Monitoring and Evaluation Coordinator for the Climate and Development Knowledge Network (CDKN) - Job description

Job Title: Junior Monitoring and Evaluation (M&E) Consultant - seconded as M&E Coordinator to the Climate and Development Knowledge Network (CDKN)

Based at: London (CDKN offices), with periodic travel to Oxford

Reporting to: Principal Consultant at INTRAC, and CDKN Head of M&E

Salary/Grade: 26,000 – 31,000 GBP per annum (depending on experience) – full-time

Contract type: 1 year (extension conditional on funding)

About the role

An exciting opportunity has opened up for the role of Monitoring and Evaluation Coordinator for CDKN, with additional involvement in INTRAC’s own M&E initiatives.

CDKN is an alliance of organisations that supports decision-makers in developing countries at the intersection between climate change and development. The CDKN alliance is led by PriceWaterhouseCoopers (PwC), and includes the Overseas Development Institute (ODI), LEAD International, and regional partners in Asia, Africa and Latin America - LEAD Pakistan, Fundación Futuro Latinoamericano (FFLA) and SouthSouthNorth (SSN). INTRAC has been supporting CDKN since 2010 to develop and implement their system for Monitoring, Evaluation and Impact Assessment (MEIA). The M&E Coordinator will be the central focal point for ensuring the system is running smoothly and is fit for purpose, and for advising all CDKN projects, programmes and the network as a whole.

There is room for an efficient, pro-active, and creative individual to shape this role, while supporting CDKN in further developing and testing ways of understanding the impact of policy-oriented programmes, and in adapting M&E processes and tools where appropriate. This assumes a good understanding of how Monitoring and Evaluation links with Management, Planning, and Learning, and a commitment to building constructive relationships with a wide range of external partners and regional teams. The Monitoring and Evaluation Coordinator will have backstopping from the Head of M&E and other M&E advisors.

Key responsibilities

1.  Provide support and advice to the CDKN team in the development and implementation of the MEIA system.

2.  Provide additional support to INTRAC on other M&E initiatives.

Specific tasks to include (but not exclusively):

Monitoring, evaluation and planning support for projects and programmes

·  Provide continuous M&E advice and training to staff at the London and regional hubs as well as external suppliers on requirements of the M&E system and additional M&E initiatives.

·  Ensure solid objectives and indicators are developed for all CDKN projects.

·  Design and carry out project and programme related M&E as required, ensure it meets user needs and filters through to evidence base for planning and decision-making.

·  Proactively maintain visibility of M&E process and requirements starting at project conception stage through to post project learning.

·  Provide increasing support to country programme impact monitoring and Theory of Change processes.

·  Ensure that available guidance is up to date and disseminated through appropriate channels.

Leading on or supporting reporting to donors and organisational M&E

·  Provide input to the Operations Team for quarterly reports to DFID / other donors and meetings of the Management Oversight Committee (MOC), and re-design input where necessary.

·  Support other members of M&E Team on annual reporting process and collate data as necessary.

·  Support external evaluation exercises as needed.

·  Support Theory of Change process at a global and outcome level.

Contribute to internal learning and coordination

·  Provide input to newsletters, weeklies and other publications.

·  Ensure coordination and synergies with CDKN’s learning team and formal learning initiatives for instance around learning from M&E case studies and impact assessment work.

·  Represent the M&E team at Hub and strategic meetings, and other CDKN internal meetings.

·  Answering queries addressed to the evaluation support email address, or sending on enquiries to relevant personnel where applicable.

Administrative tasks

·  Maintain M&E trackers, Huddle online storage system and COMPASS database.

·  Ensure that project and programme level reporting is up to date, and provide regular reminders to staff across the three regions.

·  Contribute to CDKN’s Learning Library in collaboration with Learning Team and Ops Support.

·  Provide trouble-shooting support to Management Liaison on M&E.

·  Liaise with INTRAC and CDKN project managers on budget tracking and reporting.

Other duties

·  Any other reasonable duties that Director or Line manager at INTRAC may require.

Qualification, competencies and experience

Essential

·  University degree or equivalent, in related area

·  Solid understanding of qualitative and quantitative research and M&E methods

·  Excellent writing skills and experience in report writing

·  Strong analysis and strategic thinking skills

·  Ability to act as a self-starter and problem-solver - working at a distance from INTRAC office requires high degree of self-organisation, initiative and creativity

·  Ability to communicate well with range of stakeholders and to work in and across teams including through meetings and presentations

·  Knowledge and experience of international development-related issues and good understanding of policy processes

Desirable

·  Practical experience working on M&E, preferably in a complex organisation

·  Knowledge and experience of climate change related areas

·  Experience of working with an advocacy, policy-influencing or research organisation

·  Experience of facilitating group sessions and conducting trainings

·  Experience of supporting organisational learning initiatives

·  Project management experience in the international development sector

·  Working knowledge of Spanish would be a plus
