1.Welcome and apologies for absence

  • All were welcomed to the meeting, especially new membersPA and SOF. Introductions were given.
  • Apologies were read out.

3.Notification of any other business

  • There were two additional notifications of any other business:
  • General Optical Council tender from AJ and MBu; and
  • Certificate of Visual Impairment from MBr.

4.Minutes of the last meeting, 5 July 2017

  • The minutes were approved.

5.Matters arising

  • 30 November 2016
  • Factsheets, Item 5(b)2– DG to provide details of the Royal College of Nursing (RCN) endorsing the factsheets for MBr to complete. [Post meeting note: DG supplied details – Email to request information / MBr to contact RCN to get factsheets endorsed by them. This is in progress as it is now with the RCN to approve which will take some time.
  • Plans for presence at 2016/17 events, Item 8.3– PU to contact Julie Winter, NHS England about their tool including The Royal College of Ophthalmologists quality standards. This is pending.
  • 5 July 2017
  • Plans for presence at 2016/17 events, Item 8.2(c): –JR to inform all as soon as theme [for RCGP conference] confirmed in first week of October 2017 so we can link in with the theme. This is pending announcement of theme.
  • AOB/CQC, Item 16.2(b) – Working Group to be set up with AJ, JR, PL and PH to look at what standards currently exist for care services claiming they are vision experts. [01/11/17 Domiciliary Eye Care Committee are updating their standards which can be a starting point to adapt the standards along with the Scottish standards.] This is on hold until January 2018 pending a review by TPT and PH’s new manager starting.
  • (2) 01/11/17JN offered to send the working group information about standards from Scotland.
  • (3) 01/11/17 JN offered to link up Dave Watkin, Visibly Better with the working group.
  • Design Council Spark project (b) Pitching – how to and to whom
  • Item 6(b).1– PU and GJ to draft specification for funders. This is pending. See item 10 below.
  • Item 6(b).2– PU to meet with VIDA and ask them for ideas about a product. This is complete. Phones were most important for people with dementia.Item now closed.
  • Item 6(b).3 – PU to speak to Keith Valentine, Deputy CEO and Phil Ambler, Research and Policy Director at TPT about funding this project. This is on hold. See item 10 below.
  • Work plan
  • Item 11.2 – PU and MBr to summarise key points from minutes for newsletter. On hold until summer 2018. See item 11 below.
  • Item 11.3 – MBr to request Dementia & Sight Loss subscribers to provide document or link to an article about Charles Bonnet syndrome, PCA or an important topic. On hold until summer 2018. See item 11 below.
  • All other matters arising were complete or covered on the agenda.

6.‘Created Out of Mind’ project update (SC)

  • SC to provide report when present.
  • PU requested everyone to help publicise the project. TK to ask SC to send brief update which committee members can circulate to their network.[Post meeting note: For updates subscribe to newsletter - to ‘Subscribe’ section at the bottom of the page.]

7.GP annual conference 2018 (PU)

  • The GP annual conference theme is usually announced during the first week in October but there has been a delay with the announcement this year.
  • To be discussed at the next meeting.

7.1TK:Add agenda item to January’s agenda for GP annual conference 2018.

8.Scotland’s Dementia Eye Care Pathway – networking to share findings and to learn about different experiences (JN / PA)

  • PA informed having a stand alone dementia eye care pathway would not work as it would be too fragmented. Instead it would be better to infiltrate the current eye care pathway. The key is ensuring everyone has an eye test.
  • SOF informed memory clinics need to be accredited by Memory Services National Accreditation Programme (MSNAP) who apply The Royal College of Psychiatrists College Centre for Quality Improvement (CCQI) approach in improving local service improvement for their memory services. SOF agreed to check whether MSNAP covers the devolved nations.
  • It was suggested CCQI should be sent information on The College of Optometrist’s Prevalence of Visual Impairment in Dementia (PrOVIDe) project. SOF agreed to send the information CCQI on behalf of the committee.
  • JN informed Agnes Houston MBE at The Dementia Engagement and Empowerment Project (DEEP) is working on creating a sensory pathway for dementia.
  • JN is involved in a working group involving Alzheimer Scotland and the Scottish government. She attended an optometry conference in Edinburgh. JN is also working with optometrists on what good looks like and how a person with dementia accesses eye care as well as looking at how to make eye care pathway smoother. Also a proposal is being written for a dementia strategy with GPs and optometrists for which a test site will be set up.
  • It was highlighted that Wales is dementia friendly and it would be useful to have a representative from Wales on the committee. MBr offered to contact David O’Sullivan, Chief Optometric Advisor to the Welsh Government to see if he can recommend someone to join the committee.

9.Dementia conference at Wellcome Collection/UCL, 2018 (PU/MBr)

  • PU informed SebCrutch emailed suggesting holding the conference on 22 June 2018 at the Wellcome Trust. This has been booked for a whole day.
  • This date coincides with the Posterior Cortical Atrophy (PCA) Support Group meeting. Meetings are usually held 11:00 – 14:00 so they can be invited to the conference.
  • The capacity is 150 places but as there are 50 – 60 PCA Support Group members which means we would have 100 available places.
  • Created Out of Mind will pay for the facilities at a discount price. Therefore we cannot charge a fee for delegates.
  • All the above points were agreed on by everyone.
  • The following was also agreed on:
  • Message – to raise awareness of dementia and sight loss by recognition of these conditions.
  • Target audience – professionals (rehabilitation officers, medics in geriatric care, memory clinics, GPs, optometrists, ophthalmologists, dispensing opticians, nurses in mental health, community matrons, occupational therapists) and commissioners from Care Quality Commission.
  • PU offered to speak to Seb to feedback on what has been agreed on today.
  • The next step is to create a draft programme by the next meeting in January 2018 which PU, MBr and SC will do. This will be circulated to everyone to see how they can contribute. Suggestions included:
  • Charles Bonnet Syndrome
  • Dr Keir Young, Research Associate, Dementia Research Centre, UCL who spoke at the previous Dementia Conference at Sight Village 2016
  • PCA Support Group
  • PrOVIDe project, The College of Optometrists
  • Role of ocular problems – minimal cognitive impairment
  • At the next meeting we will need to discuss promotion of the conference and budgets.

10.Design Council Spark project update (PU)

  • PU informed the project is currently on hold due to other commitments unless someone is willing to take over the project which he would still be involved in.
  • It was agreed to ask Gemma Jolly if she is interested in taking on the project.

11.Work plan (All)

  • The work plan was discussed and the following agreed:
  • Item 1, Consolidate committee by inviting new members of key organisations – Wales representative to be invited.
  • Item 3, Maintain overview of relevant research – PA to follow up with colleague on Cataract for Life.
  • Item 4, Six-monthly newsletter to DaSLC members – on hold until summer 2018 due to data cleanse of mailing list as a result of move from VISION 2020 UK to Vision UK.
  • Item 6, Research and create list of conferences including hearing loss sector for 2017 – All to inform MBr of events to be put on website.
  • Item 8, Create postcards to encourage people with dementia to have eye tests. MBr to circulate postcard to all. Output to be added to include getting onto the GP list. PA informed he is putting together information to be given at the point of diagnosis.
  • Item 9, CQC standards is currently on hold until January due to this work being under review by TPT and PH’s new manager commencing.
  • Item 10, Produce article for Journal of Dementia Care is complete. TK to send PA and SOF a copy of the article which must not be forwarded to anyone else as the journal is not open access.
  • Item Event 2, Webinar with Dementia Action Alliance is complete.

12.Any other business (All)

12.1Vision UK / Committees (PU)

  • PU informed due to the completion of his term and other commitments, he will be stepping down as Chair after the meeting in January 2018. MBr nominated RG as Chair which was approved by all.

12.2General Optical Council tender (AJ / MBu)

  • AJ informed (GOC) have advertised a tender for research into the experience of providing and receiving domiciliary eye care services. The research will inform GOC’s strategic review as well as provide a better understanding of the patient/carer’s experience and risks involved. The closing date for bids is Friday 1 December. MBr agreed to re-circulate the tender so everyone can help to publicise it. AJ / MBuagreed to update on progress.
  • PA informed Dementias and Neurodegenerative Diseases Research Network (DeNDRoN) assisted with The College of Optometrists Prevalence of Visual Impairment in Dementia (PrOVIDe) Study and they may be able to assist with this research. PA also offered to circulate the standards to everyone.

12.3Certificate of Visual Impairment (CVI) (MBr)

  • MBr informed the CVI has been updated with tick boxes for people with dementia and learning disabilities.
  • Currently, the Department of Health collect data on the CVI but they do not have funding to correlate this extra information. However, MBr is involved in discussions with Miss Parul Desai, Consultant in Ophthalmology and Public Health at Moorfield’s Eye Hospital and Chair of the Vision UK Ophthalmic Public Health Committee along with Donna O’Brien Public Affairs Officer at SeeAbility. MBr agreed to keep everyone updated.
  • RG pointed out there is also a Veterans tick box which BVUK are looking to get useful data from.
  • It was agreed this item should be added to the work plan.

12.4NICE Dementia Guidelines (PU)

  • PU informed a draft of the NICE Dementia Guidelines will be released in January 2018 which everyone should look out for and respond to.
