Minutes – September 11, 2000
I. PLEDGE OF ALLEGIANCE, CALL TO ORDER, AND ROLL CALL
The duly advertised Lancaster Township Board of Supervisors’ meeting was held on September 11, 2000 in the Township Building at 1240 Maple Avenue, Lancaster, PA. Chair Anthony J. Allen called the meeting to order at 7:00 p.m. Vice Chair Michael F. Pickard and Treasurer Helen S. Adams were also present. Others in attendance included Township management staff and interested parties. Allegiance to the Flag was pledged.
II. PUBLIC COMMENT ON AGENDA ITEMS
There were none
III. SECRETARY’S REPORT
The minutes of the August 14, 2000 Board of Supervisors’ meeting were approved by general consent.
IV. TREASURER’S REPORT
Treasurer Adams presented the Treasurer's Report showing the following amounts as of July 31, 2000:
General Fund $ 613,034.13
Parks and Open Space Fund 5,235.66
Capital Reserve Fund 1,034,379.21
Highway Aid Fund 442,826.66
TOTAL $ 2,095,475.66
Mr. Allen stated the Treasurer's Report would be filed for audit.
V. PAYMENT OF BILLS
On a motion by Mrs. Adams, seconded by Mr. Pickard, the Board approved the payment of bills:
General Fund $ 147,197.80
Park and Open Space Fund .233.79
Capital Reserve Fund 81,528.51
Highway Aid Fund 242.54
TOTAL $ 229,202.64
VI. REPORTS
A. Lafayette Fire Company: There was no report available.
B. Lancaster Township Fire Department Report: Mr. Thomas Schaller, Deputy Chief of the Lancaster Township Fire Department, reported 40 emergency calls for the month of August, for a year-to-date total of 319. Mr. Schaller announced Fund Drive 2000 will begin in two weeks.
C. Police, Sewer, and Subsidiary Reports: These reports are available for public inspection before and after this meeting as well as during regular business hours.
D. Recycling Report: The August recycling report was not available.
E. Lancaster County Tax Collection Bureau Audit Ending April 30, 2000
The above mentioned audit has been received and is available for review.
Officer Neimer was introduced and available for questions.
VII. ANNOUNCEMENTS
A. Community Get-Together
A Community Get-Together will be held September 25, 2000 for the East End neighborhoods at Community Hospital of Lancaster, 1100 E. Orange St., at 7:00PM.
B. Community Day
Lancaster Township Community Day will be held September 16, 11:00AM to 4:00PM. Everyone is invited for a fun-filled family day.
The Lancaster Township Supervisors are committed to the goals
as established by the adoption of the Strategic Comprehensive Plan
and the following actions are consistent with the directives of that document
VIII. OLD BUSINESS
A. Ordinance No. 2000-04
Mr. Pickard moved, Mrs. Adams seconded, and there was unanimous approval of the above-mentioned ordinance that recognizes the authority of fire companies to seek reimbursement for services. Mrs. Adams explained the fire company will not bill individuals but rather insurance carriers will be billed for auto accidents/fires and hazardous materials abatement.
IX. PLANNING/ZONING BUSINESS
A. LTPC 162# - Quarry Ridge
Mrs. Adams moved, Mr. Pickard seconded, and the Board unanimously approved the Lancaster Township Planning Commission’s recommendation to grant conditional final plan approval.
X. NEW BUSINESS
A. Resolution No. 2000-15
Mr. Pickard moved, Mrs. Adams seconded, and the Board unanimously approved the above mentioned resolution accepting the minimum municipal obligation for the Lancaster Township Pension Plan. It was explained this resolution simply authorizes payment of the bill due in 2001.
B. The Castle Roller Skating, Inc.
Mrs. Adams moved, Mr. Pickard seconded, and the Board unanimously approved an all-night skate on Saturday, October 28, 2000.
C. Bid Award
Mrs. Adams moved, Mr. Pickard seconded, and the board unanimously awarded a bid for the Elwood/Spencer Storm Water Sewer System Improvements to Flyway Construction in the amount of $64,500.
XI. GUEST RECOGNITION AND PARTICIPATION
Ray Bricker, Abbeyville Road, reported extremely high weeds growing in the right-of-way at the intersection of Millersville Pike and Charles Road.Thomas Schaller, Atkins Avenue, asked why there is a painted line down the middle of Atkins. It was never removed when the street changed to one way. The Public Works Department will remove it. Robert Weaver, South Conestoga Drive, asked about plans for aligning North and South Conestoga Drives. The Board reminded those gathered that they had denied a request for a Sheetz Market that included alignment of this intersection. At this point there are no plans for alignment. Mr. Weaver stated the residents of South Conestoga Drive do not want to see an aligned intersection; they are extremely happy with the current improvements. Walter Lorenz, Parkside Avenue, commented that flooding in his area is getting worse with each storm. He noted Community Hospital is not doing the street cleaning they agreed to do resulting in a considerable accumulation of trash. The Township will remind the hospital of its agreement to keep the street clean in order to avoid posting of no parking notices on street cleaning days. Charles Collom, Wilson Drive, inquired if the County Fire Convention went well and asked about the status of the Maple Grove Mill. He was told that he fire convention went very well and that there has been $5,000 spent so far on stabilization and general cleanup of the mill. The Township is pursuing all avenues including grants, assistance from private foundations, and still seeking an owner. Eighteen thousand dollars has been allocated for an architectural feasibility study. The Board’s first preference is to see the property restored. 
XII. ADJOURNMENT
The next Board of Supervisors’ meeting is scheduled for October 9, 2000.
