MINUTES OF THE MEETING OF LADOCK PARISH COUNCIL – 10 JULY 2017

Following the notice the Meeting of Ladock Parish Council was held on Monday 10 July 2017 at Grampound Road School commencing at 7.30pm.

PRESENT

Cllrs Hartley (Chairman), Barker, Butler, Dodwell, Hoskin, Howes, Jones, Robinson, Taylor and Thomas. Also present were CCllr Eathorne-Gibbons, the Clerk and 6 members of the public.

APPROVAL OF MINUTES

2 FULL COUNCIL MEETING, 12 JUNE 2017. Following a minor amendment, proposed by Cllr Dodwell, seconded by Cllr Hoskin that the Minutes be signed as a true copy. Approved and signed by the Chairman.

PLANNING

3 PLANNING APPLICATION PA17/05725. THE OLD CHAPEL, LADOCK. Applicants: Mr & Mrs Fincher. Proposal: extension to provide larger kitchen and utility.

Proposed by Cllr Barker, seconded by Cllr Howes, to support the application. Approved.APPROVED

5 VILLAGE ENTRY SIGNS – LOCATIONS FOR LADOCK, MENNA AND NEW MILLS.

6 COMMUNITY BENEFIT. PROCEED WITH LADOCK ROAD SAFETY WORKS. Proposed by Cllr Hartley, seconded by Cllr Barker, to have meeting with Cormac officer to discuss costs before proceeding with scheme. Agreed. Cornwall Councillor to advise suitable officer. ONGOING

7 CONSIDER GRAMPOUND ROAD TRAFFIC CALMING FEASIBILITY STUDY. Feasibility study received with increased works and cost. Proposed by Cllr Hartley, seconded by Cllr Howes, that Highways sub- committee meet to review scheme. Approved. ONGOING

8 CHURCH HILL TIDYING/IMPROVEMENTS IN CONJUNCTION WITH ST LADOCA CLASS, LADOCK SCHOOL. Clerk to ascertain whether dog waste can go in ordinary waste bins and cost of emptying. Clerk to advise Councillors when Ladock School working party taking place. Cllr Hartley offered use of trailer to remove vegetation and rubbish. ONGOING

9 UPDATE ON SPEEDWATCH. Training progressing, but several of the volunteers not attending sessions. Clerk to forward list of volunteers to Cllr Dodwell. ONGOING

10 UPDATE ON NEIGHBOURHOOD PLAN/COMMUNITY ASSOCIATION.

Neighbourhood Plan not progressing, but Community Action Group in process of being formed.

12 UPDATE ON WEED SPRAYING. Cllr Robinson to prepare and distribute tender documents to clear weeds on the main roads. Tenders to be sent to Clerk. ONGOING

13 LADOCK PARISH BOUNDARY REVIEW. Cllr Hartley to continue to investigate.ONGOING

14 UPDATE ON CESSPIT AT TRETHURFFE.

Cllr Taylor had attended site visit and had contacted landowner, Mr Denning, who has offered to fill in area when development takes place. Residents encouraged to write to SWW. Proposed by Cllr Jones, seconded by Cllr Howes, to write to SWW and copy CC Planning and Mr Denning. APPROVED

15 UPDATE ON LAND NEAR LADOCK CHAPEL AND BISSICK BRIDGE.

Chairman and Clerk attended site with resident of Ladock Chapel. Parish Council to arrange strimming of area later in year. Resident wishes to construct fence. PC has no objection as long as on their own property. RESSOLVED

16 CONSIDER PENSION PROVISION FOR CLERK. Clerk to investigate.ONGOING

17 COMMUNITY BENEFITS – NEW GUIDELINES, PUBLISHING DETAILS AND REVISED APPLICATION FORM. Cllr Thomas to revise and circulate draft before September meeting. ONGOING

18 VOLUNTEER TO OVERSEE REPRODUCING PARISH MAPS. Cllr Taylor volunteered.RESOLVED

19 CONSULTATION ON BOUNDARY COMMISSION’S ELECORAL REVIEW OF CORNWALL. Councillors encouraged to send their comments to by 7 August 2017. RESOLVED

20 CONSIDER CORNWALL COMMUNITY FLOD FORUM’S MEMBERSHIP. Proposed by Cllr Dodwell, seconded by Cllr Howes, to join as associate member. APPROVED

23 AGREE CLERK’S HOLIDA COVER PAY. Proposed by Cllr Hartley, seconded by Cllr Robinson, to agree remainder of Clerk’s holiday cover payment. APPROVED
