held at the Parish Hall in Longbridge Deverill on

Present: Councillors

Richard Baxter (Chair), Graham Read, Kevin Gray, Ian Bell, Nigel Spreadbury-Clews, Caroline Sawyer, Brian Marshall and David Searle

In attendance: Parish Clerk Nikki Spreadbury-Clews and six members of the public.

Welcome and introductions

The Chairman welcomed members of the public to the meeting and outlined the procedure for the meeting.

Open session for members of the public. Mr Cameron Ross spoke on planning application 16/00535/FUL. He explained his reasons for his application and that he had spoken with all his neighbours before applying. Mr Peter Withey spoke on planning application 16/00535/FUL as the architect for the plans he explained the plans and where they fitted within current planning regulations.

Mr John Medlicott spoke about an article published at the request of Longbridge Deverill Parish Council in the Parish News in October 2015. The Chairman invited Mr Medlicott to write to the Council.

Mr Clive Bundy spoke about a potential planning application he wishes to make in Longbridge Deverill and that he will inform his neighbours.

15/195. Acceptance of apologies for absence

Resolved: None required

15/196. Chairman’s announcements. Resolved: None

15/197. Dispensations and declarations of interest

Resolved: Declaration of Interest by Councillor Spreadbury-Clews regarding Payment of Clerks wages. Councillor Gray regarding Planning application 15/12658/FUL.

15/198. Exclusion of the press and public Standing Order #1c

Resolved: Not required.

15/199. To approve the minutesas a true recordof the Full Council meeting held on 7th December 2015 (previously circulated) as a correct LGA 1972 Sch 12 para 41(1). Councillor Read requested an amendment item 15/175Accounts for Payment “G Reed presented an account from the Parish Hall Committee for payment. The Chairman refused for it to be paid as it was not on the agenda.” Proposed Councillor Read Seconded Councillor Marshall passed unanimously.

Resolved: The amended minutes were approved as a true record. Proposed CouncillorSpreadbury-ClewsSecondedCouncillor Read, passed unanimously.

15/200. Matters arising

The Clerk reported that she had submitted the 2016/17 Precept and followed through on the Clean for the Queen litter pick.Resolved: Noted.

15/201. Planning applications for discussion.

15/12658/FUL Extension to Aqua Sana car park. Longleat Forest Holiday Village, Warminster. BA12 7PU. It was agreed to support this application. Proposed Councillor Read, Seconded Councillor Spreadbury-Clews. passed unanimously with Councillor Gray ineligible to vote.

16/00535/FUL Proposed dwelling on land adjoining Claypits, 83 Clay Street, Crockerton, Warminster. BA12 8AF. It was agreed to support this application. Proposed Councillor Marshall, seconded Councillor Gray. Passed unanimously.

15/202. Accounts for Payment LGA 1972 s150 (5)

Resolved: The Council approved the payments listed below with the addition of Information Commissioners payment. Proposed Councillor Bell seconded Councillor Searle. Passed unanimously with Councillor Spreadbury-Clews being ineligible to vote.

The clerk asked for written authorisation for a transfer of monies from Lloyds Bank account 07051394 to 00105901 for £1500.00 to be signed by two authorised signatories.

Proposed Councillor Gray Seconded Councillor Sawyer passed unanimously.

15/203. Approval and signing-off of Parish Accounts for December 2015

The Clerk went through the accounts up to 31st December 2015, which had been previously circulated and reviewed by Councillor Marshall.Resolved: The accounts were agreed. Proposed Councillor Marshall, seconded Councillor Searle. Passed unanimously.

15/204. SIDS. The clerk advised that Warminster Town Council had taken delivery of two SIDs and that they would share with parishes. The cost of putting them up would be borne by the parishes. The members asked the clerk to establish the costs before a decision is made. Proposed Councillor Read, Seconded Councillor Spreadbury-Clews. Passed unanimously.

15/205. Crockerton School Parking. The clerk confirmed she had written to Crockerton School explaining how to proceed with an application for parking restrictions outside the School and had copied in Mr Paul Duggan. She had also written a letter of support from Longbridge Parish Council. Resolved: Noted

15/206. Bus Shelters. Councillor Gray reported the bus shelter in Hill Deverill was fine and Councillor Read reported the one at The George Inn Longbridge Deverill had Ivy on which The George wanted to keep, the Tree behind maybe in need of a trim. Councillor Baxter is to find out who owns the bus shelter/land by The George before any further action. The Crockerton bus shelters are to be checked as part of the risk assessments. Resolved: Noted

15/207. Emergency Plan Bronze level – Councillor Sawyer reported the plan had been upgraded to Silver and had been accepted by The Emergency Plan Committee at Wiltshire Council. Resolved: Noted

15/208. Parish Plan - Councillor Spreadbury-Clews reported that he required pictures to be re-submitted by Councillor Gray as an attachment. He had not had time to work any further on the plan but hopes to by the next meeting. Resolved: Noted

15/209. Crockerton Notice Boards. These have been ordered and await delivery. The Clerk will chase the suppliers. Resolved: Noted

15/210. Coat of Arms. Councillor Baxter showed the members the framed copy, which all agreed was very good, this had cost £130. The Clerk confirmed the School and the Parish Hall had requested copies, the clerk will enquire whether they want the same size or smaller. Resolved: Noted

15/211. Reporting issues to Wiltshire Council. The clerk advised that all issues are to be reported to Wiltshire Councilvia website

, mobile app MyWiltshire or by telephone 0300 456 0100 where they will be prioritised. This can be anything from fly tipping, damaged/dirty signs to potholes to name a few. Residents are encouraged to report issues as and when they occur. The clerk will put an article in the Parish News. Resolved: Noted

15/212. Risk AssessmentsCouncillor Spreadbury-Clews took the risk assessments for Crockerton and Councillor Gray for Longbridge Deverill to be completed and brought to March meeting. Resolved: Noted

15/213. AgendasCouncillor Read asked for some flexibility around the agenda at meetings. The clerk is to look into and report at next meeting. Resolved: Noted

15/214. Annual Parish Meeting. To be held on 16thMay 2016. It was agreed the same format as 2015 and the clerk will write to parish organisations and community groups inviting them to speak and publicise the meeting.Resolved: Noted

15/215. Meetings for Councillors to consider attending –

  • Wiltshire Council Budget Setting – 1st February Devizes Corn Exchange,3rd February Chippenham Town Hall, 4th February Trowbridge County Hall and 5th February Salisbury Guild Hall. All start at 5.30pm
  • CATG meeting 16th February 10.00am – 12.00pm Civic Centre, Warminster. Councillor Bell hopes to attend.
  • Area Board Meeting Thursday 3rd March Civic Centre, Warminster. Timings to be confirmed. Councillor Sawyer will try to attend.

15/216. Parishioners’ correspondence:Email from David Judd regarding superfast Broadband in Crockerton.The Council asked the Clerk to write to Wiltshire Council and Openreach regarding Superfast Broadband in Crockerton. Email from John Medlicott regarding Grenville - Deverills & Crockerton Parish News Magazine article.Councillor Baxter advised he and the Clerk had discussed the correspondence from Mr Medlicott and the Clerk confirmed a reply had been sent. Councillor Read had received a letter from Julie Wallder of Longbridge and Deverill WI advising they would be taking part in Clean for the Queen on Friday 4th March and would be litter picking from the A36/A350 roundabout down the A350 to Crockerton Green. The Clerk advised she would give Julie details from Wiltshire Council on where to register to receive equipment. Resolved: Noted

15/217. Other correspondence, received:All correspondence forwarded to Councillors as and when received. Wiltshire Council Bus Service Consultation available from WC website buses and library, consultation ends 4th April 2016. Warminster Town Council Neighbourhood Plan consultation available at Warminster Town Council and Wiltshire Council website to 11th March. Resolved: Noted
