MINUTES OF THE WENTLOOGE COMMUNITY COUNCIL MEETING - 19th January 2016 19.15hrs

1.0  CHAIRMAN

The Chairman declared the meeting open at 19.30 hrs

2.0  The minutes of the December meeting were approved and signed off by the Chair.

3.0  POLICE ISSUES

BM stated that the Police have advised the travellers to put lockable gates to prevent fly-tipping in Blue House Lane.

BM has sent a personal letter of complaint to Insp. Muirhead regarding a formal complaint that the Police had received from travellers against him about what they mistakenly thought were CCTV cameras on his property.

Speed watch will go live again as soon as the equipment has been repaired and will also extend to the St Brides area.

4.0  MATTERS ARISING

1.  Play area at St Brides Village Hall: Trustee issue: Motion was put forward – Do councillors who represent the St Brides area act as trustees for St Brides Village Hall - Yes Motion carried.

ACTION: Clerk to inform OVW

2.  WiFi: WiFi in the village halls could attract other groups etc to hire the village hall. Grant may be available for WiFi.

ACTION: RD to look into WiFi and also to speak to Geoff Newton about solar panels from EGNIDA

3.  Queen’s 90th Birthday - 21st April 2016: BM proposed a tea party in both village hall to celebrate the Queen’s birthday and to be funded by WCC

ACTION: All councillors to ask around in the community and gauge interest and bring ideas to next meeting.

4.  ACTION: Clerk to B/F to February meeting

Velothon - 22nd May 2016: Carys Jones from Run4Wales has asked to come along to one of our meetings to provide information on Velothon in the areas most affected.

ACTION: Clerk to email Carys and an invite to February meeting

5.0  ENFORCEMENTS / PLANNING APPICATIONS

Neil Gunther of Newport has sent an up-to-date spreadsheet which was circulated and discussed. All current planning applications are available to view on the Newport CC website.

6.0 MATTERS OF INTEREST

  1. Horses on the Common: Jonathan Prangley (Horse Welfare Officer ) has visited the area and no horses were on the Common at that time.

ACTION: TS will telephone Jonathan Prangley for update.

7.0 ENVIRONMENTAL ISSUES

BM attended a NRW meeting at Pye Corner on Monday 18th January. It is now possible to apply for clearing of reens outside the village boundary. NRW have been given substantial sum of money for upkeep of the levels from a scheme called ‘Living Levels’. NRW will also be tackling the fly-tipping in the area.

2.  JF progressing Bank signatories issue- the bank require the signature of Cathy & Lee before they can finalise. Change of address form for bank statements completed. Julie is trying to get several copy bank statement for 2015/16 as originals have been destroyed.

3.  Following item 9.2 on December minutes vote was taken at this meeting to submit precept with no change. Proposed by TS and seconded by JT. Vote carried.

5.  BM has sent out draft budget for 2016/17 to council members.

10.0  FEEDBACK – MEETINGS ATTENDED BY COMMUNITY COUNCILLORS

1.  BM attended Natural Resources Wales meeting 18th January

2.  JF & BM attending One Voice Wales meeting 21st January

ACTION: Clerk to email list of 2016 WCC meeting to BM for them to be laminated and placed in the village notice boards.

·  RE Marshfield School catchment area issue - any response from LEA: the following response was received. The School Admissions Manager will shortly be issuing the consultation on Admission Arrangements for September 2017. Within this consultation there are no proposals relating to changes to existing school catchment areas.

·  There is a scheme called ‘Improve Life in Rural Wales’ whereby funding / grants are available for:

·  State of the roads and potholes on B4239 – these may be filled in prior to Velothon

·  Water flooding over the road – BM suggested ‘Fix My Street’ and report it on the website

·  Three piece suite in Hawse Lane – BM has already reported it.

·  Review of Ethical Standards document from Gareth Price – we need to respond. ACTION: Clerk to send original email to BM & RD.

·  RD proposed BM as the Responsible Finance Office and JF seconded it.

John Turner

·  The state of the road leading to St Bridget’s church (Church Rd)

ACTION; Clerk to write to Highways Dept asking them to re-assess the road in view of all the new development.
