MINUTES OF THE TRAFFIC ADVISORY COMMITTEE MEETING

April 25, 2016

CALL TO ORDER AND ROLL CALL

Chairman Rob Piscia called the regular meeting of the Traffic Advisory Committee to order on Monday, April 25, 2016 at 10:00 a.m..

In attendance were Chairman Rob Piscia,Administrator Jerry Ducay,Police Chief John Burica, Public Works Superintendent Terry Kestel, Community Development Director Jeff Cook,Utilitites Director Tony Minette, Building Supervisor Adam Nielsen; Frankfort residents Patricia Tighe, Janice Jansky, Summer Johnston and Tom Cooper.

APPROVAL OF THE MINUTES (March 22, 2016)

John Burica made a motion (#1), seconded by Terry Kestel, to approve the minutes of the Traffic Advisory Committee meetingofMarch 22, 2016. The motion to approve the minutes was unanimously approved with Chair Rob Piscia abstaining.

TRAFFIC SIGNAGE REQUESTS

  1. MCDONALD LANE – NO PARKING SIGN

Chair Rob Piscia opened the discussion regarding a request by several residents living on McDonald Lane who believe that it is necessary to post “No Parking – This side” due to life safety issues. Chair Piscia introduced resident Patricia Tighe, Janice Jansky and Tom Cooper who were present in support of such signage. The residents advised that McDonald Lane is a dead-end street and is narrow which they believe presents a problem when there are cars parked along the roadway edge. They further explained that this issue could make it difficult for emergency vehicles to gain access. Those residents requested that the entire length of the south side of McDonald Lane be posted “No Parking – This side”.

Following the discussion, Chair Piscia made a motion (#2), seconded by Terry Kestel, to recommend to the Departmental Operations Committee the posting of “No Parking – This side” along the south side of McDonald Lane. This motion was unanimously approved with the caveat that the other residents be notified in order to comment on whether a sign should be posted. Chair Piscia will send a letter to the residents for feedback. If no feedback is received, this recommendation will be forwarded to committee.

  1. NEBRASKA STREET AND LUTHER LANE – STOP SIGN

Resident Summer Johnston addressed the Committee regarding neighborhood concerns about pedestrian safety near Indian Boundary Park on Nebraska Street. Mrs. Johnston advised that Indian Boundary Park is heavily used from April to October with various sports activities. Participants’ parents’ park all along the adjacent streets and walk across Nebraska Street, crossing at various locations, to access the park property. Mrs. Johnston states that her and her neighbors are concerned about pedestrian safety and are requesting the installation of a stop sign at the intersection of Nebraska Street at Luther Lane.

After Mrs. Johnston’s presentation, the Committee discussed the various issues with installing stop signs. Following the discussion, the Committee agreed to the following steps: The Police Department would monitor both speed and visibility issues during peak times of park use. The Police Department would also research the possibility of changing the area to a ‘Park Speed Zone’ similar to a ‘School Speed Zone’to reduce the speed limit to 20 mph during park use.

After the research, this item will be re-addressed to verify the warrants of a stop sign.

  1. BOWEN STREET: SLOW - CHILDREN PLAYING SIGN

Building Supervisor Nielsen told the Committee that he had received an email from a resident, Nick Schalmo, who lives at 31 E. Bowen, requesting the installation of a “Slow – Children Playing” sign on East Bowen. There was concern by Committee members that no special circumstances existed in this area that would warrant such a sign.

After discussion, a motion (#3) was made by Adam Nielsen, seconded by Tony Minette to install a “Slow – Children Playing” sign on East Bowen. The motion was defeated 4 votes to 2. Mr. Nielsen will notify the resident of the outcome of the Committee’s vote.

  1. CARDINAL LAKE – NO PARKING THIS SIDE

Administrator Ducay advised the Committee that he received an email from a resident, Michael Hudziak, regarding the issue of vehicles parked along the pond near the Cardinal Lake subdivision along 108th Avenue. Mr. Hudziak email indicated that there are no curbs adjacent to the pond and fishermen are regularly parking there causing damage to the shoulder. Public Works Superintendent Kestel verified that he too had observed the damage.

Following the discussion, a motion (#4) was made by Chief Burica, seconded by Terry Kestel to post the west side of 108th Avenue from the Pioneer Trail to Cardinal Lake Drive as “NO Parking – This side”. The motion was unanimously approved.

OTHER BUSINESS

  1. Visibility on White Street at McDonald Lane

A resident, Patricia Tighe from 41 McDonald Lane asked the Committee to look at the sight lines at the intersection of White Street and McDonald Lane. Mrs. Tighe stated the area was formally stripped as a ‘No Parking’ area. Mrs. Tighe is requesting the re-stripping of White Street at McDonald Lane as ‘No Parking’ due to slight line issues.

Following to Mrs. Tighe’s comments, Superintendent Kestel advised that this area should have remained “No Parking”. Mr. Kestel stated he would have the area re-stripped.

  1. Locust Street and Colorado Avenue – Northbound Right Turning Lane

Superintendent Kestel updated the Committee about the request for the installation of right turn lane on northbound Locust Street at Colorado Avenue. Mr. Kestel provided a memo from Robinson Engineering advising that the approximate cost for the right turn lane installation would be $60,000. This project was not included in the 16/17 fiscal year budget.

Administrator Ducay instructed Mr. Kestel to prepare supporting documents to bring this item to a Village Board Committee.

Hearing no further business, John Burica made a motion (#5), seconded byTony Minette,to adjourn the Traffic Advisory Committee meeting of April 25, 2016at 10:55A.M. The motion was unanimously approved.
