The Windsor Locks Housing Authority met in Regular Meeting Monday, October 7, 2013 at 120/124Southwest Avenue, Windsor Locks, CT, 06096 at 7:00 P.M., the date, time and place duly established for the holding of such meeting. The meeting was called to order at 6:30 P.M. by William Hamilton, Chairman.

ROLL CALL

The following were present: William Hamilton, Chairman; Carl Philbrick, Commissioner; Joyce Welch, Tenant Commissioner; and Jaimie Mantie, Executive Director.

ABSENT

John Ferrari, Vice-Chairman, Commissioner; and Jennise Matyskiela, Tenant Commissioner.

MINUTES

Carl Philbrick, Commissioner, made a motion to approve the minutes of the Monday, September 9, 2013 Meeting, seconded by William Hamilton, Chairman; to approve the minutes as mailed, said minutes were approved. Joyce Welch, Tenant Commissioner abstained.

PUBLIC INPUT

·  Judi Kuras, 11 Grove St. Apt. C206, Windsor Locks, CT 06096 asked about the Tenant Commissioner position, its purpose and responsibilities. She reported about residents making negative comments and parking issues.

·  Joyce Welch, Tenant Commissioner stated residents make negative comments about other residents. She also reported on residents feeding animals especially raccoons.

·  Carole Bennett, 13 Grove St. Apt. B201, Windsor Locks, CT 06096 stated she has heard the negative comments and called it “senior citizen bullying”. She also talked about parking issues, and problems with a tenant watching her, making her feel like she is being stalked.

·  Gabriel Teixeira, 11 Grove St. Apt. C302, Windsor Locks, CT, 06096 commented on the negative comments residents are making. Asked about loud noises coming from the elevator. Reported on a drug problem across the street at 24 Grove Street, the police were called but he felt they did not investigate the issue. He stated he installed pictures in the halls and lobby areas and several days later they were all missing. He found them in a stairwell. Also, a bulletin board has been tampered with.

·  Carole Bennett, 13 Grove St. Apt. B201, Windsor Locks, CT, 06096 reported there was a loud noise on a Sunday morning coming from the building. A lot of residents are slamming their doors. There is a pink wooden stick missing that is used for securing the hallway windows.

UNFINISHED BUSINESS

·  William Hamilton, Chairman asked about the Open Board Commissioner Position. Jaimie Mantie, Executive Director stated she has talked with Jean Glazier. Ms. Mantie will send a letter stating there is a vacancy to Neal Cunningham.

NEW BUSINESS

·  Financial Reports. Jaimie Mantie, Executive Director stated she is working with the accountant to update the reports for the board. She went over the report: the over-run is for advance payments of rent for the office, $18,000-6 months of advance payments. There is an unexpected replacement of camera equipment for $3,000-the system that does recording at Southwest Ave. for the main door; it overlooks the doorbells and fire alarms. Also, the over-run in section 8 is for HAP payments, amount is expected to keep lowering due to restructure of program cost. Section 8 has to follow certain guidelines. Residents who live in public housing are required to do 8 hours of community service each month, exceptions are handicapped and students. Section 8 renewals of rental payments are changing, the housing authority will pay less and residents will pay more.

·  Snow Equipment. Jaimie Mantie, Executive Director reported because of the section 8 cuts, she cannot replace the tractor. When the 2013 capital funds are rewarded and she can use those funds; but needs to document the need for the tractor before using HUD’s funds.

·  CL&P Energy Efficiency Upgrades. Jaimie Mantie, Executive Director reported she has applied for a grant, and was awarded an energy efficiency upgrade. They will replace: exterior lights, flood lights, building lights, using CFL lights and fixtures, in all hallways, bathrooms, kitchens, dining, and living rooms.

·  HUD Home Energy Solutions. Ms. Mantie stated it is incentives for housing.

·  HUD & US Dept. of Energy Leadership Challenge. Ms. Mantie, Executive Director reported she was contacted a week ago and asked to be a guinea pig for the Presidents Climate Action Plan. We will be given first priority if energy plan savings are achieved.

·  Linda Cray, 124 Southwest Ave. Apt. S23, Windsor Locks, CT, 06096 asked about the deadline for the Southwest Ave. project. Ms. Mantie stated it should be about 4 weeks to finish the sidewalks, striping and paving.

·  Judi Kuras, 11 Grove St. Apt. C206, Windsor Locks, CT, 06096 asked why the bushes were removed. Ms. Mantie stated because of regulations on size, covering windows and distance from buildings, they were dug out and drainage problems will be addressed.

·  Gabriel Teixeira, 11 Grove St. Apt. C302, Windsor Locks, CT, 06096 reported a light above an exterior door at building B near the buzzer panel does not work.

·  William Hamilton, Chairman asked about the light for the flag pole at Grove St. Ms. Mantie stated it is a solar light because of no electricity, she will have maintenance have a look at it.

There being no further business to come before the meeting, upon a motion by Carl Philbrick, Commissioner; and seconded by William Hamilton, Chairman; the meeting was adjourned at 8:00 P.M.
