MINUTES OF THE REGULAR MEETING OF THE GRYGLA CITY COUNCIL

APRIL 14, 2014

The regular meeting of the City Council was scheduled to be held at the Grygla Civic Building at 7:00 pm. The meeting was called to order, at 7:00 p.m. by Mayor Mosher with the following council members present: Dave Dunrud, Robert Thompson, Kelly Klein, and Steve Anderson. Absent: none. Also present were Jared Moe, Rose Aune & Rocky Hagen

LAND LEASE BIDS

Bids that were received for the land lease were Rick Neuschwander $50, Butch Kraska $48, Lynn Sundby $46, & Jared Moe $40. It was advertised that the top 3 bidders will be allowed to bid higher at the meeting. Since none of the top 3 bidders were at the meeting the land lease would go to Rick Neuschwander. Thompson made a motion, seconded by Dunrud, to take the bid of Rick Neuschwander for $50/acre for 2015-2017. Motion was carried unanimously.

MINUTES

Rose didn’t have the minutes done for March; she needed to look up who made some motions & seconds before they could be approved.

RECEIPTS & DISBURSEMENTS

Anderson made a motion, seconded by Thompson, to approve the receipts & disbursements for March 2014. Motion was carried unanimously.

MONTHLY BILLS

Klein made a motion, seconded by Mosher, to approve payment of all bills presented on the claims list for April. Motion was carried unanimously.

ROCKY’S TRAINING

Rocky will not be going to the Airport Symposium this week. There were not enough meetings that would pertain to small airports to justify the expense of the course. There was an email with a lot of info in it that would probably give him more help than going to the symposium. He will try to get in touch with someone from the aeronautics board to try to get some information that would pertain more to us.

CC FIRE HYDRANT

Rocky is going to order the kit for the fire hydrant tomorrow. Dean from Fargo Water & Jeff Hellquist said they would help get that hooked up when the ground thaws. Rocky is to contact Victim Services to see if they can extend the time frame for getting repair costs to them for Stanley’s fine.

SPRING CLEAN-UP WEEK

Rocky is to contact Kate Moll at the school to see if we can work something out with the school for appliance pick-up. He will try to have it set up for the week before graduation, May 12-16.

METERS

At the Clerk’s Conference there was a vendor booth with Sensus meters. They said that over time the big meters don’t read accurate. They suggested replacing the old big meters in the city. The money that would be received from accurate readings would likely cover the costs of replacing the smaller meters.

Rocky thought that with the bigger meters over time they actually read higher.

Rose suggested that somebody check Diamond’s water meter to see if it’s set up right, or if there is a leak somewhere there, because the usage seems way too high all the time.

Dean from Fargo Water was here while Rose was at the Safety & Loss Meeting. He said next time he comes back he would try to do some checking at the school to see how accurate the meter is there.

Rose did some figuring on gallons used at the well house and what was read on all of the meters. There was over 800,000 gallons that is unaccounted for, at about $6,000 that the city isn’t getting paid for.

COMMUNITY CENTER

So far we received $5300 from Beltrami County for the remainder of last year’s awarded funds and the 1st quarter of this year’s maintenance expenses.

The Lion’s have submitted an application for roundup funds with Roseau Electric for the Community Center.

FLOOD PUMPS

There is nothing new to report at this time.

COMMUNITY PARTNERSHIP

There is nothing new to report at this time.

RETRO-REFLECTIVITY POLICY

Dunrud made a motion, seconded by Klein, to make the 1st approval of the Retro-Reflectivity Policy. Motion carried unanimously.

GRYGLA SEED LOTS & SURVEYING LOTS

Thompson made a motion, seconded by Dunrud, to set up the property lots according to what Houston Engineering figured out and to sell from the center line of the alley and east to Lyle Anderson, Grygla Seed. Price is to be negotiated. Motion carried unanimously.

SAFE ROUTES TO SCHOOL GRANT

The Safe Routes to School grant was awarded to the City of Grygla for $144,000. The work to be done is 2014-2016.

O’BRIEN & CAFÉ LOT ASSESSMENTS

Dina O’Brien called wondering what all of the expenses were for the Quam bill that were assessed to their lot. She wanted to get the right information to her attorney.

CURTIS SAURDIFF SEWER BACKUP

Curtis will receive $1,815 from the League of MN Cities Insurance Trust for the damage sustained in his basement as a result from a blockage in the City sewer.

BOARD OF APPEALS & EQUALIZATION

The Board of Appeals & Equalization is set for May 12th at 6 PM at the Civic Building Meeting Room.

GARDEN VALLEY LOTS

Thompson is to talk to Lyle Anderson about purchasing the lots from Garden Valley, next to Grygla Seed. There are 2 parcels there, one for $500 & the other $1700. The lots should all be tried to be squared up.

SAFETY & LOSS MEETING

Rocky didn’t make it to the meeting because he was sick.

It was discussed at the S&L meeting that some cities should be changing their zoning policies. With changes in society the cities need to keep up with their policies.

The League suggested too that with storms the cities should be using the older tractors & fire trucks 1st when working with floods & tornadoes

CLERK’S CONFERENCE

Rose went to a session on Special Assessments. They gave a list of steps that must be followed when working on special assessments.

With the session on PERA Rose found out that we do have to take PERA out of Jeff Hellquist paychecks now. We were told at first that we wouldn’t have to take PERA out because he was temporary. He exceeded the 6 months of being temporary and gets paid more than $425/mo. From now on PERA gets taken out.

PERA was trying to say that we needed to pay PERA on George because he exceeded $425 a month. He is a seasonal employee and it’s under 6 months, so we do not have to pay PERA on him.

EMERGENCY MANAGEMENT HANDBOOK

Klein made a motion, seconded by Dunrud, to approve the changes to the Emergency Management Handbook. Motion was carried unanimously.

VEHICLE USE POLICY

Dunrud made a motion, seconded by Klein, to make the 1st approval of changes to the City Vehicle Use Policy. Motion was carried unanimously.

RABIES CLINIC

Rabies Clinic will be Thursday, May 15th from 5:30-7:30 at the City Garage.

ACTIVE SHOOTER

There is an Active Shooter – How to Respond training in St Cloud on May 21st. Dunrud is interested in going, but not sure if it would work with his schedule.

NEXT POLICY MEETING

No meeting scheduled.

EXTRA MEETINGS

Anderson, Klein, Dunrud had a policy meeting.

RICHARD DAVENPORT LOT

Richard Davenport bought, or thought he was buying, 2 lots from Carter Torgerson. After looking at his deed he found out it was only 1 lot. Lot 6 is actually the city’s lot through tax forfeiture from the State of MN. Thompson made a motion, seconded by Dunrud, to sell Lot 6 of Block 5 to Richard Davenport for $2,500, plus any special assessments that might be attached to that property. Motion was carried unanimously. Rose is to contact Dave Clark to see when the lot was turned over to the city, and if there are any assessments against that lot.

Motion made by Klein, seconded by Mosher, to adjourn the meeting, carried unanimously.
