Video Conference Meeting was held on 20.06.2017 with State Government on the Status of progress of Soil Health Card Schemeunder the Chairpersonship of JS (INM). The discussions were made with one by one State Government Officials through Video-conferencing.

The States ofAndhra Pradesh,Karnataka, Kerala, Tamil Nadu, Telangana,Gujarat, Madhya Pradesh,Maharashtra,Rajasthan,Chhattisgarh,Haryana, Punjab,Uttarakhand,Uttar Pradesh,Himachal Pradesh,Jammu & Kashmir, Bihar, Jharkhand, Odisha, West Bengal,Assam, Manipur and Mizoramhas given the feedback on the progress of Soil Health Card Schemein the State.The state-wise points discussed/feedback isgiven below:

2. / Karnataka / The state hascompleted the Cycle-I and started Cycle-II. The state has Collected 14.60% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
3. / Kerala / The state hascompleted the Cycle-I and the state has notstarted the collection of soil sample for Cycle-II (2017-18 & 2018-19).
4. / Tamil Nadu / The state hascompleted the Cycle-I and started Cycle-II. The state has Collected 52.69% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
5. / Telangana / The state hascompleted the Cycle-I and started Cycle-II. The state has Collected 42.27% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
II.WEST ZONE
6. / Gujarat / State has completed 68.68% printing and 68.68% distribution of SHCs for Cycle-I (2015-16 & 2016-17) and started Cycle-II. The state have Collected 42.56% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
7. / Madhya Pradesh / The state hascompleted the Cycle-I and started Cycle-II. The state has Collected 18.07% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
8. / Maharashtra / The state hascompleted the Cycle-I and started Cycle-II. The state has Collected 39.17% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
9. / Rajasthan / State has completed 68.36% printing and 64.25% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and started Cycle-II. The state has Collected 25.65% Soil Sample for Cycle-II (2017-18 & 2018-19) till date. Tender was called for printing and distribution of SHC, against which court case has been filed. Now the state government will go for outsourcing.
10. / Chhattisgarh / The state hascompleted the Cycle-I and started Cycle-II. The state have Collected 43.83% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
11. / Goa / Based on e-mail state has completed 81.49% printing and 81.49% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and started Cycle-II. The state has Collected 22.92% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
III. NORTH ZONE
12. / Haryana / State has completed 57.73% printing and 32.63% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and started Cycle-II. The state has Collected 29.22% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
13. / Punjab / State has completed 16.10% printing and 16.10% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date.Tender to open on 24th June for printing and distribution of SHC. Cycle-I to conclude by September/October 2017.The state has not started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
14. / Uttarakhand / The state hascompleted the Cycle-I and started Cycle-II. The state has Collected 14.91% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
15. / Uttar Pradesh / State has completed 40.38% printing and 40.38% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and started Cycle-II. The state has Collected 16.67% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
16. / Himachal Pradesh / The state hascompleted the Cycle-I and started Cycle-II. The state has Collected 58.65% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
17. / Jammu & Kashmir / State has completed 55.91% printing and 27.35% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and the state has not started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
IV. EAST ZONE
18. / Bihar / State has completed 57.75% printing and 57.75% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and started Cycle-II. The state has Collected 19.75% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
19. / Jharkhand / The state are trying tocomplete the Cycle-I (2015-16 & 2016-17) target of printing & distribution of SHCs and started Cycle-II. The state has Collected 74.26% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
20. / Odisha / The state are trying tocomplete the Cycle-I (2015-16 & 2016-17) target of printing & distribution of SHCs and started Cycle-II. The state has Collected 6.05% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
21. / West Bengal / The state are trying tocomplete the Cycle-I (2015-16 & 2016-17) target of printing & distribution of SHCs and started Cycle-II. The state has Collected 27.99% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
V. NORTH EAST ZONE
22. / Arunachal Pradesh / Based on e-mail state has completed 12.37% printing and 8.52% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and the state has not started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
23. / Assam / State has completed 10.92% printing and 10.05% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and the state has not started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
24. / Manipur / State has completed 5.17% printing and 4.67% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and the state has not started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
25. / Meghalaya / Based on e-mail the state hascompleted the Cycle-I and started Cycle-II. The state has Collected 29.54% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
26. / Mizoram / State has completed 68.55% printing and 68.55% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and started Cycle-II. The state has Collected 7.11% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
27. / Nagaland / Based on e-mail the state hascompleted the Cycle-I. The state has not started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
28. / Sikkim / Based on e-mail the state hascompleted the Cycle-I. The state has not started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
29. / Tripura / Based on e-mail the state hascompleted the Cycle-I and started Cycle-II. The state has Collected 19.94% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
VI. Union Territories
30. / Andaman & Nicobar / Based on e-mail state has completed 27.35% printing and 24.59% distribution of SHCs for Cycle-I (2015-16 & 2016-17) till date and the state has not started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
31. / Dadar Nagar & Haveli / State has neither completed printing and distribution of SHCs for Cycle-I (2015-16 & 2016-17) nor started the collection of soil sample for Cycle-II (2017-18 & 2018-19).
32. / Puducherry / Based on e-mail the state hascompleted the Cycle-I and started Cycle-II. The state has Collected 78.75% Soil Sample for Cycle-II (2017-18 & 2018-19) till date.
34. / Chandigarh / State has neither completed printing and distribution of SHCs for Cycle-I (2015-16 & 2016-17) nor started the collection of soil sample for Cycle-II (2017-18 & 2018-19).

While concluding the meeting, the Chairperson stated that:

(i)NIC has done grid numbering for each village and forwarded data to states. Farmers have to remember the grid number to get their SHC. The states can super impose the grid on cadastral maps like Karnataka and also request Karnataka for mobile app. Lat-long to be taken at middle point of every grid. For any query, the states may write in help line.

(ii)NIC to complete all entries/make correction. For entering missing village, edit option may be given to Administrator. Maharashtra to give missing villages list to NIC.

(iii)State Governments to look at GFR especially for N-recommendation being given on higher side and give a written confirmation that GFRs have been re-examined. States to provide GFRs for Horticulture crops and organic crops.
