MINUTES OF THE MONTHLY REVIEW MEETING

OF RURAL DEVELOPMETNT DEPARTMENT HELD ON JANUARY 20,2006

IN CONFERENCE HALL NO.2 AT 10 AM .

The Commissioner & Secretary, RD has chaired the meeting and the list of participants is enclosed as Annexure-1

The Action Taken Report based on the decision of the monthly meeting held on 9th December,2005 is enclosed as Annexure-2 .

The details of submission of reports and returns are enclosed at Annexure-3

The details of submission of proposals for release of 2nd installment under different RD schemes are enclosed at Annexure-4

After detailed discussion, the following decisions were taken :-

I.  Updating Websites:- Annexure- 5.

1.  SGRY data entry should be further improved and should be updated by the end of January, 2006.

2.  Utilization of fund and physical progress of work under different RD schemes should also be updated by January, 2006

3.  DIOs should go to different blocks and impart training to the BDOs and staff in data entry and this should be completed by the end of February,2006

II.  Fisheries: Annexure - 6

1)  DM, North and DM,South should release fund for creation of water areas based on requisition sent by the Director, Fisheries.

2)  In forest area, creation of water bodies should only be done by the DFOs.

3)  Director, Fisheries should send requisition to DM , Dhalai for fund for creation of water areas for fish culture and DM,Dhalai should release fund under NREGP.

4)  Handing over of responsibilities of water areas to JFM in Forest area should be completed in consultation with DFOs by 15.2.2006.

5)  Formation of new JFM should be completed by 15.2.2006.

6)  DM, South should furnish status report as per Annexure- 6 by 31st January,2006 for the month of December,2005.

7)  New water area created should not be less than 1(one) hector

III.  Agriculture: Annexure 7

1)  DMs should release balance fund for seed replacement by 31st January,2006.

2)  Fund for Agriculture implements/equipments should be released by all DMs by 31st January,2006.

3)  Horticulture Department should place fund with the DMs only for creation of water areas.

4)  Horticulturist, West Tripura District should place fund with the District Magistrate & Collector, West Tripura immediately for creation of water bodies.

IV.  Irrigation : Annexure - 9

1. Irrigation should be given top priority.

V. Construction works of other Deptt.

1)  Details of construction works of different Departments taken up; completed and in progress should be furnished by the DM west and DM North by 31st January,2006

2)  Requirements of Junior Engineers and feasibility of taking up other works of other Departments in future is necessary to be assessed based on present status of works of other Departments and volume thereof.

3)  SE,RD should procure prefabricated materials for use in construction and he should contact with the suppliers immediately.

VI.  Construction of Panchayat Office; School building; AWCs &SECs:

(Annexure - 10A to 10D )

1)  DM,South should furnish information as per Annexure 10A,10B,10C & 10D in respect of works taken up during 2003-04 by 31.01.2006.

2)  Director, Panchayat should furnish status of construction of Panchayat Ghar to the RD Department and to the DMs.

3)  For construction of AW center within Agartala Municipal area, DM, West should take up the issue with Urban Development Department for placement of fund directly with UDD Department by SW &SE Department.

4)  DM West should take up construction of Schools/ AWCs/ SEs during 2005-06.

5)  Construction of all school buildings should be completed by the end of March 2007.

6)  DM Dhalai should send information as per Annexure-6 ,9,10A,10B,10C,11 and 12 along with monthly reports and returns.

VII) Drinking Water Annexure – 11 and 12

1)  DMs should keep close eye on health situation, availability of work, food grains, medicines, serviceability of the drinking water sources.

2)  BDO should be on regular tour so long dry spell persists and get information on health situation, availability of food grains, medicine etc. and send report to the DMs on weekly basis.

3)  The Executive Engineer PHE, Ambassa should meet the DM & Collector, Dhalai to sort out requirement of additional fund if any required for completion of three nose masonry well under Chawmanu master plan.

4)  Action plan on sustainability of drinking water sources; testing of quality; surveillance and monitoring sent to GOI by PHE, one copy should be sent to the RD Department by CE, PHE

5)  SE, RDC should finalize procurement of water quality test kits by 28th February 2006

6)  SE, RDC should submit action plan on water quality monitoring using test kits; water testing labs etc. by 31.01.2006.

7)  CE, PHE should send proposal to the GOI for additional installment of ARWSP fund immediately.

8)  SE, RDC should finalize System Requirement Specifications and procurement of hardware under MIS by 15.02.2006.

9)  Action taken report on instruction of the CS on tackling health situation should be furnished before 10th of February,2006 by all DMs.

VIII) TSC : Annexure 13, 14

1)  DM, Dhalai should submit action plan for full coverage as per target date fixed (31st December, 2006) along with proposal for sanction of additional expenditure for coverage.

2)  Report should be submitted after conducting survey on hygiene behaviour/ education including actual usage of toilets already constructed and the details of washing of hands after defecation before eating of meals; cutting of nails by 15.2.2006

3)  SE,RDC should procure squatting plates made of plastics/fiber glass experimentally immediately. Use of the squatting plates should be experimented and shall go for bulk purchase based on result of use of the squatting plates.

IX) SGRY : Annexure - 15

1)  Report on progress of construction of ramps in all GPs/ Tehsils/block offices, schools; AWCs/SECs to provide free excess to disabled people should be submitted along with progress report in every month and construction should be taken up at the ground floor only.

2)  Proposal for release of additional installment of SGRY should be sent by the DMs

3)  In forest area all works should be executed by the DFOs only.

4)  DM West and DM North should furnish sector wise allocation and utilization of fund by 31.01.2006

X) NFFWP / NREGP: Annexure - 16

1)  DM, Dhalai should send proposal for release of 2nd installment of NFFWP fund as early as possible.

2)  Head carrying cost of the materials in the interior areas may be addressed incorporating as a part of project cost under various RD schemes.

3)  1st installment of Central share of NREGP fund is likely to be released for Dhalai District shortly and subsequently to the other districts. DM, North, West and South should take up preparatory works immediately for utilization of NREGP fund.

XI) IWDP / NWDPRA/WDPSCA: Annexure – 17

1)  Proposal for release of fund of 2004-05 should be sent by middle of February, 2006.

2)  Fund under Haryali should not be placed with Gram Panchayats without approval of the Government in Agriculture Department.

XII) IAY : Annexure : 18

1)  DM should furnish report on progress of preparation of permanent wait list for construction of IAY house.

2)  Construction of one earthquake resistance IAY house should be completed by February, 2006 in all districts.

3)  DM should furnish list of nominees for extending comprehensive benefits to the rural BPL families providing free of cost electric connection to the IAY nominees of the year 2004-05 onwards by 28.2.2006.

XIII) Block building : Annexure - 19

1)  Construction of Chawmunu block building should be completed by 30.4.2006.

2)  Construction of Padmabill block building should be completed by 28.2.2006.

XIV) SGSY : Annexure – 20 & 21

1)  DM, West should make a power point presentation on SHGs for ten minutes in next monthly meeting.

2)  Release of 2nd installment of SGSY and DRDA Administration:

3)  Training of different SHGs in food processing, Director, Projects should discuss with the Director, Horticulture and chalk out programme in such a way so that one group from each district can avail training facilities rotationally

4)  Specialized training to the SHGs on cane and bamboo should be specified on one or two items like furniture/room divider making two separate groups, should be imparted for achieving specialization.

5)  Sponsoring of loan application; disbursement of loan should be closely monitored by the PDs.

6)  Data entry of SHGs should be updated.

7)  PD ,DRDA, West should initiate a note to the Commissioner, RD on SGSY skill development training programme.

8)  DM,South and DM,North should review status of sponsoring and release of fund in the meeting.

9)  Training on food processing for three days should centrally be organized at Kumarghat and Santirbazar.The Director, Horticulture should be intimated well in advance so that he can fix programme accordingly.

XV) Material Position: Annexure: 22 & 22A

1) SE,RD should despatch 8 mm rod to the district store, South Tripura

XVI) Accounts Matter:

1)  DMs should furnish detailed report after reviewing audit paras of the BDOs and PDs pending with AG,Tripura by 15.2.06.

2)  DMs should furnish ATR on the internal audit report submitted by the Director of Adit, FD, GOT by 28.2.06.

3) DMs should furnish detailed comments on draft accounts manual by 31st January,2006.

XVII) Cash verification and Cash analysis: Annexure - 23

1)  DM West and DM Dhalai should submit cash Analysis for the month of December 2005 by 31.01.2006.

XVIII) Establishment Matter: Annexure: 24 & 25

1)  DMs should furnish pending ACRs of the Staff by 31st January,2006.

2)  Appropriate action should be taken against the defaulting officer/staff for non-submission of Annual Property Return.

XIX Regrouping of Tribal families

1) Co-ordination in -regrouping of migrated tribals should be done by the DFOs only

3)  For creation of water areas in regrouped Jhumia colonies, Fisheries Department should supervise the work only. DRDA should not place any fund with the Fisheries Department for creation of water area in regrouped colonies.

XX Panchayat

3)  Submission of Utilization Certificate—Dirctor ,Panchayat should direct the DPOs to constitute small teams and to give specific tasks to go to blocks and to get utilization certificates ready for furnishing by 31st March,2006.

4)  Failure to comply with the direction given, Director , Panchayat should give specific instructions to the DPOs not to release pay of the defaulting staff. Proforma devised by the AG ,Tripura should be followed from 01.01.2006. Director, Panchayat should direct the DPOs to visit blocks and to confirm that proformas are properly followed.

5)  DMs should offer their views on the account manuals/proforma devised by the AG by 15.2.2006.
