MEMORANDUM TO MARC R/C FLIGHT ACADEMY PARTICIPANTS

FROM: MARC R/C FLIGHT ACADEMY DIRECTOR

Congratulations on being selected for the National Cadet Special Activity (NCSA) MARC R/C Flight Academy at March Air Reserve Base (ARB), California! This event runs from Saturday 1 July to Saturday 8 July 2017 Remember those dates when planning. These are the dates the Air Force has facilities for us.

In the coming weeks you will receive e-mail updates regarding the MARC RC Academy, the packing list and other information including your responsibilities as a participant. These emails will include requests for information I need from you. I expect that you will share my e-mails with your parents.

Please check www.capnhq.gov (eServices) to determine your payment status and payment deadlines. Be advised that you must pay your activity fees per the CAP National Headquarters (NHQ) payment schedule. If you have any questions regarding payment, do not contact me – contact Cadet Programs at NHQ in regards to your payments/status.

A.  ARRIVAL AND DEPARTURE: AIR TRANSPORTATION

Arrival and departure arrangements can be completed after you have paid your activity fee and you are positive you will be attending the Academy.

ARRIVALS: 1 July 2017

If traveling on one of the commercial airlines, you have two options listed below. (1-2). The Los Angeles International Airport (LAX) is not an option. It is not recommended because it is over 100 miles away, inconvenient for passenger pick up, very high traffic congestion, and major road construction projects. Traffic to/from the airport is worse than a bad nightmare. We DO NOT pick up anyone there period. Don’t even consider it!

When all the cadets travel plans are known to us, we will schedule CAP vans for picking up personnel at the airports below based on cadet arrival times. Recommended best options are:

Option one is Ontario International Airport, CA (ONT)

Served by: Alaska, American, Delta, Southwest, US Airways and Volaris.

29 miles from Ontario, CA

Option two is Orange County John Wayne International Airport, CA (SNA)

a.  Served by: American Airlines, Alaska Airlines, Delta, Frontier, Southwest, WestJet, United, and US Airways.

b.  40 miles from Riverside, CA

All participants should try to arrive at either airport prior to 1500 on Saturday 1 July 2017. CAP officers will be present in the baggage claim area whenever you arrive until the last cadet arrives to welcome the arriving cadets and assist them with baggage transfer to CAP vans for transport to the CAP Training Facility at March ARB, CA. When I know your airline and ETA, we will schedule a van and SM to meet you in your baggage area. Please read the last sentence again. Upon arrival at March ARB check-in and billeting assignments will occur.

If you will arrive after this time (1500), we will work with you so you will be picked up and returned to meet your flights.

B.  ARRIVAL AND DEPARTURE: GROUND TRANSPORTATION

Some cadets will arrive at March ARB at or after 0730 in privately owned vehicles (POV), and we have a program to keep them busy until all of the cadets arrive.

ARRIVAL BY PRIVATELY OWNED VEHICLE (POV): on 1 July 2017
Participants who reside in California or surrounding states may wish to drive directly to March ARB CA, however, arrival at the March ARB CAP Training Site should occur between 0730 -1400 hours on Saturday 1 July 2016 (** BUT NOT LATER THAN 1800).

March ARB is an active U.S. Air Force facility. There are military police at the gate who check IDs and they monitor vehicle speeds on base like a hawk. 25 M.P.H. means 25 or less. If you are coming to March ARB in the family car/truck you need to send me some information, and it will be passed to USAF security entrance control and you will be able to drive through the gate showing a driver’s license and a cadets CAP ID Card. Otherwise you will be stuck outside the base waiting for us to pick up the cadets. While we have vehicles to do this, on Saturday morning we are also picking up cadets at two or more airports and just a little busy checking in cadets. So to make everyone happier, if you are coming by POV, send me the information and then it will be so much easier getting through the main gate.

I need the POV drivers name, D/L state and D/L #, cadets name (s) in the vehicle. The driver will be checked off at the gate, and automatically be approved for the pickup of the cadet (s).

DEPARTURES: 8 July 2017

All participants should plan to depart from either Ontario or John Wayne International airports between 0900-1400 hours on Saturday 8 July 2017, unless earlier/later flights are approved in advance of ticketing.

Departure from the March ARB CAP Training Site should be no later than 1200 on Saturday 8 July 2017, unless deviations are approved in advance.

D.  ARRIVAL AND DEPARTURE: STANDARDS

Wear appropriate civilian attire when traveling; do not wear your CAP uniform. Remember, you represent this NCSA event, your unit, your Wing, your Region and the Civil Air Patrol.

E.  REQUEST FOR RESPONSE

It is important that you acknowledge receipt of each update or request for information that I send because:

Respond to this welcome letter by sending me an email with a yes, you plan to attend or not, and your home mailing address

Update confirm your CAP emergency / contact information on eServices

When you have your travel information firmed up, send it to me. Make sure I respond to your notification that I have indeed received your travel information.

IMPORTANT: Print a copy of your NCSA event application. Set it aside, and print the release forms attached CAPF 160. 161 and 32. They need to be signed in ink by your parent/guardian. Your application was approved by your unit commander electronically already or you would not have been selected, your commander does not need to sign it again, but your parent/guardian does. We will be taking photos of you for CAP and AMA publications. It needs to be sent to me at the address below.
