A consortium of technical organizations - Asian Disaster Preparedness Centre (ADPC), Swedish Civil Contingencies Agency (MSB), Stockholm Environment Institute (SEI), and Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) - will start, in January 2018, the implementation of a 5-year program on Building resilience this will be an inclusive and climate-adaptive disaster risk reduction program in Asia-Pacific. Supported by the Swedish International Development Cooperation Agency (Sida), the program aims to create multi-level impacts towards inclusive and gender-sensitive risk reduction. It also seeks to contribute to fulfilling Sida’s strategy for regional development cooperation in Asia and the Pacific Region 2016 - 2021 to effectively build disaster resilience.

Over the five-year period (2018-2022), the program will take stock of, build upon and enhance current and existing knowledge, experience and good practice for DRR. The program will explore entry points, develop and test effective frameworks and draw upon the existing bright spots for upscaling and integration of gender equality and social aspects into DRR and climate change adaptation (CCA). The program will also seek to enhance regional cooperation through various capacity strengthening initiatives embedded in the Regional Consultative Committee on Disaster Management (RCC) mechanism.

MSB will support the development of the institutional, as well as the program’s M&E system by providing technical support to ADPC through its Monitoring and Evaluation Expert.

Duties

•Develop the program’s M&E framework including developing performance indicators, milestones, M&E tools, etc. for measuring the performance;

•Support the development of institutional M&E system;

•Ensure synergies between the ADPC institutional level M&E system and program/project level M&E systems so that program/project outcome can be measured towards institutional achievements;

•Develop clear and standardized M&E guidelines, protocols and M&E materials including indicators, data collection tools, training curricula, baseline and assessment tools, etc.

•Provide guidance to and build technical capacity of ADPC’s M&E focal person on all M&E-related matters/topics;

•Develop institutional and program reporting templates for M&E of activities and donor reporting.

Qualifications

Experience

•At least 7 years of experience in monitoring, evaluation, program design, M&E plan development, preferably good understanding of M&E systems of donors such as Sida, USAID, EU, GIZ, etc.;

Education

•Minimum of a Master’s degree in Disaster Management, International Development or any related fields;

Languages

•Full professional proficiency in spoken and written English;

Other requirements

•Ability to design M&E tools, surveys, monitoring systems, and evaluation;

•Ability to design and implement M&E capacity building activities;

•Demonstrative analytical skills and ability to manage deliverables and support activity supervision;

•Strong writing and organizational skills, especially for monitoring and reporting on activity and study results;

•Data analysis experience including knowledge of SPSS or similar statistical packages;

•Cross cultural awareness and ability to work amongst a diverse group of staff, partners and donors;

•Required computer proficiencies: Word, Excel, PowerPoint, Internet;

•Demonstrated ability to train and build capacity of others;

•Must be allowed to work legally in Thailand.

Contractual conditions

The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support.

Security

MSB has extensive experience of sending experts to various areas and have our own security advisors and duty officers that monitor the area 24/7. All field staff will be equipped with all safety equipment deemed necessary for the operational area (including satellite phones, GPS etc.).

MSB values the safety and well-being of the field staff while on operation and all field staff has access to medical and psychosocial support 24/7 from Sweden.

If security situation is deemed too dangerous the MSB will, in coordination with requesting and hosting agency, take the appropriate measures for the safety and well-being of the staff.
