·  Relayed to partners by UNHCR involved in shelter rehabilitation with UNHCR funding that an additional 250,000 USD (in addition to the 250,000 USD) is now available, i.e. total budget available 500,000 USD per partner.

·  Partners (PU, SSSD, SIF, DRC) all confirmed that the prioritized list which includes assigned shelters is correct. Syria Trust wants to discuss a few alterations in a separate meeting.

·  We must not forget the vulnerable people in shelters by taking into consideration the physically challenged individuals, women needs and special needs in general.

·  Reference was made to the updated Minimum Standards; Social services to be linked in to shelter sites (child friendly spaces and activities), blast film, Western-style toilets

·  Pre-shelters or Weather-proofing private buildings in Homs for example must be acted upon immediately with the active NGOs in Homs notably ‘GOPA’ and ‘Aoun’.

·  MoLA: We are more than willing to facilitate Weather-proofing.

o  Waiting for the Concept Note from GOPA regarding Weather-proofing private buildings in Homs.

o  Partner(s) that will enter a Tri-partite Agreement: we can proceed with signing the Tri-partite Agreement once we receive the BoQs for the assigned shelter.

·  UNHCR: Wednesday 20 Feb is the deadline to submit all BoQs for MoLA & UNHCR’s review. Aim is to give feedback to partners by 24th Feb so by 28th Feb all tripartite agreements are signed. Implementation of shelter rehabilitation to commence on 1 March.

·  PU: BoQs for the 7 shelters in Tartous are ready, 6 in Homs will require six days. MoLA assured PU they will have travel permission by tomorrow (14 Feb).

·  SIF: unable to provide all BoQs for the 20 assigned shelters in Raqa due to the security situation.

o  Agreements cannot include a shelter without BoQs for the specific shelter.

·  SSSD questioned the request for showers; do we continue requesting showers through DRC?

o  Dr. Ramez reply: partner to take responsibility of the rehabilitation of the assigned shelter form A-Z. BoQs should include showers i.e. partner to take responsibility of the shelter rehab from A-Z.

o  Enad: DRC still has 4 shower units available from the 40 shower units funded by UNHCR under the 2012 budget.

·  IOM: Currently No Activities, interested to know the breakdown per capita of the shelter rehabilitate. IOM’s rehab cost $146/person.

·  UNDP’s current interventions are livelihoods and humanitarian assistance. They are currently exploring the possibility of contributing to the rehabilitation of Private/Community shelters in Raqa and Hassakeh as UNDP has offices in these Governorates. MoLA confirmed that this modality will be cleared at the Governorates’ level through the respective Governor’s office.

·  UNRWA: new in shelter rehabilitation, focusing mainly on Palestinians and Pal Ex Iraq. Need to find a solution to accommodate more IDPs in shelters and to know which shelter has available space to direct (IDPs) new or secondary displacement.

·  MOLA stressed again to all partners to report immediately any obstruction to works, gaining entry, etc… we can help to solve the problem if we are informed.
