Minutes of the Parish Council Meeting held on Wednesday 12th July at Kelloe Primary School

Police Report

  1. Sergeant Kevin Hall has sent confirmation identifying the changes to the policing programme. It has been finalised that Police representatives will look at engagement with residents through PACT (Partners and Communities Together) instead of attendance at monthly parish meetings. Mr Round has arranged to meet PCSO H McCabe to confirm where and when these meetings will transpire.

Minutes of Previous Meeting

  1. Mrs Drennan signed the minutes from the June meeting as a true record.

Accounts

  1. Mr Round circulated current account statement
  2. Mr Round circulated end of year accounts after completion of internal audit from Pullan and Barnes – W Drennan authorised accounts and are now due for release to BDO.
  3. Mr Round circulated outstanding invoices for approval.

The Greyhound Inn

  1. P Glaister (Senior Enforcement Officer) confirmed no further development since service on 09th June 2017 of further Enforcement Notice that became active 10th July 2017 and seeks compliance by 7th August 2017. Mr Moody has contacted the Development Management office since the Notice was served and has expressed intention to dispute the requirements of the Notice via Appeal – At present, no appeal has been prepared If no Appeal is made it is likely a referral to the Council Solicitor will emerge in the expectation of prosecution proceedings instigated by County Council solicitors.
  2. Mr Dunn advised interest in the land by Durham Aged Miners if the building was to undergo demolition procedures.
  3. Mr Dunn suggested a possible meeting with senior officers to address issues. Mr Dunn to arrange with representatives of Kelloe Parish Council to attend.

The Cemetery

  1. Mrs Blakey is awaiting report from Asset Management Team about the land contamination at South View/St Helens Terrace and if with work, it could be considered suitable for use.

Allotments

  1. Mr Round has received confirmation from all residents conveying acceptance of the increased rates in order to maintain their plot.

Memorial Application

  1. Kelloe Parish Council approved the headstone request for Jane Lee and Desmond Jackson.

AOB

  1. Mrs Drennan received a formal letter from Mrs Davis for the opportunity to become a Councillor for Kelloe Parish Council – a majority agreement was permitted and Kelloe Parish Council accepted the request.
  2. Miss Smith raised concern about the current bus service and the lack of notification received regarding change. Mr Round to contact S Day (Integrated Passenger Transport) for an update. If no resolution can be identified Kelloe Parish Council will consider talks with Scarlet Band Bus & Coach Ltd to try and implement a new service.
  3. Mr Dunn has received concerns from P Newton (Headteacher) about young people in the school grounds causing damage to the school property – the idea has been raised about closing the school site. Kelloe Parish Council believed this would cause issues as residents would not be able to commute to the front street using the school as a cut through.
  4. Mr Dunn has received a complaint regarding cars/quad bikes misusing the football pitch to gain access to the allotments – Mr Round to report this to the neighbourhood watch team.
  5. Mr Dunn made Kelloe Parish Council aware of a possible funding opportunity- The East Durham Rural Corridor Area Action Partnership have now launched It’s Up 2 U funding. Applicants can apply for amounts from £1,000 to £4,000. Kelloe Parish Council to raise this at the next meeting.
  6. Mr Round to contact Penny Pearson about purchase of a community Christmas tree.
