County Finance Meeting

May 8, 2014 at 2:00 p.m.

Present: Vivian, Cairy, Vanderwal, Rogers, Flore, Nietling, Davis, Blevins, Mosher, McGee, Donnelly, Ransom, Starlin, Hancock, Ebels, Palmer, Judge Parsons, Lyle, Joe Verlin-Gambridge & Co.

Absent: Zuiderveen, Bridson and Hughston

Budget Review:

Equalization: Dale Mosher is requesting a $50 increase in Memberships and Dues.

Flore reminded the committee that the recommended Budgets will not reflect a wage increase for those employees that are currently in the unions until contracts are settled.

Prosecutors Office: Bill Donnelly expressed the need for the county to maintain the Assistant Prosecutor position.

He is asking for a 2% increase for his wages.

He would like an increase in his building rent as he pays his own utilities, taxes and insurance.

Flore reported that she has been approached by the Judges regarding witness fee budgets be placed in the Prosecutors budget versus each individual courts.

Starlin asked if the budget could have the employee wages split out instead of being under one General Ledger number.

District Court: Carol Palmer reported that she is asking for more money in Stationary & Supplies as she will need to order some stationary this year.

She also asked if the Witness fees can go into the Prosecutors budget.

Palmer reported that there is nothing scheduled at this time for the Trial Court Improvement Fund

Commission on Aging: Pam Blevins reported that she did her budget with the renewal amount only. She reported that additional grant money is to be received from MDOT and that donations are up.

MIPPA is a new line for the New Medicaid applications. She is asking for a 2% increase for all staff. She reported that currently she has more employees than contractors.

Probate-Family Court: Judge Parsons is asking that this committee take another look at the salaries of the Probate Register and Juvenile Officer. He is requesting that a wage study be done of other counties. For the Juvenile Officer, it is his understanding that other counties pay a salary and “on call” pay. The juvenile officer has to be on call 24/7, 365 days per year. He is asking that the wages go up to $45,000 with no call-in pay.

Parsons is asking that the Probate Register be equivalent with the Chief Deputies. That position runs the Probate office.

Child Care: Judge Parsons reported that this fund goes up and down over the years depending on the need in the county. He is going to request that we amend this year’s budget by $133,400. Go from $200,000 to $333,400. To be presented at the board meeting on Tuesday.

For next years budget he is requesting $350,000.

Building and Grounds: Jeff Lyle feels that the Water/Sewer line should be up to $8,000 for the next budget year.

Lyle also reported that he needs to do a mini split in the Health Department conference room for an Air Conditioner. He presented an estimate for a sprinkler system at the Health Department.

Lyle would like to see $4,000 in capital outlay for next year. Due to the fact that he will be acquiring an additional cost of $125 to $150 per sprinkler system to be inspected, Johnson Controls charges a minimum of $400 per call, and the roofs no longer have warranties.

County Treasurer: Barb Hancock reported on the following budgets: Treasurer Dept, Animal Control, Friend of the Court, Missaukee Lake Authority, Sapphire Lake Authority and the Housing program. She is requesting a 2% increase for herself, Union scale for her deputy and still needs to negotiate the Chief Deputy wage.

Flore reported on the Lake Level fund. She reported that some road work may need to be done by Wesco. An inspection of the drain will need to be done for this project and replacement if it does not meet the States standards.

Flore reported that the Governor did grant disaster relief for Missaukee County.

Energy Note: Flore reported that she kept this budget the same.

Soil Conservation and Recycling Center: Sherry Blaszak presented these two budgets. She is hoping that the USDA grant will come mid May.

3:30 PM Bridson now present

Carolyn Flore reported that MSU is asking for a 3% increase in their contract with the county.

Discussion was held on the Audit bids. Decision to be made at the board meeting of May 13, 2014.

William Donnelly Jr, Prosecutor, is requesting the CVR Advocate be taken from 2 days per week to full time. Vivian requested that he find out what the grant considers as full time hours.

Barb Hancock, County Treasurer reported on the Tax revolving fund. She requested that we go back to transferring interest only once each year. To be presented at the next board meeting.

Barb Hancock County Treasurer will be presenting the annual report on the property foreclosures at the next board meeting.

Discussion was held regarding a lease agreement with Chemical Bank. Motion to be presented at Board meeting that we would like to continue with negotiations.

Carolyn Flore, Administrator reported that she needs to make budget amendments in Snowplowing and Child care.
