, Gentry, Olson, Radermacher and Squibb voted in favor, none voted against. Motion carried.
Bergsma and Hoyhtya will work on bringing a name back to the council on an airport engineer.
Ambulance – Olson reviewed with the council the annual state inspection that was done this week.
The county ambulance departments had a joint meeting to discuss the future of the ambulance services in Renville County. They will be working together to share rosters but the cities will need to agree.
Andrew Markgraf will be taking a 1st Responders class.
Motion by Council member Radermacher to approve Resolution 13-09 Ambulance Officers for 2013 as the following:

Training Officer Steve Squibb
with a second by Council Member Gentry. Bergsma, Gentry and Radermacher voted in favor, Olson and Squibb abstained, none voted against. Motion carried.
EDA – Welcome Home Management that will be taking over the management duties at Prairie View on April 1, 2013 held informational meetings with the staff and residents this past week.
Police – The council reviewed the part time roster and Police Chief Callahan will be advertising to add two to three more part time officer on the roster.
The job description will be reviewed.
Kurt Kozel is drawing unemployment due to his part time status. Callahan will put him on the schedule to make up that difference.
Callahan reviewed with the council the proposal for a new vehicle. The council was in favor of specking out a SUV. Callahan will do research on the equipment for the vehicle and present one package and financing.
The animal ordinance was reviewed once more. The number of dogs and cats will be limited to four with no more than two being dogs. Any additional animals would require a special permit from the city. The ordinance will now be sent to the city attorney for his review and then a first and second reading will be held at council meetings.
Public Works – The pot holes from the water main breaks need to be fixed.
The new truck will be here the end of the week.
Administration – MnDOT will be holding a meeting April 4th to discuss upcoming plans for the next five years.
The council reviewed the forfeiture tax listings. There are 13 properties on the list with one being a commercial property. This represents a total of $69.878.45 in taxes not paid to the city, school or county. The owners will be sent a letter and if not paid the county will hold a sheriffs sale. The city will have the right to purchase these properties before the sale.
The city will try added features to the city wide clean up days this year. April 19, 20 and 21st the city will except items such as tires, light bulbs and items you may have if you clean out your garage, basements, attics and yards. NO garbage. A charge will be charged accordingly. April 29-May 3 the city crews will again pick up braches, leaves and grass clippings. Steve’s Sanitation will pick up junk vehicles. April will be Clean Up Hector month. The Police Department will then start their blight enforcement in May.
Motion to accept Barb Johnson’s resignation effective April 30, 2013 by Council Member Olson with Council Member Bergsma seconding. Bergsma, Gentry, Olson, Radermacher and Squibb voted in favor, none voted against. Motion carried. Barb has served the city of Hector for over 21 years. The city would like to have a reception for her.
Council – There are meetings being held on a regional Bike/Hike Trail. The first part of the planning is for a trial to go from Olivia to Bird Island.
ADJOURNMENT
The meeting was adjourned at 9:20 p.m. with a motion by Council Member Olson, second by Council Member Bergsma. Bergsma, Gentry, Olson, Radermacher and Squibb voted in favor, none voted against. Motion carried.
