The MCDCC represents the Arizona Democratic Party in Mohave County. We, as representatives of the Mohave County Democratic Central Committee, State of Arizona, recognize this document as the official amended Bylaws which are to be binding upon the Mohave County Democratic Central Committee, the subdivisions of the county known as Districts, and all Democratic Precinct Committee Persons in Mohave County.

ARTICLE I, Mohave County Democratic Central Committee (MCDCC)
ARTICLE I, Section I. Membership
The MCDCC shall consist of all the elected and appointed precinct persons within the county.
ARTICLE I, Section II. Officers
The regular officers of the MCDCC shall consist of a Chair, First Vice -Chair, Second Vice-
Chair, Secretary, Treasurer, and a Sergeant-at-Arms who shall all serve a biennial term.
Officers shall be nominated from the pool of Precinct Committee Persons elected at the last Primary
Election. Officers shall be elected at the biennial Organizational Meeting of the MCDCC as provided
by State law. New unopposed officers shall begin their terms on January first or the day following
determination of the final results of their elections, whichever comes last. When Vote by Mail is
required, selected candidates at the Organizational Meeting shall begin their terms on January first or
the day following determination of results of their Vote by Mail elections, whichever comes last.

ARTICLE I, Section III. Committees
The standing committees of the MCDCC are the Finance Committee, the Candidate Recruitment
Committee, the Voter Registration and Precinct Participation Committee and the Affirmative Action
Committee . New standing committees must be added through a change in the Bylaws.

Article I, Section III-A. Finance Committee:
Such committee shall be appointed by the MCDCC Chair after consultation with the Treasurer.
The Treasurer is to be a member. It is to be the duty of this committee to draft a budget for the fiscal
Biennium January 1, 20XX through December 31, 20XX+1. (example, 2011-2012) The committee
is to include the draft budget in the meeting notice for the regular January meeting at the beginning of
the Biennium. (See Also Article I, Section XI. Fiscal Period and Biennial Budget). The committee is
to prepare quarterly reports comparing actual income and expenditures to those planned in
the approved budget and present this report for MCDCC approval at the first meeting after the
quarter.
Article I, Section III-B. Candidate Recruitment Committee:
Such committee shall be appointed by the MCDCC Chair. It is to be the duty of this committee to
make reports for Mohave County and Legislative District races. The committee shall conduct
training to inform potential candidates of requirements and resources. The First Vice-Chair shall be a
member of this committee.
Article I, Section III-C. Voter Registration and Precinct Participation Committee:
Such committee shall be appointed by the MCDCC Chair and shall make plans for and shall
schedule voter registration activities and get out the vote activities. The committee shall conduct
activities for recruiting and training Precinct Committee Persons. It is to be the duty of this
committee to make reports of its activities. The Second Vice-Chair shall be a member of this
committee.
Article I, Section III-D. Affirmative Action Committee:
Such committee shall be appointed by the MCDCC Chair and shall establish a program for
compliance with Arizona Democratic Party Bylaws Article XI, Affirmative Action. The
committee shall establish a time schedule for implementation of this program.
Article I, Section III-E. Ad Hoc Committees:
Ad hoc committees shall be appointed by the MCDCC Chair with the approval of the Executive
Committee.
ARTICLE I, Section IV. Vacancies in the Executive Offices
If an elected officer of the Executive Committee resigns or is removed from office or dies, the office
shall be filled from the roster of the elected and appointed Precinct Committee Persons by a majority vote
of the elected and appointed Precinct Committee Persons subject to the presence of a quorum at a
meeting at which at least twenty-one (21) days notice has been given, by mail to Precinct Committee
Persons of an intent to fill the vacancy. Such officers shall serve in an interim capacity
for the remainder of the Biennium.
ARTICLE I, Section V. Removal from Office
An MCDCC Officer may be removed from office by a two-thirds vote of the Executive Committee.
If an MCDCC Officer does not request an excuse and is absent for three consecutive meetings,
Executive Committee or MCDCC meeting, such absence shall be deemed a resignation and
the office is to be filled as provided in Article I, Section IV of these bylaws.
ARTICLE I, Section VI. Duties of Officers
Article I, Section VI-A. Chair:
1. Shall direct the affairs of the MCDCC as its administrative officer and be its spokesperson.
2. Shall preside over all meetings of the MCDCC and the Executive Committee.
3. Shall preside over the caucuses of the Mohave County delegation to the State Committee and the
Mohave County members of the State Executive Committee.
4. Shall prepare an agenda to be posted at least seven (7) days before all meetings of the MCDCC and
Executive Committee.
5. Shall attend all Executive Committee meetings and all State Committee meetings and present reports
thereon at regular MCDCC meetings.
6. Shall perform other duties as set forth in these bylaws.
Article I, Section VI-B. First Vice-Chair:
1. Shall assist the Chair in the performance of the Chair's duties.
2. Shall in the absence of the Chair act in the Chair's stead.
Article I, Section VI-C. Second Vice-Chair:
1. Shall assist the Chair in the performance of the Chair's duties.
2. Shall in the absence of the Chair and First Vice-Chair act in the Chair's stead.
Article I, Section VI-D. Secretary:
1. Shall record minutes of the MCDCC and Executive Committee meetings.
2. Shall keep a record of all Precinct Committee Persons.
3. Shall keep a record and file of formal reports of its officers and sub-committees.
4. Shall keep a record and file of all resolutions adopted by the MCDCC.
5. Shall notify all Precinct Committee Persons of meetings.
6. Shall ensure that all MCDCC agendas and minutes are posted in each district.
Article I, Section VI-E. Treasurer:
1. Shall receive all monies of the MCDCC, giving receipt thereof.
2. Shall deposit all monies in a bank designated by the Executive Committee.
3. Shall disburse all funds in the manner approved by the Executive Committee and a majority of
all Precinct Committee Persons in attendance at a regular MCDCC meeting subject to the
presence of a quorum.
4. Shall keep a record of all receipts and disbursements
5. Shall make a monthly report at regular MCDCC meetings and present a written report to the
MCDCC Chair.
Article I, Section VI-F. Sergeant-at-Arms:
1. Shall maintain physical order and decorum at all meetings of the MCDCC
and Executive Committee.
2. Shall ensure Parliamentary integrity in all meetings.
ARTICLE I, Section VII. Executive Committee
Article I, Section VII-A.
1. The Executive Committee shall consist of the regular officers of the MCDCC, the District Chairs
of the three districts within Mohave County and one official representative of the Young Democrats.
2. In the absence of a District Chair the District Vice-Chair shall serve.
Article I, Section VII-B.
The official representative of the Young Democrats shall be elected at the Biennial Convention of the
Mohave County Young Democrats Club. This person shall be a voting member of the Executive
Committee.
Article I, Section VII-C.
The Executive Committee shall direct the governing functions of the MCDCC in accordance with
these bylaws. The duties and responsibilities of the Executive Committee shall be limited
to determination of issues other than election of officers and bylaws amendments. Election of
officers when required elsewhere in these bylaws and bylaws amendments are presented to the
membership through Vote by Mail balloting. The Executive Committee cannot prevent
Vote by Mail when required for election of officers or bylaws amendments
ARTICLE I, Section VIII. Executive Committee Meetings
Article I, Section VIII-A
The Executive Committee shall meet quarterly. At a meeting in January the subsequent
quarterly Executive Meetings shall be scheduled. An Executive Committee meeting may be called by the
MCDCC Chair at any time. Notice of a meeting shall be by mail, email or direct phone contact to the
Executive Committee members not less than seven (7) days before the meeting.
Article I, Section VIII-B.
A meeting of the Executive Committee shall be called by the MCDCC Chair if the Chair receives a
written request by two or more members of the Executive Committee. This meeting shall be called within
seven (7) days.
ARTICLE I, Section IX. Executive Committee Voting
Only the regular officers of the MCDCC, the three (3) District Chairs and the Young Democrat member
shall be entitled to vote at an Executive Committee meeting. There Shall be no proxy voting.
ARTICLE I, Section X. Expenses
Members of the MCDCC and Recognized Volunteers may be reimbursed for expenditures planned for in
the annual budget. Requests for reimbursement shall include receipts for such expenditures. All
reimbursements shall be reviewed at a quarterly Executive Committee meeting.
ARTICLE I, Section XI. Fiscal Period and Biennial Budget
Article I, Section XI-A
The Fiscal Period is to be a biennium, beginning January 1, of the year following the General election in
even numbered years and continuing for twenty four (24) months.
Article I, Section XI-B.
The budget is to be drafted by the Finance Committee in accordance with Article I, Section III. It shall
be approved by a majority vote of the Precinct Committee Persons attending a regular meeting of the
MCDCC subject to the presence of a quorum.
Article I, Section XI-C.
The annual budget shall be effective for the 24-month biennial period.
Article I, Section XI-D.
Any expenses in excess of the amount budgeted for any line item shall be subjected to the pre-
approval of the Executive Committee and a majority vote of Precinct Committee Persons in
attendance at a regular MCDCC meetings subject to the presence of a Quorum.

ARTICLE II, PRECINCT COMMITTEES
Article II, Section I. Membership
MCDCC Precinct Committees shall be composed of Precinct Committee Persons, elected or appointed
from their election precincts of Mohave County. Each election precinct is eligible for at least one (1)
Precinct Committee Person. The number of Precinct Committee Person allotments is determined by the
County Elections Department proportionate to the voter registration of that precinct.
Article II, Section II. Precinct Captain
The Precinct Captain shall be elected from the Precinct Committee Persons of each precinct. Election
shall be held within fourteen (14) days following the MCDCC Organizational meeting or when a
vacancy occurs. Election ties or disputes shall be resolved by the respective District Chairs. If a
precinct has only one elected or appointed Precinct Committee Person, that Precinct Committee
Person shall be designated by the MCDCC Chair as the Precinct Captain.
Article II, Section III. Duties of the Precinct Captains
1. Shall assign Precinct Committee Persons and Recognized Volunteers within their precincts to effective
work during election campaigns and on election days.
2. Shall recommend qualified Democratic voters from their precincts to be appointed as election
workers for Election Day. These recommendations shall be presented to the MCDCC Chair at least
ninety (90) days prior to Election Day.
3. Shall organize registration drives within their precincts.
4. Shall, when a resignation of a Precinct Committee Person occurs within their districts, recommend a
replacement immediately.
5. Shall cooperate with the District Chair at all times.
ARTICLE II, Section IV. Appointment in Lieu of Election
If the precinct committee of any precinct fails to meet within fourteen (14) days following the
Organizational Meeting to elect a captain, a Precinct Captain may be temporarily appointed by the
District Chair to serve until such time as a precinct shall meet and elect a Captain. If the District
Chair neglects to make such appointment within twenty-one (21) days following the Organizational
Meeting, the MCDCC Chair shall make the appointment.
ARTICLE II, Section V. Removal of Precinct Captains
A majority of the Precinct Committee Persons within a precinct must petition the District Chair to
call a special meeting of that precinct for the removal of the Captain of that precinct. At such meeting,
a majority of Precinct Committee Persons in attendance may remove the Precinct Captain of that
precinct. At the same meeting they may elect a new Precinct Captain.
ARTICLE II, Section VI. Duties of Precinct Committee Persons
1. Shall attend at least one (1) MCDCC meeting every (three 3) months. When a Precinct Committee
Person lives thirty (30) miles or more from the nearest District meeting placethis rule does not
apply.
2. Shall not support an opposition candidate in a partisan election.
3. Shall canvass and campaign in their precincts on behalf of only Democratic candidates.
4. Shall assist in turning out a maximum Democratic vote on Election Day.
5. Shall assist absentee and physically disabled voters to obtain absentee ballots.
6. Shall assist in registering voters and seeing that new residents of the precinct are registered.
7. Shall encourage financial support of the MCDCC and the Arizona Democratic Party.
ARTICLE II, Section VII. Recognized Volunteers
Whenthe number of allotted Precinct Committee Persons positions in a precinct has been filled,
Recognized Volunteers may be appointed by the District Chair and ratified by the majority of
members present at a regular District meeting. Recognized Volunteers shall be encouraged to attend
and participate in their respective District meetings and MCDCC meetings but shall have no vote in
District elections or official MCDCC business.
ARTICLE II, Section VIII. Removal of a Precinct Committee Person
*Article II, Section VIII-A
If a Precinct Committee Person fails without reasonable explanation to fulfill the duties of a Precinct Committee Person as stated in Article II, Section VI for a period of ninety consecutive days; the Executive Committee may request that the Board of Supervisors declare that Precinct Committee Person's position vacant. The MCDCC Chair shall notify the Precinct Committee Person of the Executive Committee's action. *(Reference: Arizona Revised Statutes, Title 38, Section 291, Paragraph 7)
Article II, Section VIII-B.
When the Executive Committee initiates the removal of a Precinct Committee Person under Article II, Section VIII-A; the District Chair for that precinct shall request the Precinct Committee Person's explanation or rebuttal of the reasons that brought about the committee's action. If the District Chair is satisfied with the Precinct Committee Person's response, the action shall be terminated and the MCDCC Chair shall be notified. A Precinct Committee Person wishing to appeal removal may petition the MCDCC Chair who shall call for a hearing before the Executive Committee. The Executive Committee shall act as a board of arbiters. The decision of the Executive Committee shall be final.
ARTICLE II, Section IX. Precinct Committee Person Vacancies
Whenever a vacancy occurs in the office of Precinct Committee Person, any Precinct Committee
Person may submit a written nomination to the MCDCC Chair for that office. After ratification
by the majority of the membership present at a regular MCDCC meeting subject to the presence of a
quorum, the name will be submitted by the MCDCC Chair to the Board of Supervisors for their
approval. No vacancy shall be filled during the period between the Primary Election and the MCDCC
Organizational Meeting.

ARTICLE III, DISTRICT COMMITTEES
Article III, Section I. Membership
The list of precincts which constitute each district and the number of districts, shall be determined
by the incumbent MCDCC Chair. The Precinct Committee Persons, both elected and appointed within
each district, shall constitute the District Committee.
Article III, Section II. Officers
In the Kingman district, Lake Havasu City district, and the River Area district, each shall elect a
District Chair and a Vice-Chair. The terms of office for District officers shall be concurrent with the
MCDCC officers.
