The following are the records of discussions.

General Decision:

It was decided that in cases where Authorizations have been granted, the validity of authorization shall be from the date of last authorization.It was brought to the notice of the Committee that the cases where the issue was pertaing to noise monitoring/stack height of DG Sets,a note may be put up to Chairman, DPCC, seeking clear directions,as per the decisions taken in BMW Commiittee-2 in its meeting held on 19.5.2009.

Agenda -1: ATR of Decisions taken in meeting held on 30.04.09

  • As regards the pending inspections, it was brought to the notice of Committee members that since the trainee of BMW Committee-3 was transferred to the Head Office, the inspections could not be carried out.The trainee engineer was asked to expeditethe inspections of 31 HCUsat the earliest. It was therefore decided that all cases where inspections have been made/yet to be made shall be discussed in the next meeting of the Committee.
  • The matter regarding 23 cases which were put on hold,were decided in the form of minutes of Agenda -2.
  • Regarding 390 cases, which were issued letters through speed post for applying for renewal of Authorization under BMW rules, it was decided that the complete status may be prepared based upon the replies received from them,it was informed that the task requires substantial time and labour. It was requested by the officials of BMW Cell that one more trainee may be given for carrying out the work related to BMW-3. SEE (BMW) suggested that matter may be put up administratively. It was reiterated that acomplete status report must be brought out in the next meeting of the Committee positively.
  • The committee also desired that since the letter has been sent to DHS for giving names of health care units registered with them, the reply received from the DHS may also be placed before the Committee.Further, Committee desired that after issuing the public notice, the response received against this public notice may also be placed before the Committee members in the next meeting.
  • Committee also desired that the complete statusalong with the response received of those cases be put up where certain deficiencies were observed during inspection of by DPCC officials and the Health Care units were asked to remove those deficiencies.

Agenda 2: Fresh /Renewal Cases of Authorizations discussed in BMW Committee-3 meeting held on 30.4.2009

Regarding 23 cases which were recommended authorization in the last meeting, the committee took the cognizance of the Supreme Court order, staying the High Court order directing the closure of the nursing home operating without the registration. It was therefore, decided that the Authorization letter to these 23 cases may be issued immediately.
