Professional Certification/Licensure

  • None specifically required. However, the firm should list any staff certifications that may be pertinent for the aspects of planning work for which the firm seeks to be qualified.
  • For non-regulated disciplines, staffs’ relevant academic credentials or training should be identified.

Requirements of Professional Staff:

  • Qualifying experience of staff in the class(es) of work shall be documented by EDUCATION AND EXPERIENCE REPORT 701 of the firm's principals and any key personnel they wish to utilize for Mn/DOT planning work. Names and dates of related qualifying course work must be included.
  • For firm principals and key staff, each individual’s professional experience must be profiled by summarizing representative projects, including the nature of work, the planning class(es) it represents, the entity for which work was completed, and project outcomes.
  • Other professional and technical personnel used to support pre-qualification shall also be documented.

Requirements of Firm:

  • Demonstrated satisfactory project experience is required for the class for which pre-qualification is sought– for Class 1 within the last 8 years; for Class 2 within the last 5 years; for Class 3 within the 2 years. Experience by qualified professional staff may be cited in lieu of experience by the firm. For Full Service Firms, a minimum of two projects must be identified for Class 1 certification; three projects for Class 2; three projects for Class 3. For Limited Service Firms, a minimum of one project must be identified for Class 1 certification; two projects for Class 2; two projects for Class 3.
  • Full Service Firms must demonstrate capability to create, analyze, manipulate, and display information using geographic information systems. Limited Service Firms should identify any GIS capabilities.
  • Full Service and Limited Service Firms must demonstrate capability to utilize spreadsheet and database programs.
  • Full Service Firms must demonstrate experience and capability to conduct public involvement for the class(es) for which pre-qualification is sought. Limited Service Firms should identify their relevant public involvement experience and capabilities.
  • Full Service Firms must demonstrate satisfactory experience in oversight of subcontractors’ services.

Past record and experience of the firm in the class(es) of planning work for which it seeks to be pre-qualified must be documented by reference to completed projects in the appropriate firm matrix as referenced on next page. Reference must include:

  • A description and period of performance of the project(s);
  • Name of customer organization;
  • Name and telephone number of customer organization key contact;
  • Name(s) of Firm’sinvolved staff and identification of their individual roles and responsibilities for the project; and
  • A description of the nature and type of public involvement on previous projects.

Submit one project example (final report) in the activities required for each class for which pre-qualification is applied. (Should be clear enough to allow for evaluation) * See Table on next page (Appendix D) for additional information.

Experience by qualified professional staff may be cited in lieu of experience by the firm – if noted as such.

Project Documentation

Project examples should be submitted both electronically (on CDs- 4 copies) and in hard copy(4 copies).

Make sure you have completed the Key Personnel Matrix outlined above and that Appendix items outlined above are attached to this submittal.
