Minutes of the meeting of the Leverington Parish Council held on 6th March 2018

in the Leverington Primary Academy.

No Public Forum was required.

Present: Councillors J.Downes (Chairman), B.Baker, B.Beales, T.Burgess, Mrs. S.Davey,

R.Keymer, Mrs. S.Ward.

1.2Chairman’s report.

Councillors were given reports on the following items:

1.2.1. Yew Tree in Christopher Drive.

Referred to CCC Highways. Owned by 55 The Chase. Complainant informed.

1.2.2. FPC 5 Gorefield Rd. Street light.

This is the light in the triangle at Ringers Lane junction. It is a cat 1 replacement but

UKpower will not permit replacement in triangle. It is to be placed on opposite side

of road to illuminate junction and Highways are going to place stripped warning

chevrons on triangle.

1.2.3. Street light outside No.100 Leverington Common.

Bulb keeps blowing - even LED. Whole unit has been replaced.

1.2.4 Overgrown conifers at 87 Sutton Road.

Reported to Highways.

1.2.5Street light West Parade.

FDC still insist it is in Leverington Parish according to the Electoral Team. The

Councilresolved not to accept the street light. The chairman will contact T.Watson

with thefinal decision of the council.

1.2.6Meeting with R.King Memorials (reference slab).

Met with Mr King on Wednesday 7th Feb. He agreed to alter Memorial Stone to as

near as the original design as he could.It was inspected by 3 Councillors on 20th

February. The council failed to see why Mr. King could not produce the design

given to him by the council and disappointingly resolved to reject the memorial

stone design produced by him.

1.2.7 Christmas wreaths and burial wreaths.

Removed from burial plots and chambers after 31st January as per Rules and

Regulations.

1.2.8 Kiosk.

Applied defibrillator stickers to kiosk.

1.2.9Water Leak

Reported the water leak at the church burial grounds.

1.3Congratulations.

Councillors Burgess, Keymer and Mrs. Ward have completed the Councillor Professional Development Course.

1.4Resignation of Assistant Clerk.

Mrs. P.Whittle has resigned her post due to family commitments. The chair thanked her for the work and commitment to the council during her tenure.

2 Police report.

  • New Inspector in charge of Neighbourhood Policing is Inspector 1797 Lombardo.
  • Report for the month of February sent to all councillors.
  • The chairman will be attending a meeting on the 12th April at March.

3 Training report.

The councillors felt the training was well worth the time and they received a lot of

information.

4 Declarations of Interest.

B.Baker declared an interest in Item 23.

5 Minutes of the meeting held on 30th January 2018.

The minutes were agreed and signed as a true record.

6 Matters arising (for information only).

  • The notice of the Parish Assembly has been sent to the Leverington Letter.
  • The defibrillator is installed. Training on 27th March 6.00pm in the hall.
  • The replacement tape for the playground has been received.

7 Correspondence.

  • Fly the Flag for the Commonwealth: Monday, 12th March 10.00am at Fenland Hall.
  • Brain Tumour Research. Wear a Hat Day during March (no date given).
  • Flooding in Leverington. Presentation from CFRMP in the village hall on 27th February between 4.00 and 6.00pm. Dedicated e mail address is .
  • Peatlings Lane growing traffic problems and poor state of road. Suggested chicanes or other calming measures. L.H.I. muted.
  • RoSPA will inspect the play areas during April.
  • S.Barclay MP wishes to know if the Parish Council has a solution to the parking problem at the school.
  • CAPALC AGM Extra Ordinary Meeting on 22ndMarch 2018, 7.30 pm for an 8.00pm start, at the Histon and Impington Sports and Recreation Hall, New Road, Histon, CB24 9LUto conclude the unresolved matters from the CAPALC AGM of December 2017.
  • T.Watson. Street Lighting.Further updates. Sent to all councillors.
  • Roadworks Bulleting for March. Sent to councillors.
  • S.Barclay. Parking problems for the school.

8 Outstanding items from January 2018.

This needs councillors who attended the course to confirm requirements and provide action to be taken by the council.

10 Precept.

Confirmed at £51,000, a 2% rise.

Received for noticboard, cemetery and benches. No action at this time.

13 Financial Regulations.

Councillors referred to the regulations. Unspent monies at the end of the financial year may be transferred and earmarked.Subject to confirmation of item 3.2 in the regulations, the Council adopted the regulations for 2018.

The Council confirmed that all categories were in order.

15 Internal Auditor.

Subject to his acceptance, the Council resolved to appoint Mr. Stuart Kierman of Whiting and Partners as Internal Auditor for 2018/19.

16 Cemetery Fees.

16.1. Fee changes from 1st April 2018.

The council resolved to accept the recommended changes. These will be sent to all

funeral directors before the commencement date.

16.2 Out of meeting responses to situations.(relevant to all council business).

As the responses are not council meetings, nor committees of the council requiring

named chairman and named members, nor sub committees, and do not require

minutes,the nature and times are not relevant.

16.3 Decision on feature stone.

See item 1.2.6

17 Allotment rents.

The current charges were noted. The council resolved to increase rents by £2.00 per annum.

18Insurance.

The Council has a 3- year contract with Hiscox through Came and Company, Local Council Insurance Brokers. Council noted the insurance cover.

19 Assets.

The asset table has been updated and circulated to all councillors.

20 Local Grant requests.

None received.

21 Suggested Purchases.

20.1 Bins.

The council resolved to purchase two bins. The chair will contact the Street Pride

coordinator and F.D.C. for the emptying of same.

20.2 Family Park new sign and tree replacement.

The council has been advised not to purchase a sweet chestnut. The chair will

enquire about a cob nut tree. A sign will be investigated.

20.3 WW1 Memorial seat (tree seat ?).

To be put on the agenda for the next meeting.

20.4 Council Office

Facilities for storage of records was debated. To be left at this time.

Under the Public Bodies (Admission to Meetings) Act 1960, the public and representatives of the press and broadcast media are excluded from the meeting during the consideration of Items 26 & 27 as publicity would be prejudicial to the public interest because of the confidential nature of the business to be transacted.

22 Clerk.

No changes in salary.

23Assistant clerk.

The assistant clerk will complete her term of office on 5th April. The council will advertise the post.
