Minutes of the Refugee Children Education Working group Meeting held at IAU on 28th November 2014

Agenda

  1. Discussion about how to improve communication between education actors.
  2. Update about other FENU groups.
  3. Discussion about temporary structures being demolished by KCCA.
  4. Xavier Project’s findings from its household survey on refugee children’s access to education.
  5. Discussion about the direction of the Group next year, including deciding who will chair the Group

Min 1. Message from the chair

The meeting started at 10:30 am with the salutation from the chair who thanked members for attending the meeting.

Min. 2 Feedback from FENU

Anya firstlyupdated members about the ESSR which is trying to fit in the budget process. She said that they are trying to push things and it’s not really easy. She secondly updated member about the development of the certification equation framework between DRC and Uganda who agreed in a meeting to develop a framework in coming months. She informed members that the next week she will follow up with the Congolese Embassy.

Min. 3. How to improve communication between the education actors.

Anya reminded members that they were advocacy network group and where the group came from. She said that the group is for different organizations and networks coming together to improve things around Refugee children education. She continued by saying that there is a communication gap between different organizations and that some people are frustrated because they might need information but don’t get it yet it’s very important to work together to make sure information flows between members. Shed then divided people from different organization in groups and asked them to debate about two questions:

  1. What information do you have that you find it hard to communicate?
  2. What information do you need that you find hard to get?

Then each group reported back and this was the outcome of the discussion:

-Keiko who represented UNHCR will send the Global and Ugandan urban refugee policy and the Ugandan refugee act to Anya who will circulate it,

-FENU will circulate the summary contact details,

-Send out info from WTU on scholarship

-Keiko to follow up at UNHCR what rational for data age bracket different to Uganda brackets,

-Circulate profiles of organizations

-OPM should be part of the meetings and for this Duane will send to Anya contacts for OPM,

-It would be useful if someone from UNHCR to present at our next meeting to explain where funding for supporting refugee education comes from, how it is decided how it will be spent and what consultation process UNHCR goes through to decide this.

Min. 4. Discussion about the direction of the group next year.

The Chairperson informed members that next year he won’t be around and that they should think of someone else to chair the meetings. Members decided that this another election should be organized and the date will be fixed at the next meeting.

Because of time the 2 other points on the agenda were scheduled for the next meeting

Robert and Anya will be in charge of organizing the next meeting

The next meeting will be hosted by YARID and Xavier Project at their office in NsambyaGoggonya

The date of the next meeting is on 13th of January 2015
