Minutes of the Standard 762 Working Group conference call on July 8, 2003 at 10:00 AM (EST)

- PES General Meeting in Toronto July 13-17, 2003
The Working Group discussed the materials needed for the Working Group presentation to the IEEE RRPA Subcommittee. The presentation will list the activities of the Working Group to date. There is also a need to get a revised draft version of the Standard to the RRPA Subcommittee in preparation for balloting. Murty Bhavaraju will make the presentation on July 15th to the Subcommittee on behalf of the Working Group.
- The members reviewed the matrix of Working Group activities and assignments. The revised matrix is attached.
- The Working Group discussed the letter prepared by Mike Curley that was sent from the Working Group to the NERC Planning Committee to recommend that all RS events be reported to NERC GADS. The letter currently recommends that NERC consider requiring that generating units report all Reserve Shutdown events in order to facilitate a more accurate determination of EFORd. The members discussed the methodology that Mike Curley used to determine or estimate the impact on EFORd and any other appropriate performance statistics with and without the RS data being reported. The Group decided to request that Mike clarify the details for the calculations for those units that do not report detailed event data.
The members also recommended that all event types be reported to NERC GADS; thereby, eliminating all reporting exclusions. The purpose for the recommendation is to improve the accuracy of all calculated and reported statistics for all generating units types.
- The members also discussed the derated adjusted unit unavailability index (DAUFOP). DAUFOP is developed by Ontario Hydro in 1982 and is used internally by some Canadian utilities. The members recommended that Murty include DAUFOP along with the EFORd in the draft Standard.
- Commercial Availability
Bob Richwine has been requested to prepare a write-up on commercial availability for consideration by the Working Group at a future teleconference meeting – Ron Fluegge will contact both Mike Curley and Bob Richwine regarding Bob’s participation in the next conference call. Commercial availability is a logical extension of EFORd and should be considered for inclusion in the draft Standard. Bob will be publishing a paper on the subject as a part of the World Energy Council’s Performance of Generating Plant Committee’s Case Study of the Month for June 2003. The paper can be found at
