Information Technology Manager

Top of Salary Range: $69,515

General Purpose:

The Information Technology Manager is responsible for the Information Technology (IT) Department and Technology Support operations for the Municipal Interlocal Authority (MIA) and its contracted clients.

The duties include technical support for software and hardware which involves security management, database maintenance/integrity, systems analyses, troubleshooting network issues and reporting issues, installation/removal of software, maintaining current up to date software, licensure maintenance, daily backups, Electronic Data Interchange (EDI) State reporting, EDI medical pay filings, EDI Medicare reporting IRS tax filings, internet access, and staff training. All network programming, implementation, and training is requested and processed through this position. This position is also accountable for the administrative functions and IT Support for a hosted database (MACo). The functions include security management, database Management (i.e. adding/editing/removing tables and code lists, updating data files), monitoring the database for data integrity, providing daily backups, software support to include upgrading and troubleshooting reporting issues from the database, EDI reporting to the State of Montana, EDI medical pay filings, IRS tax filings for the Montana Association of Counties (MACo).

Responsibilities also include MIA Local Area Network (LAN) incorporate installation, maintenance, and operation of all the MIA servers both physical and virtual, client computers, firewalls, and associated software and licensing for the operation of the network. All software installations, and licensing, from proprietary vendors to include staff training of such software are prepared and executed by this position. A variety of routine and complex clerical, administrative and technical work in planning, coordinating and administering the MIA network, hardware and software programs of the organization are completed by this position. Management of hosted databases falls under the responsibility of this position. This position coordinates hardware and software related training for MIA as it relates to the workability of the MIA network. This position also coordinates and trains the MACo Staff as it relates to their Risk Management Information System (Riskmaster). Assistance is also given upon request for their network and internet.

Supervision Received:

The Information Technology Manager reports to the Chief Administrative Officer (CEO). This position manages and provides hardware and software maintenance, training and consultation, and recommendations about future planning and development of resources. Providing these services in an effective and efficient manner will ensure maximum access to and implementation of technology services and resources.

Supervision Given:

The Information Technology Department consists of three (3) staff. The IT Manager supervises one IT Technology position and oversees a second position which reports directly to the CEO. These positions assist the IT Manager with hardware and software maintenance, training and consultation, and recommendations about future planning and development of resources.

Duties and Responsibilities: Network/Software/Training (MIA/MACo)

·  Oversees and/or administers assigned local area network (LAN), including daily network/domain maintenance, firewalls, management and upgrade of the system server, LAN hardware and software, system back ups, development and implementation of antivirus measures, disaster recovery and fault tolerance plans;

·  Serves as the security officer for software, network, and LAN users as required;

·  Advise staff of security breach and/or change in password or security status;

·  Be familiar with all hardware and software;

·  Be familiar with network operating system;

·  Develop, implement, and maintain comprehensive Information Technology Systems necessary to support an organization committed to open communication, and public service, through effective use of current technologies.

·  Research new technologies and provide leadership for ongoing strategic planning related to Information Technology.

·  Plan and oversee the purchase, installation, operation, and maintenance of all hardware and software.

·  Establishes and maintains Internet connectivity for remote operations;

·  Assist with troubleshooting issues on website when needed

·  Write or assist in writing user manuals

·  Provides training, user instructions and work around for network and client computers issues;

·  Review and analyze existing applications effectiveness and efficiency, and then develop strategies for improving or leveraging these systems.

·  Troubleshoots software and hardware problems;

·  Plan and coordinate and deploy data migrations between systems;

·  Provides strategic planning for the growth of the MIA network, conferring with vendors regarding available technology, and making appropriate recommendations for system and software program design upgrades and software acquisitions;

·  Accurately informs immediate supervisor and designated others concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

·  Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of operations and assist with troubleshooting issues on when needed

·  Develop and oversee the schedule for hardware and software replacement;

·  Monitor database system details within the database, including stored procedures and execution time, and implement efficiency improvements;

·  Prepare Annual Budget worksheet as it relates to hardware, software, training, and related issues, to include preparations of invoices;

·  Manage all software patches and updates;

·  Evaluate, install, configure, deploy, and troubleshoot new applications, systems software, products, and/or enhancements to existing applications throughout the MIA environment;

·  Manages and maintains software licenses.

Duties and Responsibilities: Database/Other Duties (MIA/MACo)

·  Attends meetings, conferences, workshops and training sessions, reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;

·  Provides technical support to ensure database maintenance and will monitor and ensure data integrity

·  Process all Electronic Data Interface (EDI) requirements for workers’ compensation to the State of Montana;

·  Works closely with WC Claims staff for data cleanup relative to EDI filings

·  Acts as backup for the processing of all Electronic Data Interface (EDI) requirements for workers’ compensation to third party vendors

·  Acts as backup for the processing of all Electronic Data Interface (EDI) requirements for Medicare to the Federal Medicare Office;

·  Works closely with the Financial Department with bank account reconciliation of claims accounts when discrepancies appear;

·  Control the computer systems budgets and expenditures;

·  Manage information systems personnel and contractors to design, develop, implement, operate and administer computer and telecommunications software, networks and information systems;

·  Meet with managers to discuss system requirements, specifications, costs and timelines;

·  Develop and implement policies and procedures for electronic data processing and computer systems operations and development

Desired Minimum Qualifications:

Education and Experience

·  A bachelor’s degree from an accredited four-year college or university with a degree in computer science, business management with a minor in computers or a closely related field or applicable Microsoft Certification with a minimum certification of MCP and MCSA2000/2003.

·  Two (2) years of progressive, related experience.

·  Any equivalent combination of education and experience, necessary knowledge, skills and abilities.

Necessary Knowledge, Skills, and Abilities:

·  Knowledge of advanced principles and techniques of network/client computer uses database programs, and networking systems;

·  Knowledge of the Window’s 2003 Server and Window’s XP Professional for client computers;

·  Working knowledge of Microsoft Exchange

·  Working knowledge of Microsoft SQL

·  Working knowledge of Microsoft Office

·  Working knowledge of IIS

·  Knowledge of the practices, principles and language utilized in programming and computer systems operations;

·  Knowledge of the operating characteristics, capabilities and limitations of computer systems and related peripheral equipment;

·  Knowledge of related federal, state, and local laws, codes and regulations that deal with records management, file retention, document imaging, public access, and computer networking,

·  Ability to effectively troubleshoot hardware and software computer problems;

·  Ability to provide effective training and instructions to others, and to communicate with novice, intermediate, and advanced users of client computers;

·  Ability to effectively manage the daily operations of a LAN;

·  Ability to effectively maintain computers;

·  Ability to analyze, interpret and develop solutions in a timely manner;

·  Ability to visualize abstract concepts and effectively communicate them to others;

·  Ability to utilize critical thinking and logic in dealing with systems problems;

·  Ability to establish and maintain effective working relationships with assigned supervisors, other employees, vendors and the general public;

·  Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;

·  Ability to prepare and present accurate and reliable reports containing findings and recommendations;

·  Ability to operate a computer using standard or customized software applications appropriate to assigned tasks;

·  Ability and to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

·  Ability to work for extended periods of time with limited supervision;

·  Possess a valid Montana driver’s license or the ability to arrange travel necessary to complete the essential functions of the position.

Tools and Equipment Used:

This position requires the ability to use , computers, network servers and related instruments, , telephone, audio visual aids (including overhead projector, VCR, slide projector. etc.), and copy and fax machines. It occasional requires the use of an automobile.

Work Environment:

The Information Technology Manager may have to manage a number of projects at one time, and may be interrupted frequently to meet the needs and requests of clients. The Information Technology Manager may find the environment to be busy, noisy and will need excellent organizational and time and stress management skills to complete the required tasks.

The employee predominately works in a controlled office environment however employee may occasionally work in outside weather conditions while assisting program members or other employees. The employee travel will involve occasional overnight stays outside of Helena or the State.
