Notes of the last meeting and matters arising

Mistake: minutes should read 3rd January 2017 (now corrected on website)

Carers strategy (HCC): editorial group from this LIG will be Ian Penfold and Rosemary Goodrich. If any parent/carer would like to be added to the list please contact Ian or Florence. Flo/Ian/Rosemary are also part of the main group.

Blue LIG finances: thank you to Geoff at Basingstoke Mencap for sorting the new account (with Ruth at Speakeasy). The new bank account is now ready and monies will be transferred shortly. It will save us some bank charges.

IPC “My Life My Way”: Leon and Marcia went to a meeting in Alton on the 3rd February. They discussed the model for people with complex needs. People are working together. They split into groups to see how the model was working now and how it should work in the future. They also discussed the Partnership board and wondered why children services are not part of it (there is currently no children’ partnership board). This will be discussed at our Hampshire LD Partnership Board in March.

Ian would like Alison Froude or Jo Hooper to come and update the LIG on this project (they can’t come in March so Flo has scheduled April meeting).

Fiona Biggs

We watched the video about mental health with service users, parents/carers and other people commenting on the service. This video has been shown at a GP training day in the North East Hampshire and Farnham (commissioned by NorthEastand Farnham CCG).

Report below:

  • Comments from the group about annual health checks:

-Figures for Basingstoke?

-Annual health checks should be done by the GP? Not just a nurse (saying this one parent said that the nurse who had checked her son was more useful than the doctor).

-Annual health checks 14+ for people with complex needs

  • Some of the actions for GPs in North East Hampshire and Farnham

-More needs to be done locally.

-GPs to check their annual health checks lists and increase appointment time for people with learning disabilities.

-Easy read information should be available.

Annual health checks information:

Poster attached for new events in North East Hampshire. These events have been sent to the LIG to publicise.

Proteus Theatre company – Sarah Brown

Email:

Proteus Theatre works with people with learning disabilities in conjunction with the Phoenix Theatre in Bordon. They have filled in gaps with provision when day services have closed.

Every Monday: disability “take over” day. About 40 people come

  • £5 session for morning dance
  • £5 session for afternoon art and theatre

They have now a waiting list for people to join the group but can signpost individuals to other services and leisure activities.

They work also with adults with mental health issues (social, visual stories).

They are based near the Fairfield school at the top of town.

They work also with Basingstoke Mencap “Fluid Motions” for drama and creative practice.

LD plan review

Ian, Marcia and Leon are on the working group.

  • What new promises would you like to be included in the Learning Disability Plan?

What new promises would you like to be included in the Learning Disability Plan?

We ought to ask the NHS to get GPs to give an annual health check to everyone with learning disabilities. How many surgeries do this?

Do GPs know how many people with learning disabilities are on their books?

Young people are not represented at our Board meeting. Maybe we need to add to a new promise.

Encourage GP’s to come to our LIG meetings. Each organisation to promise to send a rep.

Accountability - Ian said he would like the promises made to be measureable especially those by adult services given the budget cuts and reorganisations ongoing. He also wants the Police to promise to make reasonable adjustments for people with LD.

  • What would you like the Plan format to look like?

More easy read please.

A5 document so that people can take in their bag.

Bolder and bigger print, new pictures.

It would be good to have a quick summary of the promises.

Has the LD plan made a difference to your life? (Give examples)

Accommodation: is this really happening? The responsibility is the district council to provide accommodation but HCC is fixing this (not that it is their job!). Clear housing plans to provide housing please.

The transforming care programme (long stay hospitals) is creating a solution to a problem but it is taking a very long time.

Marcia said that it has made a difference to her when she goes to meetings. She is a lot more confident.

Leon said that his confidence has gone up since he has elected rep for this LIG.

Ian said that our LD plan is best practice.

Marcia likes the chapters.

Other things:

Dr Radhika Krishnan (So’ton diabetic eye screening service clinical lead) said that 45,000 patients access the So’ton/West Hampshire/North clinic for the above. However the provider is changing from 1st April. It will include Portsmouth and the north east part of the county too. Radhika would like to increase awareness of diabetes and access to the screening. She would like to come back another time and do a proper presentation. We said yes and to extend it to other LIGs too.

Diane said that there is a new hub in Fleet for carers. She will send Flo the details.

Laura said that Simon Cartland will come and talk to us next time about the Adult services restructure and phone numbers changes to the teams.
