Key Information

Visits consisted of two working parts. In the first part, a member of the project team made ​​a presentation of basic items of the tender, and then the representatives of the bidders were reminded of the following key dates related to the tender dossier.

Deadline for request for any clarifications from the Contracting Authority is 10th September 2012; Last date on which clarifications are issued by the Contracting Authority is 15th September 2012; Deadline for submission of tenders is 28th September 2012 at 10:00 a.m. in the premises of the Municipality of Niksic; Tender opening session is on 28th September 2012 at 11:00 a.m in the premises of the Municipality of Niksic.

The second part of the site visit entailed a tour of the pump station Duklo, where reconstruction will be done.

RESPONSES TO TENDERERS'QUESTIONS

TENDERERS' QUESTIONS / CONTRACT AUTHORITY'S RESPONSES
How developed should be the drawings of the installation? Should we prepare the executive design (mainly referring to the electrical part)? / You do not need in the tender phase to prepare any technical design, however, please note that according to Article 1.1 of the Instructions to tenderers, the subject of the contract is “the supply, delivery, installation, execution of minor ancillary civil engineering works, commissioning, after-sales service”. In other words, considering that also the commissioning is part of the tender, the Contractor will be asked to make any work (including executive design, request of authorisation and so on) in order to give to the Contracting Authority a ready to use pump station.
Is it necessary to provide supplier’s catalogs? / The Tenderer’s offer must be accompanied by technical brochures/datasheets issued by the respective manufacturers, showing in details type, dimensions, size and description of the offered material and/or technical documentation proving the required performance and parameters in order to verify the compliance with the technical specifications.
Is it necessary to provide the Manufacturer Authorizing Form (MAF)? / It is not necessary to provide with the tender a MAF, however, the tenderers are requested to pay the highest attention to the warranty conditions included in the tender dossier (i.e. article 32 of the General Conditions and of the Special Conditions, article 29 of the General Conditions and of the Special Conditions, Annex II + III and so on).
Is it necessary to provide a “split case” type of pump? / Please provide pumps as per technical specifications.
Do we need to provide original of supporting documents? / For the tendering phase, please refer to article 11 of the Instructions to tenderers and to ANNEX II (Technical Specifications). For the contracting phase (only for the successful tenderer), please refer to article 26 and 27 of the Instructions to tenderers).
What about the application of the selection criteria in case of Joint Ventures? Is it necessary to include any additional document on Joint Venture beside the Power of attorney and the Joint Venture Agreement? / The Joint venture would be in this case the tenderer and therefore the selection criteria would be applied to the joint venture/consortium as a whole. Please refer to article 5 of the Procurement Notice and to (inter alia) the following articles of the Instructions to tenderers: 3.4, 11, 18.
Please note that in case of Joint Ventures or Consortia, each partner must have (inter alia) the requirements listed under article 3 of the Instructions to tenderers.
