Minutes of the Planning Committee of Llangunnor Community Council held in ‘Yr Aelwyd’ immediately after the Monthly Council Meeting on 18th March 2004.

RESOLVED to endorse the minutes of the Planning Committee meeting held on 19th February 2004

CHAIRMAN’S REPORT

The Chairman presented a report based on the bilingual handbook, ‘PLANNING – A Guide for Community & Town Councillors in Wales’, which provides an introduction to the planning system in Wales. (Copy available with the Clerk)

The importance of declaring pecuniary and other interests was emphasised in the report.

Discussion focussed on the guidelines that Community Councils should follow when submitting comments on planning applications.

Members thanked the Chairman for the report and RESOLVED to adopt the guidelines and that the report be copied to all Members.

3 PLANNING APPLICATIONS RESOLVED:

i)  W/06203 Re: Proposed single storey extension to rear and conservatory to the side of Tuska, Llangunnor Road.

Items referred from Council meeting concerning the signage at Currys and PCWorld, Towy Ford Retail Park.

Confirmation of refusal to display signs had been received from the Planning Authority and a copy of correspondence sent by a resident of Penymorfa Lane to the Planning Authority, objecting to the signs. Members were aware of resident meetings convened to formulate objections to the signs. It was also noted that the applicant – Currys/PCWorld, had lodged an appeal against the refusal, with the NAW. Although refused planning permission, it was also noted that the signs are installed and fully displayed and illuminated, on a daily basis

Much discussion ensued and it was RESOLVED to convey to the Planning Authority that Llangunnor Community Council fully endorses the decision and reasons for refusal and to emphasise that the signs exert a detrimental impact on the residential area neighbouring the development and denigrates the historical landscape of Carmarthen, as viewed from the Llangunnor direction. (The Clerk, after covering all the factual information, declared his interest and took no part in the discussion, apart from recording the resolution).

6 Any Other Matter

The Clerk provided two estimates obtained to frame and fix to the wall, a map of the Llangunnor Community in ‘Yr Aelwyd’ dayroom: a metal frame supplied by Four Counties - £203.96 and a wooden frame supplied by Ryan Joinery - £130.

RESOLVED to accept the Ryan Joinery estimate and the Clerk to obtain permission to fix, from the County Council.
