MINUTES OF THE MEETING OF LEZANT PARISH COUNCIL

HELD IN LEZANT CHURCH ROOM ON TUESDAY 8TH SEPTEMBER 2015

15.074 Declarations of Interest. Cllr Holter declared a personal interest in the planning application for Treburley Farmhouse. Cllr Burden declared a personal interest in community grant applications from Lezant Lunch Club and Trebullett Methodist Church.
15.075 Confirmation of the Minutes. The minutes of the meeting held on 14th July 2015 were approved by all present and signed by the Chairman.
15.076 Matters arising from Previous Meeting.
·  Neighbourhood Plan. Cllr Shelley absent. The Chairman and Cllr Shelley are meeting on Friday 11th September to discuss. The NDP was discussed with visitors to the parish council stand at Lezant Horticultural Show.
·  Overhanging Trees, Old Treburley. Have now been cut so matter is resolved.
·  Footpath 7, Lowley Bridge. The Cornwall Council Footpaths Officer emailed to say that the matter is resolved. Mr Swann stated that although he will not argue the matter further, in his opinion he did not obstruct the footpath and he does not accept that the path should be maintained at the width of 5m specified by the Footpaths Officer.
·  Jubilee Field Trees. Clerk to obtain report from a tree surgeon. It was also reported that a beech tree beside the A388, 100yds north of the Springer Spaniel has a fungus. Clerk to ask highways to investigate on safety grounds.
·  Permissive Path Weed Spraying. Clerk to contact Cormac for quote.
15.077 Adoption of Rezare Phone Box. It was agreed to provide a defibrillator from the community fund. Clerk to investigate.
15.078 Finance.
·  Current and Taxi Accounts Financial Statements (circulated prior to meeting) were approved.
·  Accounts for payment were approved as follows:

It was proposed, seconded and agreed to increase the taxi scheme subsidy to £4 per trip from 1st October 2015, the Cornwall Council grant to be supplemented by the community fund if necessary.
Cllr Burden arrived.
15.079 Community Fund Applications. Applications were discussed and decided by a vote.

Cllr Cairns has surveyed the fence at Trebullett and provided a drawn planning listing requirements, to be used for quotes.
15.080 Planning
·  PA15/07783 Mr & Mrs R Warner, Treburley Farmhouse – Proposed garden building. Supported.
·  Status of Previous Applications. None
·  Paperless Planning Applications. The new system will now be rolled out from 1st January 2016, to be fully adopted by April 2016. Clerk waiting for grant information, so equipment can be purchased.
·  Mr Swann was allowed to speak regarding his planning consent for a temporary building at Lowley Brook Farm, which expired on 18th July 2015. He stated that he did not move into the building until October 2012 and is waiting for the end of his financial year in February 2016 to be able to give Planning details of his business. He has been in contact with Cornwall Council Planning.
15.081 Highways. The clerk asked to write to Oliver Jones regarding the following:
·  Defects were marked with paint between Lezant and Trebullett several months ago but repairs were not done. Repairs which have been done have not lasted well and areas are deteriorating again.
·  Rezare to Lowley Bridge road - a drainage ditch is blocked between Spring Park and Lowley (by field gateway) causing a lot of water to flow down the road.
·  Deep pothole opposite the War Memorial at Landue.
·  Deep pothole outside Mitchell Potatoes, East Penrest, between Treburley and Trebullett.
·  Does he have a date for the works (marked in yellow paint) between Rezare and Lowley Brook.
15.082 Footpaths. Chris Monk, CC Footpaths Officer, emailed clerk to ask if PC has any knowledge regarding new stiles on footpath 5/1, they do not.
Cllr Holter walked footpaths 11 and 12 and noted that a marker post has fallen on FP 11 and a stone stile has collapsed on FP 12. Clerk to notify Chris Monk.
15.083 Correspondence
·  Peninsula News distributed.
·  Cruse Bereavement Request for Donation – no action
·  West Country Rivers Trust notification of River Tamar Celebration 10th October
15.084 Parish Business
·  Treburley Pump Refurbishment. Cllr Holter has offered to carry out the work and has asked for up to £200 for materials (agreed under community fund). His offer was gratefully accepted.
·  Jubilee Field Vandalism. Agreed to ask PCSO Hambrook to pursue restorative justice from the vandals, ie ask them to pay for the repairs.
·  Any other Business Brought by Members.
·  The tap in the ladies toilet is still sticking. Ask Cllr Broomfield if he would look at it.
·  Cllr Nash reported that the marker post in Trekenner is rotten at the base and the litter bin has been moved in Lezant.
·  Cllr Jones has prepared a Legionnaires Risk Assessment for the toilet block. In his opinion the risks are minimal and no further action is necessary. Those present accepted his report.
