MINUTES OF THE RINDGE CONSERVATION COMMISSION
PUBLIC MEETING HELD MONDAY, JULY 14, 2014
AT TOWN OFFICE
Attendees: David Drouin, Phil Simeone, Bill Preston, Fred Rogers
Call to Order: David opened the meeting at 7:10 p.m.
UPDATES:
1) David opened the signs received from NH Dept. of Resources and Economic Development, Bureau of Trails. Discussion was held regarding putting the signs on plywood and where to post them.
2) Richard cleaned the ants out of the Converse Meadow trail camera and sprayed with DEET. He put new batteries in the camera at Tetreault. So the cameras are up and running, 4 total. Hunt Forest off Rte. 119 - Trails need to be remarked and be put on the list to bushhog at the end of October. Old Route 202 route is growing up fast and he will ask Tim Wilder to keep the area open 50’ back diagonal to the road.
3) County Road Pull-Out: Richard spoke with Mr. Van Dyke and showed him the area. 2 truckloads of fill with boulders at the approximately 4’ drop. Richard cut some small trees down.
4) Board of Selectmen presentation was discussed regarding Tax Map 10. David introduced the project and Richard presented the details. No permits for wetland impacts are needed to install the floating bridge. The project is funded from “change in use” money. A concern was raised that the floating bridge would not accommodate horses, however, Converse Meadows can accommodate horses. The Governor and Council approved the project on July 2nd. The Board of Selectmen granted the funds for the project and Roberta signed it. Richard is the project administrator for this project.
5) Floating Bridge Sections: The commission discussed the bridge section design and how they shall fit together. David offered his land to lay out the sections. David recommended a second cement block be in place. Richard will contact Matt from Camp Wildwood for their volunteer hours and he will keep the commission members informed. Richard estimated 2 hours at the lumberyard for picking out 72 2x6x8’s and 45 2x8’s. David has a 12’ trailer to get the lumber to his barn. They plan to cut to size in an 8 hour day. Bill offered to help move the lumber also.
6) Pearly Pond Management Public Meeting was held. Bill said 3 members went and about 25-30 people attended. The Rindge Conservation Commission discussed the nature of the consultant’s report and summary. A meeting on July 17th to begin working on the restoration ideas is scheduled. Bill said the next step shall be what best management practices to take. Fred said the consultants did a great job on their report and it is on the Franklin Pierce website.
SITE REVIEWS:
1) Tax Map/Lot #31/ 9-2 located at 1032 NH Rt. 119. The commission discussed the June 26, 2014, Request for More Information letter sent to Rodney Seppala by the NH DES Wetlands Bureau. NHDES Wetlands Bureau wants confirmation of the watershed size, and that the culvert size accommodate the greater of the 50-year frequency flood, etc.
FINANCIALS:
1) Operating Budget was reviewed and discussed along with other concepts for managing funds.
ADJOURNMENT: Bill made a motion to close the public meeting at 8:25 p.m., pursuant to RSA 483-A, and go into a Non-Public session for the purpose of real estate. Fred seconded the motion. Roll Call: Fred Rogers: Aye. Bill Preston: Aye. Phil Simeone: Aye. David: Aye. Richard: Aye.
