Election of the Kells Area Cathaoirleach

Cllr. Oliver Fox was Elected the Kells Area Cathaoirleach.

Item 1. Confirmation of Minutes of the May meeting.

The Minutes of the Area Council meeting held on the 13th July 2010 were confirmed on the proposal of Cllr. E. Cassidy and seconded by Cllr. JV Farrelly.

Item 3. To consider and if thought fit to recommend to the full Council the making of the Polling Scheme in accordance with the Draft and subject to such amendments as is considered proper. The Scheme to come into operation on 15th February 2011.

Ms. S. Sheridan, Staff Officer, Corporate Services and Ms. F. McMahon, Staff Officer, Corporate Services presented to the members the making of the Polling Scheme in accordance with the draft.

The making of the Polling Scheme would need to be approved at the next full Council Meeting on Monday 4th October 2010 in order to be effective for the next election.

The members approved the making of the Polling Scheme but recommended the following changes:

Moybolgue/Trohanny (Meath East)

The Members recommended that all Electors vote in Maoi National School.

Newcastle (Meath East)

The members recommended that Newcastle Electors be transferred to vote in Maoi National School.

On conclusion of the presentation, Mr. Kevin Stewart, Area Manager, thanked Ms. Sheridan and Ms. McMahon for the presentation and wished to acknowledge the enormous amount of work carried out by the staff in Corporate Services in conjunction with the making of the Polling Scheme.

Item 2. Reports

Housing Report

Mr J. Flanagan, Town Clerk, submitted the Housing Report to the meeting, copy previously circulated.

Roads Report

·  Mr. S. Carroll, Area Engineer, submitted the Roads Report to the meeting copy previously circulated.

The following issues were raised by the members and noted by Mr. S. Carroll.

·  Oldcastle – CR 174 Boolies – great job

·  What is the position for the Kells Area regarding Lanes

·  When would the lines be put down in the estate in Athboy

·  Bend at Carlanstown

·  General tenders received for road works – is there value for money

Sanitary Report

Mr. S. Carroll, Area Engineer submitted the Sanitary Report to the meeting, copy previously circulated.

Item 4 To receive a report on the Multi-Annual Road Works Restoration 2011-2013

Mr. S. Carroll, Area Engineer submitted the Multi-Annual Road Works Restoration 2011-2013 report to the members.

Allocations were based on the previous report but included a 10% reduction on expenditure in 2010.The primary focus was to have a balance across all roads based on the current condition of the roads and the amount of traffic.

Item 5 Any Other Business

Cllr. C. Yore:

·  Drainage in Carnaross – has this taken into account Woodpole

·  Playground in Oldcastle anti-social behaviour – would it be possible to move the playground to one of the Council Estates

·  Cycling Routes – could a cycling route be created at Loughcrew – Nobber

Cllr. E. Cassidy

·  Issue in Carlanstown regarding the cowplot. St Michael’s Football Club has been looking for recreational grounds for the use of a pitch.

·  There is a high level of demand giving the numbers of estates in Carlanstown.

·  Moynalty – could an information bar be placed in the area and include on this nearby places of interest to visit.

Cllr. JV Farrelly

·  Cowplot at Carlanstown – going back years it was proposed that the members would be shown a plan of the cowplot and the Elected Members would decide and do a plan in relation to the full 38 acres.

Cllr. B. Reilly

·  I support any application for St Michael’s Football Club. The area in question is walking distance from the club and the school.

·  There is an issue with people who are placing directional signage to their place of business and have received fines for doing so. Can anything be done to allow the signage as it is directional signage.

Mr. K. Stewart, Area Manager, informed the members that he was unfamiliar with the case regarding the Carlanstown cowplot but if the land is currently occupied without a legal agreement then an agreement would have to be put it place first before the issue could be regularised.

Mr. Stewart informed the members that he would look into the matter and report back with factual information at the next full Meath County Council meeting.

·  Hedge cutting – hedges are not being cut and are there any procedures to deal with this
