241 TO RECEIVE APOLOGIES FOR ABSENCE
Apologies were received from Councillor S. Wade, Councillor B. Clark and Ward Councillor J. Barrett.
RESOLVED – apologies for absence were received and approved.
It is a legal requirement that all apologies, forwarded to the Clerk, must contain the reasons for absence from Parish Council meetings. This information is confidential and will not be minuted.
242 TO CONFIRM MINUTES OF THE PARISH COUNCIL MEETING
Minutes of the meeting of Rawcliffe Parish Council held on 26th October 2017 were signed as a true copy.
RESOLVED – proposed and seconded that the above minutes were circulated, read, and signed as a true copy.
243 TO RECORD DECLARATION OF INTEREST
In accordance with the Code of Conduct which was adopted by Rawcliffe Parish Council on 27th June 2012 and amended on 26th September 2012 any member must declare an interest and identify the Agenda item which they think they may have an interest in according to the Declaration of Members Interest and the type of interest being declared.
Councillor F.W. Sykes declared a Pecuniary Interest Agenda Items 262, 264 and will leave the building at that time and a non-pecuniary interest in Agenda Item 259/c.
RESOLVED - proposed and seconded that the Chairman suspend the meeting during the following item.
244 PUBLIC PARTICIPATION
The organiser of the Scarecrow Festival thanked everyone concerned for their input in the recent Scarecrow Festival. It was noted that many people visited the Parish and a community spirit was present.
The question was asked, when are the church railings due to be repainted. This will be taking place within the 5-year plan and probably will take place in 2018.
Mr. G. Scowcroft stated that there was a remarkable turn out at both church and the War memorial on Remembrance Sunday.

245 TO RECEIVE CHAIRMAN’S REPORT
The Scarecrow Festival was a great success and everyone involved was thanked. It was suggested that in 2018 The Scarecrow Festival in Rawcliffe and Rawcliffe Bridge would take place on two separate days to enable visitors to view the exhibits in a more comfortable time scale.
Remembrance Day Poppies were appreciated by all. 2018 will see the 100th Anniversary of the end of the First World War and the Beacon will be lit, church Bells will ring out and it is proposed to have a larger display of poppies. Councillor F.W. Sykes and Councillor S. Wade and participating members of the Parish Council were thanked for their part in Remembrance Sunday.
A bus shelter is needed at the bus stop outside Ellercourt and both ERYC and the residents of Ellercourt will be approached with this suggestion.
The War Memorial in Swinefleet has recently been restored. The Clerk has been asked to contact the Clerk of Swinefleet for information regarding any grants which may be available.
The Christmas Tree lights will be turned on in Rawcliffe Bridge on Thursday 30th November 2017 at 6pm and in Rawcliffe on Sunday 3rd December 2017 at 6pm.
246 TO RECEIVE CLERK’S REPORT
Bus Stop, Snaith Road, 400/401, Goole/Selby – The Chairman asked the Clerk to investigate the fact that some bus drivers for Arriva are stating that there is not a bus stop outside Ellercourt on Snaith Road and residents are perturbed that some times the drivers are refusing to stop. The Clerk has spoked to a representative of Arriva who confirms that historically there is a bus stop on Snaith Road outside Ellercourt. There is a note on the bus stop at the opposite side of the road stating that there is a bus stop at the opposite side of the road although this note is obscured by algae and almost unreadable by pedestrians. The representative from Arriva actually spoke to the depot who confirms this fact and has requested this to be conveyed to the drivers. In the meantime, ERYC should be contacted to request a pole with a bus stop on this site. The person concerned is on leave until 27th November.
Arriva have asked that any resident should report these situations to the Clerk or Chairman with a time, journey and date and Arriva will investigate the driver concerned.
2017 ERNLLCA Conference the clerk gave a full report of the various aspects of the Conference.
Red Wall – ERYC are to send a Building Control Officer to inspect the wall.
Temporary Road Closure, Rawcliffe Bridge – further areas of the bridge require urgent repair and the works should be complete by 18th December 2017.
An offensive email was received by the Clerk from Ward Councillor Barrett stating that
The Clerk has not been passing his emails on to members of the Parish Council regarding works on the river bridge at Rawcliffe Bridge. Ward Councillor Barrett’s emails arrived after ERYC Officer had contacted the Clerk and stated that he would be sending out a press release and informing the Parish Council with Notices and maps.
Red Telephone Kiosk – the application to adopt this kiosk has now been cancelled and the kiosk will eventually be removed.
Proposed new Village Signs – ERYC are to look into the feasibility of the erection of these signs on the grass verges.
Christmas Trees – for both villages will be delivered on Friday 24th November, erected Saturday 25th November and the lights will be fixed week commencing 27th November.

247 TO CONSIDER AND ACT UPON CORRESPONDENCE IF NECESSARY
Smiths of Derby – offer a discount on the cost of servicing the Parish Clock over a number of years.
ERYC – have forwarded a calendar showing the collection dates for commercial waste collection of the green bin at Rawcliffe Cemetery.
ERNLLCA – have forwarded NALC’s Local Government Finance Settlement Technical Consultation Paper.
NALC – nominations for Smaller Council’s Committee.
ERNLLCA – Vacancy for the post of Administration Officer has now been filled.
Anthony Wood – complains about the situation on Station Road concerning parked vehicles.
ERNLLCA – Local Government Finance Settlement Technical Consultation.
ERYC – Survey of rough sleepers 2017.
Northern Power Grid – Workshop supporting vulnerable people.
ERYC – External Big Lottery Fund. New £4.5m Social Action Fund Launches for England.
ERYC Traffic Notice – Temporary Prohibition of Through Traffic for the period 29th January 2018 to 30th January 2018 at the Level Crossings, Bridge Lane, Rawcliffe Bridge.
248 TO CONSIDER AND APPROVE APPLICATIONS FOR MEMORIAL IN RAWCLIFFE CEMETERY
None to date.
249 TO CONSIDER PLANNING APPLICATIONS/PLANNING DECISION/INFORMATION
RESOLVED That this council utilises its powers under the Local Government Act 1972, section 101, to devolve to the Clerk the authority to make decisions on planning applications where:
(1) The application falls between meetings and it is not possible to obtain from the Planning Authority an extension of time to consider the matter; and
(2) The Chairman is unavailable to convene an extra-ordinary meeting.
In both circumstances the Clerk shall have authority to respond on the Council’s behalf, taking into account the Local Plan; the content of any planning policies; community plan or neighbourhood plan adopted by the council; and precedent.
This authority will not apply to applications where there are known objections by neighbours; multiple housing development; and new land allocations.
This policy will be reviewed at each Annual Council Meeting.

No comments or objections were given to the above.
250 TO RECEIVE AN UP TO DATE REPORT ON THE PLAY N SK8 PARK & TO DISCUSS RAWCLIFFE BRIDGE PLAYING FIELD AND TO DISCUSS AND RECOMMEND APPROVAL OF ANY WORKS FOUND NECESSARY
a. The monthly inspection of the play areas in Rawcliffe and Rawcliffe Bridge has been carried out and the report received by the Clerk.
b. A weekly ‘walk through’ visual inspection has taken place for Insurance purposes.

251 TO DISCUSS THE RESITING AND DISPLAYING OF THE VILLAGE SIGNS (DMcK)
Paul Robinson, Area Engineer, Highways informs the Parish Council that the existing ERYC road signs would need to be retained to provide the standard size and layout that is provided across the East Riding. Any additional heritage signs the Parish may wish to provide would need to be licensed and should the Parish council wish to go forward with these plans then details/dimensions/layouts of the proposed signs with a plan showing the location would be returned.
RESOLVED that the designs as produced by Councillor D. McKenna are approved and this matter is to be progressed via ERYC.
252 TO DISCUSS THE CONTRACT REGARDING GRASS CUTTING IN THE PARISH (RB)
All members were given a copy of the Contract/Tender Forms for grass cutting in the Parish.
RESOLVED that after slightly updating the present Tender Form an advertisement should be displayed inviting interested contractors to tender for grass cutting within the Parish for the following 3 year period.
253 TO DISCUSS ANY FUTURE USE FOR THE OLD SCHOOL (DMcK)
Andy Hazell, Principal Surveyor, ERYC states that the building has ceased to be used as a pupil referral unit, however there is some residual use of the building by the Educational Service Seams. The future of the site is that it will be disposed of in due course. At present there are no preconceived ideas for future use. Members of the Parish Council asked whether or not it would be possible for the Parish Council to purchase this building.
RESOLVED that Councillor D. McKenna will progress this matter and report back to the Parish Council.
254 TO RECEIVE A REPORT AND DECIDE UPON REFURBISHMENT OF THE NOTICE BOARD AT RAWCLIFFE BRIDGE SCHOOL
This matter is to be placed on the January meeting.
255 TO DISCUSS AND DECIDE UPON ACTION REQUIRED ON THE CONSULTATION PROPOSALS FOR ON CARRIAGEWAY ADVISORY CYCLE LANES AT RAWCLIFFE & RAWCLIFFE BRIDGE
It was agreed that this proposal by ERYC is a complete waste of money which could be redirected to a more worthy cause. It was agreed that cycle paths should be taken off road and with this thought in mind the Clerk has been instructed to contact ERYC with these thoughts and to ask if several paths within the Parish could be cleared. Ward Councillor Fox stated that she would contact the Officer of ERYC involved in this proposed project and suggested the Payback Team should be asked to clear paths. Councillor D. McKenna has agreed to progress this matter in the first instance.
256 TO SET THE TIME AND DAYS OF PARISH COUNCIL MEETINGS IN 2018
To comply with the 6-month rule, this matter is to be discussed during the January meeting.
The Clerk has been asked to request a full report of the last meeting of the Village Hall Committee.
257 TO RECEIVE REPORTS FROM MEMBERS OF THE COUNCIL ON MEETINGS ATTENDED
Councillor D. McKenna & The Clerk attended the recent ERNLLCA 2017 Conference which was of interest to the Parish Council. A full report was given by the Clerk.
Councillor A. Handley is on the newly formed Windfarm Committee and gave a full report of the recent meeting.

Councillor Handley stated that in 8 weeks’ time there will be no bus service in and out of Rawcliffe Bridge. This caused great concern and the Parish Council agreed to support any measures which could be taken to reinstate a bus service.
Councillor M. McKenna attended a Festival meeting and reported that there was a School Council meeting in January.
258 TO RECEIVE REPORTS FROM WARD MEMBERS
Coach/bus service – the message should be put out to residents that they must push for a continuation of the bus service to serve Rawcliffe Bridge.
Windfarm – as Councillor Handley is now the champion for this area, a concerted effort should be made to make sure applications are put forward to the Windfarm Committee for funding. Tablers Wood is in urgent need of extra funding.
The Playgroup – received an excellent OFSTED report and have made it known that they would be interested in using the Old School because of the outside land should the occasion arise.
Remembrance Sunday – the display of poppies was wonderful and has received gratifying reports of the events of the day.
War Memorial – suggested that the Clerk contact the Clerk of Adlingfleet regarding the cleaning and refurbishment of the War Memorial.
Gyme Corner – the offending vegetation has been removed. Councillor Taylor added that the road surface in this area was bad and required improvement.
Presentation of BEM to the Clerk – at Burton Agnes was a most enjoyable evening and congratulated the Clerk on her presentation.
